Key Responsibilities

• Oversee day-to-day site works to meet design, specs, and plans.
• Lead the site team; plan and execute daily activities.
• Manage manpower, materials, and equipment to stay on schedule and within budget.
• Track subcontractor progress and quality; resolve issues promptly.
• Work with main contractor and consultants on design reviews, approvals, and technical queries.
• Attend progress meetings with clients, main con, and consultants; report site status.
• Enforce EHS standards and site housekeeping.
• Deliver the project on time, within budget, and to required quality.
• Other tasks as assigned by Management.

Job Summary

We are seeking an experienced Mechanical Project Manager to lead and manage projects with a focus on Air-Conditioning and Mechanical Ventilation (ACMV) systems. The role involves full project lifecycle responsibility, ensuring successful delivery within scope, schedule, budget, and quality standards.

Responsibilities

• Lead and manage mechanical (ACMV) projects from initiation through to completion, ensuring alignment with project objectives
• Oversee all aspects of project execution, including planning, scheduling, budgeting, and quality control
• Coordinate closely with consultants, main contractors, sub-contractors, suppliers, and internal teams to ensure smooth project delivery
• Review and interpret mechanical drawings, specifications, and technical submissions to guide site execution
• Manage procurement activities to ensure timely sourcing and delivery of mechanical equipment and materials
• Conduct regular site inspections to monitor progress, resolve issues, and ensure compliance with safety standards
• Identify and mitigate project risks, including technical and site coordination challenges
• Prepare and maintain accurate project documentation, including progress reports, variation orders, and testing & commissioning records
• Ensure compliance with Singapore statutory requirements, building codes, and Workplace Safety & Health (WSH) regulations
• Lead testing and commissioning activities for ACMV systems to ensure operational performance

Requirements

• Diploma / Degree in Mechanical Engineering or related discipline
• Minimum 3–5 years of relevant experience in the Singapore construction industry, with strong exposure to ACMV systems
• Proven experience managing mechanical or M&E projects independently
• Strong technical knowledge of mechanical systems, ACMV design, and local authority requirements
• Good understanding of project management principles, cost control, and contract administration
• Excellent coordination, communication, and problem-solving skills
• Ability to work independently and manage multiple stakeholders effectively

Job Descriptions:

• Lead the project team to ensure the timely delivery of projects, focusing on marine and port infrastructure, and land reclamation.

• Serve as the primary point of contact for Clients and stakeholders, attending regular coordination meetings to report progress and resolve technical issues.

• Oversee the planning and programming of works to align with project milestones and Commercial Operation Dates (COD).

• Manage the planning and procurement of main and auxiliary materials to support continuous site operations.

• Supervise and coordinate all site engineers, ensuring effective delegation and management of on-site coordination matters.

• Provide technical leadership in specialized areas such as foundation treatment, construction of rockfill structures for embankments, marine reclamation sand filling, and bridge deck system construction.

• Oversee the construction of port roads, storage yards, and associated infrastructure, ensuring compliance with specifications and quality standards.

• Liaise effectively with employers and clients regarding the management of supplied materials and project requirements.

• Support the project team in developing, monitoring, and maintaining project plans, schedules, and budgets.

• Assist in resolving any technical or operational challenges that arise during project execution, ensuring minimal impact on timelines.

• Ensure all project activities comply with safety regulations, environmental standards, and contractual obligations.

• Develop and manage project budgets, track costs, and implement cost control measures to ensure financial performance.

• Identify, assess, and mitigate project risks throughout the project lifecycle.

• Manage subcontractors and suppliers, including contract administration, performance monitoring, and variation management.

• Establish and monitor key performance indicators (KPIs) to track project progress, productivity, and quality outcomes.

• Lead project close-out activities, including final accounts, as-built documentation, and handover to client or operations team.
  

Job Qualification:

• Bachelor's Degree in Transportation Engineering, Civil Engineering, or a related field.

• Strong leadership and team management abilities.

• Excellent client-facing and communication skills.

• In-depth knowledge of construction methodologies for marine and transportation structures.

• Proficiency in project planning, scheduling, and resource management.

• Minimum 10 years of relevant experience in infrastructure or marine construction projects, with at least 5 years in a project management capacity.

• Proven track record in managing projects from inception to completion, including budget control and contract administration.

• Strong understanding of contract management, including FIDIC or other standard forms of contract.

• Experience with public sector infrastructure projects is an advantage.

• Proficiency in project management software (e.g., Primavera P6, Microsoft Project) and BIM coordination.

• Relevant professional certifications (e.g., PMP, RE, RTO) are preferred.
