Senior HR Executive (Construction Industry) – Job Scope
Position: Senior HR Executive

1. Recruitment & Staffing
- Handle end-to-end recruitment for local and foreign employees.
- Coordinate interviews, candidate screening, and onboarding processes.
- Prepare employment contracts, appointment letters, and related HR documents.
- Manage manpower planning and workforce requirements for project sites and office operations.
2. Foreign Worker Management
- Process and monitor Work Permit (WP), S Pass, and Employment Pass (EP) applications, renewals, cancellations, and appeals.
- Liaise with the Ministry of Manpower (MOM) on employment-related matters.
- Manage worker arrivals, IPA issuance, medical examinations, and pass collection.
- Monitor quota utilization, levy payments, and foreign worker compliance requirements.
- Update worker residential addresses and maintain OFWAS records.
3. Payroll Administration
- Process monthly payroll accurately and on time.
- Verify attendance records, timecards, overtime claims, allowances, and deductions.
- Prepare salary reports and payroll analysis.
- Handle CPF contributions, IR8A submissions, and payroll-related statutory requirements.
- Ensure compliance with the Employment Act and company policies.
4. Employee Relations
- Address employee inquiries regarding HR policies, benefits, leave, and payroll matters.
- Handle disciplinary issues, warning letters, investigations, and termination processes.
- Assist in resolving workplace disputes and employee grievances.
- Conduct employee engagement and welfare activities.
5. Compensation & Benefits
- Administer employee benefits, insurance, medical claims, and leave management.
- Monitor salary reviews, confirmations, promotions, and annual wage supplements (AWS).
- Maintain accurate employee records and HR databases.
6. Training & Development
- Coordinate employee training programs and certifications.
- Monitor expiry dates of mandatory construction-related certifications.
- Arrange CoreTrade, Multi-Skill, Safety Courses, and other industry-required training.
- Maintain training records and competency matrices.
7. HR Compliance & Documentation
- Ensure compliance with MOM regulations, employment laws, and company policies.
- Maintain employee personal files and HR records.
- Prepare reports and documents for audits, MOM inspections, and management review.
- Assist in implementing HR policies and standard operating procedures (SOPs).
8. Construction Industry Administration
- Coordinate worker deployment to project sites.
- Monitor manpower allocation and project manpower reports.
- Liaise with project managers, site supervisors, and safety personnel on workforce matters.
- Track worker attendance, medical status, and work eligibility.
- Support WICA claims, workplace incident reporting, and insurance documentation.
9. Reporting & Management Support
- Prepare monthly HR reports including headcount, turnover, absenteeism, and manpower costs.
- Analyze HR data and recommend improvements.
- Support HR Manager/Director in strategic HR initiatives.
- Participate in process improvement and digitalization of HR operations.
Requirements
- Diploma/Degree in Human Resource Management, Business Administration, or related field.
- Minimum 5 years of HR experience, preferably in the construction industry.
- Strong knowledge of Singapore MOM regulations, CPF, Employment Act, and foreign worker management.
- Experience in payroll processing and HRIS systems.
- Proficient in Microsoft Excel, Word, and HR reporting.
- Strong communication, organizational, and problem-solving skills.
Reporting Line
- Reports directly to HR Manager / HR Director.
- Supervises HR Executives, HR Coordinators, and HR Assistants where applicable.
This scope is suitable for a Senior HR Executive managing 300–500 employees in a Singapore construction company, covering payroll, foreign worker administration, compliance, recruitment, and employee relations.
