About The Role

As a Senior Executive/Assistant Manager, Procurement in ALPS, you will be based in one of the 27 public healthcare institutions (PHI) in Singapore, you will be responsible for the Procurement and Contract Management services within the PHI. Working in a team you will provide proactive planning and value add to the procurement category you are in-charge of. You will also communicate closely with hospital users and ALPS vendors to support in the hospital’s daily operations for patients’ care.

Key Responsibilities

• Plan, strategize, analyze and implement sourcing strategy in category sourcing and supplier initiatives and be accountable for the outcomes.
• Ensure the entire procurement cycle processes are in compliance with ALPS’ procurement policies.
• Partner internal users to procure goods and/or services in a timely, effective and compliant manner.
• Manage vendors to ensure quality, pricing and delivery objectives are met.
• Add value through proper negotiation, product standardization and/or innovative ways of sourcing.
• Monitor and establish contract on time to ensure continuous supply of products and/or services.

Requirements

MAIN PURPOSE

The Assistant Procurement Manager will support our procurement operations and contribute to strategic sourcing initiatives. This role will assist in managing supplier relationships and optimising procurement processes to ensure cost-effectiveness, quality, and timely delivery of goods and services across our region to both Maisons and Richemont FUnctions. The individual will play a key role in supporting the SEAO Procurement Associate Director in achieving departmental goals and contributing to the overall efficiency of the business.

KEY RESPONSIBILITIES

Policy & Compliance

• Enforce Procurement policies and guidelines at local level, in line with regional and group direction.

• Work closely with Finance and Compliance departments to monitor the Procure-to-Pay processes compliance with corporate guidelines.

• Educate stakeholders on proper procurement process by organising training and communication to brands and department requestors.

Strategic Sourcing & Negotiation

• Partnering with stakeholders and budget owners to support sourcing projects, major categories including but not limited to retail store fit-out, Marketing events, PR services, visual merchandizing, IT, Logistics, etc.

• Lead major sourcing projects from RFP/tender to delivery, including but not limited to sourcing, supplier pre-qualification, evaluation, and award.

• Identify opportunities to drive efficiency, synergy and deliver savings and added values to the business.

• Support and coordinate regional and global Procurement initiatives and projects.

Sustainable Procurement

• Continuously optimize supplier panel by regular review of performance and feedback from stakeholders

• Manages day-to-day business relationships with local suppliers; evaluate and improve vendor performance.

• Annual supplier evaluation assessment / supplier audit

• Integrate sustainability in all projects and providing support to group /region ESG initiatives.

Management Reporting

• Manage quarterly Procurement reporting, including but not limited to Dashboard, Spends Analysis, Procurement Project Reports, etc.

• Regular update and communicate with local senior management team on procurement initiatives.
  

  COMPETENCIES

  • 5-8 years of professional working experience with minimum 4-5 years in Procurement functions

  • Understanding of procurement processes; with indirect categories management experiences and/or in luxury environment a plus

  • Strong communication and project management skills to support and effectively manage stakeholders spans across SEAO (SG, MY, TH, VN, AU & NZ) and/or cross-functional teams, including presentation and negotiation abilities, able to drive initiatives and deliver concrete results.

  • Pro-active approach to tasks and ability to manage several tasks simultaneously and on time.

  • Excellent written and verbal communication skills

  • A positive attitude and willingness to learn.

  • Team player with strong collaborative spirit

The successful candidate will have a solid understanding of basic procurement processes, excellent communication and negotiation abilities, and experience or demonstrated potential in supporting sourcing and supplier activities. Reporting to the Senior Category Manager, the Junior Category Manager will be a key contributor in the sourcing and supplier management activities across assigned categories of spend.

Scope: Direct materials – Enterprise wide: specialized electronics and hardware components (e.g. displays, PCBAs, power supplies, cable assemblies)

Job Duties / Key Accountabilities

• Support Sourcing Opportunities – Actively search for and identify potential sourcing opportunities within the organization by analyzing spend data, issuing RFQs/RFPs, evaluating bids, market trends, and supplier landscapes.
• Conduct Market Research – Gather and analyze market intelligence to stay informed about industry trends, supplier capabilities, pricing dynamics, and emerging technologies.
• Supplier Evaluation & Selection – Assess and evaluate potential suppliers based on predetermined criteria such as financial stability, quality, capacity, delivery capabilities, and alignment of roadmap with Scientific Games’ strategic objectives.
• Negotiation and Contracting – Lead or participate in negotiations with suppliers to obtain favorable terms, pricing, and contractual agreements while ensuring compliance with legal and regulatory requirements. Contract administration tasks, such as tracking renewals and amendments.
• Supplier Relationship Management – Develop and maintain good relationships with key suppliers to foster collaboration, address performance issues, explore cost-savings opportunities, and mitigate risks.
• Supply Chain Risk Assessment – Identify potential risks in the supply chain and help develop mitigation strategies to ensure continuity of supply, minimize disruptions, and protect the organization’s interests.
• Drive Continuous Improvement – Regularly review and analyze sourcing process, procedures, and outcomes to identify areas for improvement, implement best practices, and optimize efficiency and effectiveness of the Procurement function.
• Stakeholder Collaboration – Collaborate with cross-functional teams, including operations, engineering, legal, quality, regulatory, and commercial Sales & Marketing to align sourcing strategies with broader organizational goals and objectives.
• Performance Monitoring & Reporting – Track and measure supplier performance against KPI’s, contribute to reporting on metrics such as cost savings & avoidance, quality improvements, and delivery reliability.

Qualifications / Skills / Knowledge

• Bachelor’s degree in business administration, Supply Chain Management, Engineering, or related field (or equivalent experience)
• 1-3 years of experience in procurement, supply chain, or a related support role
• Knowledge of procurement processes, sourcing principles and supplier management
• Good negotiation skills with the ability to interact professionally with suppliers and internal teams
• Good analytical skills and attention to detail
• Familiarity with procurement software or ERP systems (e.g. Oracle, SAP, Coupa or similar)
• Organized, proactive and eager to learn category management concepts and tools.

Desired

• Industry certification (Certified Supply Management Professional or equivalent)
• Understanding of cost analysis, total cost of ownership (TCO) and basic contract terms
