Job Purpose

The Document Controller will be responsible for managing all construction and technical documents for the company. She will be implementing processes and tools, providing system reports, maintaining and updating electronic information systems, distributing documents, and ensuring accuracy of all documentation.

Key Responsibilities

•Responsible for creating and maintaining a filing system that supports efficient informationmanagement with the project team.

•Effectively follow the Company’s standard operating procedures in submissions of documents andresponsible for complying with Project Control System procedures for proper documentation.

•Conduct regular review audits to ensure information on all records is accurate and up to date.

•Provide administrative support for site set-up and maintenance.

Job Purpose

A Quantity Surveyor supports the Commercial Manager in managing all commercial matters for a given project. He/she will work alongside the project delivery

Key Responsibilities

Pre-Construction Stage

• Assists in preparing the key commercial control documents such as the Procurement Schedule, Cashflow Forecast and Margin Improvement Strategy to ensure the project is well planned.
• Sending enquires to the market for the assigned packages,
• Make the team & client aware of the long lead items & get clients approval for ordering the materials by air freight.
• Analysing subcontractor and supplier tender returns.
• Flag any risks such as discrepancies in the tender documents to the lead estimator.
• Prepare/compare material quantity take offs and bills of quantities according to the specifications & drawings submitted by the client.
• Work with estimating team as required.
• Gain understanding of commercial strategy for the project, set by Commercial Director.

Post-Contract

• Procurement of assigned packages the project in line with the procurement schedule and budget, inclusive of purchase orders, LOIs, Subcontractors etc.
• Evaluating quotations & having meetings with sub-contractors to ensure that there are no scope gaps and the cost fit within the budget, finalising the best quotation with the Commercial Manager and prepare the order for approval.
• Monitoring project cash flow against the forecast, with view to ensuring the project is always cash positive.
• Own and administer works packages delegated by project manager to final account, inclusive of monthly payment, dealing with variations and all matters pertaining to administering their subcontract correctly.
• Assist in change management, inclusive of the valuation of variations, quoting Request for Proposal (RFP)’s, issuing the respective notices, up and downstream, all within the timelines of the main contract.
• Assist commercial lead in all required commercial monthly reporting both internally and to the client.
• Always look to improve margin, and suggest ways to do so to project lead and assist in techniques employed.
• Assist in administering the Main Contract, ensuring contract terms are understood and dealt with accordingly.
• Assist in maintaining project margin in line with commercial strategy.

· Check all Method/Risk statements comply with the work scheduled and mitigating any Risks.

· Monitor and maintain progress and program. Ensures any delays to programmes are addressed and resolved immediately. Escalate any necessity for request of Extension of Time (EOT) to the Project Manager immediately.

· Manage design information. Monitor the Information Required Schedule. Manage Change Orders in conjunction with the Project Finance Manager.

Post Completion

· Conduct to meet client with the consultant present for a walkover at the end of DLP to establish and agree on the list of defects if any.

Key Deliverables

· Produces the Project Execution Plan

· Coordinates with contractors and vendors and design team in the delivery of a project.

· Responsible for the financial viability, on time delivery and customer control on a project.

· Responsible for tendering, reviewing, site feasibility, restitution, recommending contractors, implementation and H/O of projects

· Responsible for day-to-day execution of the service on a project

Proposal Stage

Pre-Construction Stage

· Review tender / contract documentation and be aware of all contractual requirements.

· Ensure pre-construction activities are planned and carried out by the project team.

· Advise and monitor the preparation of the procurement program (BPS) and construction programme. Ensure that the BPS reconciles with the construction sequencing requirements.

· Chair the Project Start-Up Meeting(s).

· Ensure the Construction Manager prepares for the Design Brief Meeting and attends the meeting with the project team.

· Monitor procurement and trade contractor's selections.

· Develop the master programme, method statements, resource calculations and site mobilisation / establishment with the Construction Manager.

Construction Stage

· Monitor site progress in relation to contractually agreed terms. Advise and mitigate project risks.

· Monitor program and check progress on site. Ensure any deviations to program are addressed. Takes responsibility and immediate action for any Extension of Time Requirement.

· Ensure design information is being managed.

· Ensure procurement activities are progressed and completed according to program.

· Ensure project meetings are carried out and documented accurately.

· Ensure project finance is managed, co-ordinated and reconciled with construction documentation.

· Ensures proper maintenance of project document and records in accordance with IMS procedures.

Completion Stage

· Ensure handover is properly co-ordinated.

· Ensure a smooth transition between handover and occupation by the client.

· Ensure application is made and obtained for Certificate of Practical Completion.

· Ensure the Operation and Maintenance Manual (O&M) is in order and issued to the client.

· Ensure defects identified by client and consultant as well as building management are managed and closed out effectively and promptly.

· Ensure application is made to release Building Deposit.

· Ensure the project is closed out - accordance with the requirements of the IMS.

Post Completion

· To conduct Project Post Mortem

· To conduct to meet client with the consultant present for a walkover at the end of DLP.

Candidate Profile

A Commercial Manager shall demonstrate direct experience of different project values contracts forms and procurement routes.  Strong leadership skills are required, including being able to manage a QS team for the lifecycle of a project and interface with the project team.  Responsible for ensuring that the commercial strategy is achieved; including all risks, liabilities, etc of contractual agreements identified by the Commercial Director being understood/administered.  This person is also likely to be either MCIOB or MRICS, with experience ideally covering fitting out and construction sectors.

Job Purpose

The Commercial Manager supports the Commercial Director or Project Director in managing all commercial matters for a given project or number of projects.

Key Responsibilities

• Take the lead financial role on projects allocated and deliver in accordance with commercial strategy.
• Procure projects in line with best practice guidance notes and in line with procurement schedule.
• To ensure best practice and continuous improvement in financial processes.
• To provide high quality management information to Commercial Director and support monitoring and advice to QS staff throughout projects responsible
• Accurate and timely project financial management
• Ensure change management is effectively managed, inclusive of the valuation of variations, quoting Request for Proposal (RFP)’s, issuing the respective notices, up and downstream, all within the timelines of the main contract.
  
  Monitoring project cash flow against the forecast, with view to ensuring the project is always cash positive.
• Ensure cash is managed effectively including preparing monthly payment applications, negotiating acceptable payment cert and collecting the cash on time, as well as minimising what is paid out
• Hold regular financial review for allocated projects with project team to review commercial performance, identify potential issues or problems and collaborate to deliver solutions and ensure commercial strategy is adhered
• Effectively manage QS teams on allocated projects.
• Ensure that the outcomes of sharing approach and lessons learnt are shared with relevant colleagues, when appropriate
