It is equipped with on-site capability for the preparation of PET radiopharmaceuticals in a state-of-the-art GMP-certified facility. CIRC is positioned to support both academic and industry led clinical research programs, with dedicated clinical imaging facilities area advanced modalities of PET-CT and PET-MRI. About the Role

We are seeking an experienced and strategic Director / Assistant Director / Senior Manager, Learning Academy to develop and lead the learning academy within the Gain City group of companies.

In this role, you will be responsible for establishing and overseeing the end-to-end operations for a scalable learning academy aligned with Singapore’s vision. You will lead the design and execution of training programmes, ensure full compliance with regulations and build a high-performing team to plan and deliver impactful lessons. A key part of the role is to drive continuous improvement in educational outcomes and operational excellence.

Key Responsibilities

• Ensure full compliance with all relevant regulations, statutory requirements and internal SOPs
• Maintain up-to-date knowledge of government regulations, national schemes and masterplans related to training providers and lifelong learning
• Design, implement and manage a scalable and sustainable business model for the learning academy
• Develop and maintain strong partnerships with key stakeholders, including leading contract negotiations where necessary
• Lead, coach and develop a high-performing team of planners and trainers to ensure effective programme design, delivery and operational excellence
• Oversee the development of course offerings aligned with market and organisational demands
• Explore and evaluate opportunities to diversify the academy’s offerings beyond the initial scope of courses
• Review and optimise existing processes and organisational structures to improve efficiency and enable automation

Qualifications and Requirements

• Bachelor’s degree in business administration, learning and development or a related field
• Minimum of 10 years of progressive experience in learning and development or workforce training
• DCCLP (Diploma in Career Conversion for Learning and Performance) is preferred
• Proven leadership capabilities, with a strong track record of building and developing high-performing teams
• In-depth knowledge of regulations and statutory compliance
• Demonstrated success in driving process improvements and operational excellence
• Strong experience in cost management, budgeting and leading efficiency initiatives

Job Summary

Lead the expansion strategy for the China market by managing recruitment channels and partnerships, developing institutional relationships, driving branding activities, and collaborating with internal teams to achieve enrolment and growth targets.

Responsibilities

• Develop and execute the China market expansion strategy to increase student enrolment and business growth
• Manage student recruitment channels and agent partnerships to optimize recruitment outcomes

The Biomedical Data Hub (BDH) curates and maintains strategic deidentified health data cohorts and supports researchers and innovators with expertise in bioinformatics and A.I. Its mission is to act as a trusted research node that unlocks the value of digital health data to support cutting edge science and digital health solutions that will benefit Singapore and Singaporeans. BDH is a national initiative created by Singapore's Bioinformatics Institute and hosted by the Agency for Science Technology and Research (A*STAR) in partnership with Ministry of Health (MOH) Singapore and is funded by Singapore's National Research Foundation (NRF). 

Description:

As Senior Manager / Assistant Director - Partnerships and Product, you are responsible for shaping BDH's product and services offerings. Your ability to deeply understand user needs, both stated an unstated, and translate those into technical requirements are critical to your success. You also possess excellent judgement when it comes to prioritizing the product and services development pipeline. 

You are a systems thinker and excellent communicator who can strike a balance between speed and compliance. Your work will bring together users, developers, and operations teams.

Responsibilities:

• Maintain an up-to-date pipeline of data cohorts that could be supported by BDH by surveying local and overseas scientific and innovation activities
• Maintain and drive BDH product and development roadmap
• Map user journeys and workflows for entire data lifecycle and define standard processes for data on-boarding, management, analysis and off-boarding
• Create specifications for development and services teams to implement
• Create and maintain controlled forms and document templates
• Create and maintain standard toolset for BDH analytical environment

Requirements:

• Degree in Science, Biomedical Engineering, Business Administration or related field
• Strong people skills
• Detailed and process oriented
• Excellent written and spoken communication skills
• Basic financial and accounting literacy, including the ability to conduct benefit/cost analysis
• MS Office proficiency (esp. MS Excel and PowerPoint)
• Previous product management and/or services management experience a plus

Organise recruitment campaigns, roadshows, information sessions, and promotional events targeting prospective students and parents.

Monitor enrolment targets, channel performance, and student acquisition metrics, and propose improvement plans.

Coordinate with internal teams in Singapore to ensure smooth admissions processing, student onboarding, and service delivery.

Prepare regular business development and recruitment performance reports for management review.
