The Role

As a Technical Project Manager Lead, you sit within our Client Partnership team and own delivery leadership across our technical project portfolio. You are client-facing, delivery-led, and technically fluent — accountable for predictable delivery, strong scope control, calm execution, and continuous improvement of how our PM team operates.

We've prototyped this internally and proven the concept. Your job is to take that vision further: identify what should be systematised, design the approach, and make it happen.

You will manage and develop a team of 4–5 Project Managers, including coaching and performance reviews, while also directly leading priority engagements where senior delivery ownership is required.

What You’ll Own (Lead Scope)

1) Delivery Ownership (Portfolio + Critical Projects)

• Own delivery outcomes across the portfolio: quality, timelines, scope discipline, dependencies, risk management, and commercial health (burn, change control, and margin awareness)

3) Scoping, Estimation & Commercial Shaping

• Own the end-to-end scoping process for incoming web and digital projects working closely with the Tech Lead from: brief analysis → template/page mapping → complexity assessment → cost estimates
• Translate client objectives into delivery-ready scope: requirements, acceptance criteria, assumptions, constraints, dependencies, risks, and implementation approach
• Apply commercial judgment — understand rate cards, package sizing, margin targets, and defining what  belongs in scope
• Ensure proposed solutions align with our capabilities, delivery constraints, and productised service packages
• Produce clean inputs for SOWs, FSDs, and specs that enable smooth execution downstream

4) AI & Automation of PM Operations

• Identify which PM activities are manual, repetitive, or low-judgment,  and drive their automation
• Build and improve AI-powered workflows for: project health monitoring, approval tracking, estimation support, documentation generation, risk identification, and reporting
• Work with our tech team and AI tools to prototype, test, and deploy these automations
• Continuously raise the bar on what's automated vs. what needs human judgment
• Champion a mindset shift across the PM team: We don't simply add AI to a broken process, but rather need to question whether a process should exist

This isn't about using ChatGPT to write emails faster. We expect you to fundamentally rethink how a PM function operates when AI handles the routine, so humans can focus on judgment, relationships, and problem-solving.

In this role, you will work closely with Domain Owners (DOs), Engineering Managers (EMs), Journey Solution Designers (SDs), and Release Program Managers (RPMs) to ensure on-time, high-quality delivery across systems that support StarHub’s consumer and enterprise journeys.

The ideal candidate will have strong hands-on experience with agile project delivery in a DevOps or software engineering environment, preferably both front-end and back-end within modern native environments — with a solid understanding of DevOps, CI/CD, microservices, observability, and end-to-end delivery metrics.

Key Responsibilities

Delivery & Agile Management

• Drive agile ceremonies (sprint planning, stand-ups, retrospectives) and maintain team rhythm and cadence.
• Manage backlog hygiene, ensuring stories are well-defined, estimated, and prioritized.
• Plan and execute phased delivery strategies, ensuring release readiness through Blue/Green deployments, canary releases, and feature flagging.
• Track delivery health through velocity, throughput, and scope stability metrics.
• Identify and resolve blockers, risks, and cross-domain dependencies early.
• Maintain clear delivery dashboards and status reporting to senior stakeholders.
  
  

Technical Coordination & Planning

• Partner with Domain Owners and Tech Leads to align on architecture, delivery scope, and capacity planning.
• Coordinate with DevOps and QA/QE teams to ensure readiness for integration, testing, and release.
• Support implementation of continuous delivery and observability practices across teams.
• Define, Monitor and report on key delivery KPIs, including deployment frequency, Mean Time To Recovery, defect Leakage rate, change failure rate ensuring all releases meet defined Service Level Objectives and performance baselines.
• Participate in sprint demos and ensure acceptance criteria are met for each increment.
  
  

Stakeholder & Cross-Domain Collaboration

• Work with Journey Solution Designers (SDs) and Release Program Managers (RPMs) to align sprint deliverables to journey-level milestones.
• Collaborate with Journey Owners (JOs) and business stakeholders to clarify priorities and expected outcomes.
• Communicate risks, decisions, and delivery trade-offs clearly across key stakeholders.
  
  

Continuous Improvement & Governance

• Drive adoption of agile and DevOps best practices across DXP teams.
• Analyze delivery metrics to identify improvement opportunities in velocity, predictability, and quality.
• Support incident RCA reviews and ensure learnings are converted into actionable backlog improvements.
• Contribute to standardized delivery governance, templates, and documentation across domains

• Bachelor’s degree in computer science, Information Systems, or related field.
• Agile, PMP, or DevOps certifications (e.g., CSM, SAFe, PMI-ACP) preferred.

Experience

• 8+ years of experience in software delivery or digital product management, with at least 3 years in a technical project management, delivery lead or scrum master capacity.
• Proven track record managing agile teams delivering software through CI/CD pipelines within modern cloud native architecture and container orchestration (EKS/Kubernetes).
• Proven experience coordinating frontend (Vue.js, Flutter) and backend engineering deliveries.
• Strong understanding of API management, event-driven architecture, and modern deployment strategies (Blue/Green, Canary, Feature Flags).
• Strong familiarity with tools such as Jira, Confluence, GitLab, Jenkins, Monday.com, Splunk.
• Experience in telecommunications, digital platform delivery, or large-scale integration programs is an advantage.

• Own end-to-end technical delivery of assigned domestic and cross border payment projects across ASEAN.
• Coordinate across different application and platform teams to manage interdependencies and ensure seamless delivery of end-to-end solutions.

Job Summary

The Credit Management Officer supports ATR’s Finance Directorate by managing customer credit risk, maintaining accounts, and ensuring compliance with group credit policies. This role requires strong communication, independent task management, and collaboration with internal and external stakeholders.

Responsibilities

• Update and maintain approved customer credit lines and payment terms in SAP to ensure accurate account management
• Assess credit risk by reviewing overdue invoices, credit usage, and payment maturity to control customer order releases
• Ensure timely renewal of administrative bank guarantees such as letters of credit to secure financial transactions
• Monitor incoming customer payments, post them promptly, and apply payments to outstanding invoices according to customer instructions
• Apply credit notes accurately to customer invoices and maintain clear account records by reconciling payments and invoices
• Produce and deliver monthly and on-demand customer account statements to support financial transparency
• Obtain and provide customer financial statements to assist the Head of Finance in evaluating customer solvency and credit risk
• Communicate proactively with customers via email and video calls to ensure timely payments and build trustful relationships
• Follow up diplomatically with customers on overdue invoices to encourage prompt payment and manage debt recovery processes
• Initiate and monitor advanced payment arrangements and ensure compliance with rescheduled debt instalments
• Prepare and submit claims to credit insurers or external recovery providers to mitigate financial losses
• Collect, analyze, and escalate customer disputes related to invoicing, pricing, logistics, or equipment to relevant departments and coordinate resolution meetings

Required competencies and certifications

• Proficiency in SAP R/3 Modules FI/CO to manage financial and credit data effectively
• Strong verbal communication skills to engage customers and internal teams and build trustful relationships
• Problem-solving and analytical skills to assess credit risk and resolve disputes
• Advanced skills in MS Office, including Excel and Power BI, to analyze data and generate reports
