Key Responsibilities

1. Payroll Processing

• Utilize payroll software to process transactions, including salary calculations, overtime, bonuses, and deductions.
• Handle complex adjustments, such as leaves, benefits, and allowances.
• Ensure accurate payment to employees on scheduled dates

2. Payroll Administration

• Submit monthly CPF contributions to the CPF Board.
• Prepare and submit annual IR8A forms to IRAS.
• Handle tax clearance for foreign workers.
• Manage exit procedures, including discharge letters and final payment.

3. Compliance and Accuracy

• Verify the accuracy of payroll data entered and addressing discrepancies.
• Ensure compliance with local regulations, tax regulations, and company policies.
• Facilitate audits by providing records and documentation to auditors.

4. Other Administrative Tasks

• Perform other administrative tasks and duties as assigned.
• Prepares and submits to Finance Department a monthly payroll report showing the breakdown of salary costs by department for month end financial reporting purposes.
• Prepare payroll accounting entries for Finance.
• Prepare payroll audit schedules or month end closing.
• Prepare payroll budget.

Key Responsibilities

• Seamlessly process monthly crew payroll, reimbursements, and allowances for a dynamic workforce of 300+ headcounts.

• Ensure all payments align strictly with regulations, expertly handling tax clearance matters including the preparation of IR21, IR8A, leave pay, and claims.

• Support cost allocation and collaborate closely with Finance (Accounts Payable) to ensure timely, flawless postings and resolve any payroll discrepancies.

• Maintain airtight payroll and supporting records for audit and operational purposes. Compile crew cost data to actively identify variances or irregularities.

• Partner with Crewing Officers, manning agents, and external vendors to keep operations running like a well-oiled machine.

• Maintain, update, and help upgrade the company’s payroll software system to drive efficiency.

Requirements

• Diploma or Tertiary qualification in Finance, Accounting, Human Resources, or a related field.

• Minimum of 2 years of proven experience in maritime crewing, crew payroll administration, or high-volume corporate payroll.

• Proficient in Microsoft Office (especially Excel). Experience with Sage software is highly preferred.

• Strong numeracy skills, an eagle eye for detail, and the utmost integrity when handling confidential information.

• A positive attitude with the ability to work independently, manage tight schedules, and collaborate effectively as a team player.

Technical Enquiries

• Proficient understanding of prevailing payroll statutory governance (CPF, MOM & IRAS)

• Ensure accuracy, due-care, time-management and compliance with deadlines when executing the following:

1. Prepare payroll summary which includes details of new employees, resigned employees, increments, allowances, deductions, bonus, etc based on information provided and verified by clients’ designated payroll personnel;

2. Process the payroll including the calculation of statutory employee’s and employer’s CPF contribution, CPF capping on additional wages and ethnic contributions, CDAC, MBMF, SINDA and ECF;

3. Arrange for salary credit to the respective employees’ designated bank account upon approval of the payroll summary;

4. Prepare the electronic or hardcopy pay slips for distribution to all clients’ employees;

5. Submit monthly statutory contributions i.e. CPF and SDL including the respective ethnic deductions to the CPF Board;

6. Process adhoc requirements such as termination payouts including computation of pro-rated salary, unutilized vacation, notice-in-lieu;

7. Generate the following where applicable:

   • Form IR8A

   • Form IR21

   • NS Make-up pay

   • Pro-Family (maternity, paternity, childcare leave claims)

   • Manage payroll software updates including liaison with payroll software vendors on behalf of the team

   • Identify changes in statutory regulations, research/recommend changes and implement efficient SOPs

• Highlight and discuss issues resulting from detailed review on day-to-day jobs and provide recommended solutions

• Attend and conduct meetings with new and existing clients

• Understand client’s request/queries, endeavor to communicate the solution which the client is able to comprehend

Customer Services

• Cross sell services of the BSL Group to new/ existing clients

• Respond to client’s feedback

• Build client services relationship

Others

• Manage billings and collections

• Fulfil any other duties as and when assigned by the management

Job Holder’s Specifications

• Possess NITEC/"O" Levels/Diploma in Accountancy or qualifications in related fields. 

• No/Minimum payroll experience is welcome to apply.

• Able to manage strictly confidential information and ability to relate well with clients

• Able to multi-task and work under pressure to meet specific timelines

• Possess good communication and excellent interpersonal skills

• Must be proactive, analytical, committed and take ownership

• Possess the interest to learn/upgrade to new skills/technologies

• Timesoft payroll software hands-on knowledge will be an added advantage

• Perform all payroll related functions for headcount of approximately 300
• Perform tax clearance and yearly reporting to authority
• Submission of pro-family claims and any related authorities' salary claim (e.g NS reservist pay; childcare; paternity and maternity claims; FWL etc)
• Work with HR team in employee related claims (e.g Work Injury and H&S claim)

Requirements

• 1 to 2 years of payroll and related experience with work pass exposure
• Diploma/Certificate/GCE "O" level in business related discipline
• Confident to communicate and interact with all levels fluently in more than one language
• Ability to work under tight timelines and possess a positive mindset with a "can do" attitude
