• Review of technical submissions for compliance to project requirements and prepare technical submissions to client’s consultant and obtain approval in a timely manner.
• Prepare P&ID, process control narratives, instrument lists and I/O (input/output) or update client’s P&ID, process control narratives, instrument lists and I/O (input/output) as information from process equipment vendors become available. Issue project requirements to equipment vendors in accordance to the scope matrix of the IC&A package.
• Represent the Company at client and consultants meetings on IC&A matters.
• Review and understand the IC&A interfaces with other sub contracts or third parties and prepare a program to meet the interface milestones or bring to the attention of the supervising consultants in a timely manner on our requirements to meet construction program.
• Prepare Inspection and Testing Procedure for the IC&A Systems and lead in the testing and commissioning of the IC&A systems. Work with other disciplines from the Company and are expected to assist to ensure a full integration of process equipment controls.
• Manage the budget of the for the IC&A scope and prepare monthly report on the cash flow to the Project Manager.

Requirements:

• Possess at least Bachelor's Degree in Electrical & Electronic Engineering / Instrumentation & Control Engineering / Advanced Diploma in Process Control and Instrumentation.
• 10 years of EICA work experience, preferably in water/waste water projects.
• Experience in Selection, installation and Commissioning of Instruments.
• Experience in Basic Programming of PLC/DCS and SCADA.
• Experience in Project Execution, Supervising and Coordination with sub-contractors,consultant and Client.

Key Responsibilities

Overall Facilities Leadership & Accountability

To lead and take full accountability for MTFA’s facilities management function across all sites, covering both maintenance operations and capital projects.

The role ensures that all facilities are safe, compliant, operationally reliable, and progressively upgraded, with the Manager serving as the overall owner of both project delivery and maintenance performance.

Project Leadership

Serve as the overall project owner for all facilities-related projects, including:

Renovations (e.g. DIL, FSC upgrades)

Additions & Alterations (A&A) works

Electrical upgrading

Security and automation systems

Direct and supervise the Project Manager (contract) in:

Project scheduling and coordination

Contractor and consultant management

Site supervision and reporting

Lead key decisions on:

Project scope and priorities

Tender evaluation and award

Budget approvals and cost control

Ensure projects are delivered on time, within budget, and to required standards

Maintenance & Operations Oversight

Oversee all day-to-day facilities operations across MTFA sites

Ensure implementation of:

Preventive maintenance (PPM)

Corrective maintenance

Emergency response protocols

Supervise the Senior Executive in:

Managing vendors and term contractors

Attending to operational issues and minor defects

Ensuring service continuity across sites

Ensure high reliability of critical systems, especially in healthcare facilities

Vendor & Contract Management

Lead all facilities-related vendor and contract management

Establish clear SLAs and KPIs for both maintenance and project vendors

Oversee procurement processes, including:

• Tendering

• Quotation evaluation

• Contract awards

• Ensure cost efficiency without compromising service quality

Compliance, Safety & Risk Management

Ensure compliance with all regulatory requirements:

SCDF (Fire Safety)

BCA (Building regulations)

NEA / environmental standards

Healthcare-related facility requirements

Oversee audits, inspections, and certifications

Ensure proper documentation:

Maintenance records

Licences and permits

Safety reports

Review and streamline existing facilities management processes, and establish Standard Operating Procedures (SOPs) to ensure consistency, operational efficiency, compliance, and service quality across all MTFA premises 

Drive workplace safety and risk mitigation across all facilities

Team Leadership & Coordination

Lead a 3-man facilities team with clear role clarity:

Manager: Overall accountability, decision-making, approvals

Senior Executive: Operations, vendors, ground execution

Project Manager: Project coordination and execution support

Ensure strong coordination between:

Project works and ongoing operations

Step in for escalations, complex issues, and critical decision-making

Stakeholder Management

Partner closely with:

• Home Managers

• Healthcare Centre Managers

• Childcare Leadership

• Corporate Services / Finance

• Balance project timelines with operational needs to minimise disruptions

• Ensure clear communication on maintenance works and project updates

Job Requirements

Education & Experience

• Degree / Diploma in Facilities Management, Engineering, Building Services or related field

• At least 6–8 years of relevant experience, with strong exposure to:

• Facilities operations

• Project management / upgrading works

• Experience managing multi-site portfolios

• Exposure to healthcare / residential care / childcare environments is an advantage
  

Technical Competencies

• Strong knowledge of:

• Building systems (M&E, HVAC, electrical, plumbing)

• Preventive maintenance frameworks

• Project management lifecycle

• Familiarity with Singapore regulatory requirements (BCA, SCDF, NEA, MOM WSH)
