Job Description & Requirements
Health, Safety & Environmental Management

• Serve as the Company's Safety Manager and, where required, perform the duties of a Workplace Safety and Health (WSH) Officer for the factory, workers' dormitory, office, and project sites.
• Review, evaluate, and enhance the Company's safety management system and recommend improvements.
• Conduct regular inspections of factories, dormitories, offices, and project sites to ensure compliance with workplace safety, health, and environmental regulations.
• Manage all safety and environmental matters, including audits, inspections, incident investigations, and regulatory authority visits.
• Prepare and submit periodic safety and environmental compliance reports.

ISO Management Systems

• Act as Management Representative for the Company's integrated management systems, including ISO 9001, ISO 14001, and ISO 45001.
• Administer, maintain, and continuously improve the ISO management systems.
• Coordinate management review meetings, internal audits, corrective actions, and compliance reporting.
• Recommend and implement improvements to existing ISO manuals, procedures, and systems.

Sustainability (ESG)

• Develop and implement the Company's Environmental, Social and Governance (ESG) framework.
• Drive sustainability initiatives and monitor ESG performance indicators.
• Prepare sustainability and ESG reports for management review.
• Work closely with internal and external stakeholders to achieve sustainability objectives.

Digitalisation & Management Information Systems

• Support the Company's digitalisation initiatives through structured HSEQ and ESG data management.
• Develop and maintain Management Information System (MIS) reporting frameworks.
• Analyse operational data and prepare management reports to support business decision-making.

Leadership & Talent Development

• Lead and develop the HSEQ Department to support the Company's strategic objectives.
• Assess staff competencies, identify training needs, and implement development plans.
• Support recruitment and succession planning within the department.
• Mentor and coach team members to build organisational capabilities.
• Any other duties and responsibilities as assigned from time to time.

Requirements

• Bachelor’s degree in any Engineering discipline (4-year program), or in Safety, Health and Environment, or other WSH-related qualifications recognised by the Singapore Ministry of Manpower (MOM).
• Minimum 5 years of relevant experience in the construction industry.
• Certified in the Lifting Supervisor Safety Course.
• Certified in the Managing Work at Height Course.
• Registered Workplace Safety and Health Officer (WSHO) with the Singapore Ministry of Manpower (MOM).

• Assist in quantity take-offs, cost estimation, cost planning, budgeting, and preparation of tender submissions
• Prepare bills of quantities (BOQ), cost summaries, and tender documentation
• Liaise with designers and engineers for preparation and coordination of concept drawings
• Source, evaluate, and recommend subcontractors for approval by the Project Manager (PM) team
• Review tender documents, drawings, and awarded contracts against construction drawings
• Monitor tender and project progress, ensuring timely updates and tracking
• Carry out cost checks, comparative cost studies, and market trend analysis
• Analyse contractual scope of works and contract conditions
• Support review of commercial and contractual matters with the Project Manager
• Prepare quotations for variation works and assess contractual variations
• Certify, evaluate, and assess progress claims and payments for main contracts and subcontract works
• Prepare and submit monthly progress claims and recommend subcontractor payments
• Evaluate progress payments in accordance with contract terms and conditions
• Ensure project costs are monitored and controlled within approved budgets, and report potential cost overruns
• Produce quantity measurements and cost assessments within required timelines
• Assist in contract administration, including review and preparation of subcontract and supplier agreements
• Work closely with the project team to ensure timely award and execution of subcontractor and supplier packages

4. Meeting Coordination

5. Administrative Support

• Prepare reports, presentations, and documents
• Maintain confidential files and records
• Handle expense claims and reimbursements

6. Ad-hoc Tasks

Job Qualifications

• Minimum GCE O Levels, Higher Nitec, Diploma, or Degree and above in any field
• Qualification in Business Administration / Office Management is an advantage, but not required

Pre-Award

• Review and analyse tender and quotation documents, including contractual scope of work and conditions.
• Collaborate with the Project Manager to evaluate commercial aspects, terms, and conditions of contracts.
• Negotiate contractual and payment terms with clients, main contractors, and developers.

Post-Award

• Review draft Letter of Award (LOA) and subcontract agreements prior to execution.
• Negotiate and finalise contractual terms, including payment terms and claims with clients.
• Ensure all executed contracts are properly communicated for accurate implementation.
• Monitor variations, cost impacts, and potential Extension of Time (EOT) claims.
• Work with Project QS to track and report monthly project collections and cash flow status.
• Support the project team in preparing contractual correspondence with clients, subcontractors, and vendors.
• Review subcontract agreements and recommend appropriate contractual terms.
• Guide Project QS in contract administration, including variations and claims for both main and subcontracts.
• Support project close-out activities, including submission of completion documents and final accounts.
• Attend meetings with project teams on contractual and commercial matters.
• Review and monitor project budgets together with Project Managers.
• Provide resolution for contractual issues both internally and externally.

General Responsibilities

Qualifications:

• Source, evaluate, negotiate and purchase goods for direct and indirect materials according to project requirements (RFQ/BOM)

Job Description & Requirements

1. Perform all daily inspection and test of the scope and character necessary to achieve the quality of construction required in the drawings and specifications for all works under the contract performed ON or OFF site.
2. Cary out inspection and checking for all quality related procedures in the site and ensures activity at the site are as per approved method statement and inspection test plan.
3. Coordinate with the consultant’s representative and Site In-charge for inspection and meeting about quality problems including the closure of Non-Compliance Report.
4. Taking care of QA/QC documents of the entire project including certificates, calibration, test results, inspection requests, non-compliance reports and site instruction/observations, permanent materials delivered and other QA/QC documents. Responsible for the closure of Non-conformance, NCR and Site Instruction, SI.
5. Responsible for the quality and workmanship of every activity, thorough knowledge of all phases of engineering construction relating to Civil, Architectural and Structural discipline interfacing the multidisciplinary operations.
6. Develop method statement for the activity including risk assessment and job safety environmental analysis and Inspection Test Plan and Checklist based on specifications of the project.
7. Carry out Internal Audit at the site as scheduled in the Project Quality Plan, PQP.
8. Liaise with the Technical Engineer for submission of material submittals to Consultant.
9. Responsible for company internal quality audit procedure.
