DCS is a fast-evolving fintech company at the forefront of bridging traditional finance (Web2) and decentralized ecosystems (Web3). As we expand our digital asset and cross-border payment capabilities, driving sustainable user activity and transaction growth has become a critical priority. We are seeking an Account Director (Web3 Consumer Growth) to drive user lifecycle growth in a B2B2C model. This role takes over after the initial BD incubation phase and focuses on scaling user engagement, transaction frequency, and lifetime value through our partner ecosystem.

You will act as the owner of downstream growth outcomes across Web3 Consumers, working through partners such as merchants, PSPs, and distribution channels to activate and scale end-user behavior. Rather than direct-to-consumer growth, this role is responsible for converting partnership supply into sustainable user activity and transaction volume, leveraging data-driven strategies, incentive design, and cross-functional execution. The ideal candidate combines strong growth analytics capability with a deep understanding of user behavior, partner dynamics, and Web3 product usage.

CORE RESPONSIBILITIES

Partner-driven User Growth Ownership

• Own user growth outcomes in a B2B2C model, driving activation, retention, transaction frequency, and LTV through partner ecosystems (e.g., merchants, PSPs, channels).
• Translate newly onboarded partnerships into scalable user activity and transaction volume across key use cases.

Growth Strategy & Lifecycle Management

• Define and execute lifecycle growth strategies across key stages (activation, retention, re-engagement) to improve user engagement and conversion efficiency.
• Build user segmentation frameworks and leverage data insights to identify growth opportunities and optimize user behavior.

Incentive Design & Unit Economics Optimization

• Design and optimize incentive mechanisms (e.g., FX spreads, rewards, loyalty programs) to drive user activity and transaction growth.
• Balance growth efficiency, cost control, and revenue contribution to ensure sustainable unit economics.

Cross-functional Growth Execution

• Collaborate with Product, Tech, Marketing, and regional teams to translate growth strategies into scalable solutions and localized execution.
• Drive end-to-end implementation of growth initiatives, ensuring timely delivery and measurable business impact.

REQUIRED QUALIFICATIONS

• Minimum 6–10+ years in Growth, Product, or Business roles within fintech, payments, internet platforms, or Web3 environments, with a track record of driving user growth or transaction outcomes.
• Bachelor’s degree in Business Management or any relevant degrees.
• Proven experience driving user growth through partner ecosystems or channels, with the ability to convert distribution into sustained user activity and transaction volume.
• Strong experience in lifecycle growth (activation, retention, re-engagement), experimentation, and data-driven decision-making. Solid analytical capability (e.g., SQL, Excel) to translate insights into actions.
• Good understanding of unit economics, incentive design, and ROI-driven growth.
• Ability to work effectively with Product, Tech, and Marketing teams to drive execution and deliver measurable results.
• Familiarity with fintech, payments, digital wallets, remittance, or Web3 ecosystems.

Responsible for food preparation and cooking to standard operating procedures.

Ensure smooth operations and allocation of duties within the kitchen.

Willingness to work extra hours or weekend if needed.

Job Responsibilities

(A) Head Office Compliance & Japanese Regulation Advisory

• Provide guidance and direction in accordance with Japanese laws/regulations and HO policies/rules.
• Advise APAC offices on implementation issues and required controls relating to updates in HO policies, particularly Corporate Compliance.
• Coordinate approvals and discussions with HO for policy changes, new initiatives, and implementation matters.
• Provide advisory and review for front-office initiatives, new products/services, and new businesses from the perspective of Japanese regulations.

(B) Regional Oversight

• Enhance governance and compliance oversight for APAC offices including bank branches and group companies such as securities, bank, and consumer finance.
• Provide advisory support to strengthen compliance frameworks the bank branches and the group companies .
• Ensure to support day-to-day communication between the Head of MFC team, the Head of   Securities team as well as the Head of Branch Oversight team and the General Manager as well as Head Office, making certain that any concerns are promptly escalated to management and resolved.
• Oversee compliance reporting, documentation management, and implementation of group-wide policies.
• Drive initiatives to enhance compliance frameworks across the region, collaborating with the Heads of oversight of group companies such as securities and consumer finance.
• Coordinate with HO and local offices on group-level compliance issues.

(C) Liaison with HO

• Function as the key liaison between APAC offices and HO on compliance, regulatory matters, and policy implementation.
• Coordinate with HO on budget, expense management, and headcount/resource.

• Manage reports to HO and periodic updates.

(D) Other Assigned Duties

• Manage additional tasks and responsibilities assigned by the Department Head.

Job Requirements

• Bachelor’s degree in law (LL.B.), or equivalent.
• More than 10 years' experience in planning activities in Compliance or AML in FI (in a Japanese bank would be desirable).
• Experience in policy development, training delivery, and compliance oversight of group companies. Experience in cross-border compliance coordination is preferrable.
• Strong understanding of compliance frameworks, regulatory governance, Japanese regulations, and retail compliance.
• Knowledge of Japanese laws and regulations especially related to banking industry.
• Strong project management skills and ability to manage multiple stakeholders and to work under tight timelines.
• Strong management skills based on a solid understanding of first-line business processes and risk drivers.
• Excellent communication skills in a global environment and stakeholder management skills , native proficiency in Japanese is essential as the role will need to communicate frequently with stakeholders in Head Office, or Japanese regulators when necessary.

The Corporate Finance & Disclosures Department regulates:

(i) the offering of securities, business trusts and collective investment schemes (including REITs);

(ii) the conduct of takeover and merger transactions;

(iii) the disclosure of interests in securities of listed entities; and

(iv) SGX as a listed entity.

It also supervises corporate financial advisers and credit rating agencies, and coordinates the Capital Markets Group's regulatory approach to corporate and sustainability disclosures.

A) Administration of the Collective Investment Scheme (CIS) regime

Review offers of retail CIS— including applications for CIS authorisation and recognition, and CIS prospectus and product highlights sheet to ensure compliance with relevant requirements under the Securities and Futures Act (SFA) and the Code on Collective Investment Schemes. Administer the notification framework for offers of CIS to accredited investors. Assess breaches of SFA requirements by CIS and recommend appropriate courses of action in accordance with the Regulatory Action Framework.

B) Project work

Supporting a study into the possibility of a PISCES-like private market exchange in the Singapore context, and possible implications for Singapore’s regulatory framework Supporting a project to implement a Proof-of-Concept AI-driven listed company surveillance model. Supporting ongoing study of tokenisation developments and implications for the regulatory framework for CIS and securities.

C) Handling consumer complaints (1Q27)

3-month full-time attachment to the Consumer Issues Division (CSI). You will be expected to primarily handle consumer calls and complaints on financial institutions (FIs) and unlicensed entities, and follow-through a case from start to end. Besides consumers,you will also engage with FIs and other government agencies, as well as relevant MAS supervisory and policy departments on assigned cases.    Apart from handling consumer feedback, you could also be involved in relevant projects such as using the experience to improve the working model between CSI and other departments, ways to harness the feedback to improve policies, complaints analytics and consumer risk surveillance projects.

Requirements :

• Relevant experience or degree in Business, Accountancy, Law or Financial Economics preferred
• Strong analytical skills and an ability to work at both conceptual and operational levels

• Good written and verbal communication skills. You will be expected to interface with internal and external stakeholders directly, including other government agencies, foreign regulators, financial intermediaries and industry practitioners
