KidSTART exists to change those odds: personal home-based support, delivered by trained practitioners, built on evidence, and scaled nationally.

KidSTART completed its nationwide expansion in 2025 and now reaches families in all 24 towns. Scaling to 80 per cent of eligible children in every birth cohort requires a programme that is designed well, monitored carefully, and continuously improved. That work happens in this team.

ABOUT THE ROLE

As Manager or Senior Manager in Programme Development, you will be a core contributor to the operational policy work that keeps KidSTART running well. You will research, analyse, write, and implement — working across internal teams and external partners to develop the policies, frameworks, and monitoring systems the programme depends on.

This is a substantive policy and planning role. The work is analytical and detail-oriented, but the purpose is practical: better policies mean better support for practitioners, and better support for practitioners means better outcomes for children and families.

WHAT YOU WILL DO

Operational Policy and Programme Design

Programme Monitoring and Reporting

Analyse programme data,track deliverables, and prepare reports on outcomes and budget utilisation. Identify what the data is telling us about programme performance and surface that clearly for decision-makers.

Partner and Funding Compliance

Support the management of KidSTART's funding agreements with implementing agencies. Track partner compliance with funding requirements, prepare disbursement documentation, and respond to audit-related queries.

Stakeholder Engagement

WHAT WE ARE LOOKING FOR

We are looking for someone who is analytical, writes well, and energised by policy and planning work, with a real-world implementation dimension. You do not need to have worked in early childhood before. You do need to care about the mission and be willing to learn the programme deeply.

Preferably, you will have:

–   Experience or a strong interest in policy formulation, data analysis, planning, or programme development.

–   A degree in Sociology, Social Work, Psychology, or a related field, with strong writing and analytical skills.

–   The ability to lead projects independently, engage stakeholders at different levels, and manage tight timelines.

• Conduct regular day and night street outreach, community walks and activities to engage street youths
• Provide counselling and case management for street youths and their families
• Design, implement and evaluate outreach activities and intervention programmes for street youths
• Plan, conduct and manage case conferences with community partners
• Document and maintain records of all outreach activities and casework sessions.
• Conduct talks and workshops in schools
• Adhere to professional ethics, organisational policies, and boundaries.
• Other duties as assigned by supervisor

Requirements:

• Possess minimum Degree in Psychology, Counselling or Sociology
• Must have passion to work with youths and their families
• To be physically and medically fit due to regular day and night street outreach and street engagements
• Strong interpersonal skills
• Strong team player with excellent organisational skills
• Relevant experience in working with youths preferred
• Flexible in your working hours, according to the needs of the programmes and youths and their families
• Job position is on contractual basis

Key responsibilities

• Liaise with hotel, food caterers, and transportation vendors to secure accommodations, meal sessions, and transport for programme participants.

• Liaise internally with trainers and school administrators to ensure the schedule for the program is up to date.

• Act as the first point of contact for vendors, invited guest speakers, and participants, and attend to their inquiries and requests before and during the program.

• Manage and be responsible for the week-long day-to-day running of the hackathon segment in the program.

Requirements:

• Diploma or equivalent in the humanities or social sciences discipline.

• 2 to 3 years of full-time event/ project management experience preferred.

• Proficiency in Microsoft Office suite applications.

• Experience in the design of marketing materials.

• Excellent interpersonal and communication skills, with the ability to interact professionally with students, academics, and industry partners from diverse SEAcultural backgrounds.

• Meticulous attention to detail, especially in managing schedules, bookings, and participants' information.

• Any other tasks related to event management and coordination that may be assigned by the Reporting Officer.

Contract Duration: Immediate to 31 Dec 2026

Working Arrangement:

• Mon – Thurs: 8.30am to 5.45pm
• Fri: 8.30am to 5.15pm
• Lunch duration: 45 minutes
• Staggered working hours option - start at 8am and end at 5.15pm, or start at 9am and end at 6.15pm

Salary: $2500 to $3000 (depending on experience)
