HR Executive – Worker Portfolio (Construction)
5 day work week
Primary Objective
To manage and administer the full spectrum of foreign worker portfolio operations, ensuring compliance with Singapore regulations, smooth worker deployment, and efficient HR support for project operations.
Key Roles & Responsibilities
1. Work Pass & Regulatory Compliance
Manage the full lifecycle of Work Permit applications including application, renewal, cancellation, and appeals through the Ministry of Manpower portal.
Ensure compliance with all regulations under the Ministry of Manpower and relevant authorities.
Monitor work permit expiry, passport validity, security bond, and quota utilization.
Handle IPA issuance, medical examinations, and finger-printing arrangements for new workers.
2. Foreign Worker Onboarding & Administration
Coordinate arrival arrangements for new workers including airport pickup, accommodation allocation, and orientation.
Prepare employment documents including employment contracts, safety induction, and company policies.
Maintain and update worker personal files, work permit records, and HR databases.
3. Worker Accommodation & Welfare
Coordinate dormitory arrangements in compliance with regulations under the Building and Construction Authority and relevant authorities.
Conduct periodic dormitory visits and welfare checks.
Handle worker grievances, counselling, and disciplinary issues where necessary.
Organize welfare initiatives and engagement activities for workers.
4. Training & Certification
Arrange mandatory construction training including courses under the Building and Construction Authority such as safety courses and skill certifications.
Monitor expiry of Safety Orientation Course (SOC) and other required certifications.
Coordinate training schedules with training providers and project teams.
5. Worker Deployment & Operational Support
Liaise with project managers and site supervisors on manpower deployment.
Maintain updated records of worker site assignments and project allocation.
Support manpower planning and workforce mobilization for new projects.
6. Payroll & Benefits Administration
Assist in worker payroll preparation, including overtime records, allowances, and deductions.
Ensure compliance with statutory requirements such as levy payments and insurance coverage.
Coordinate medical claims and insurance matters for workers.
7. Repatriation & Exit Management
Manage work permit cancellation and worker repatriation arrangements.
Coordinate exit clearance, final salary payments, and transportation arrangements.
Ensure compliance with repatriation requirements under the Ministry of Manpower.
Key Activities
Maintain accurate worker database and compliance tracking.
Prepare monthly reports on worker headcount, quota usage, levy cost, and permit expiry.
Liaise with government authorities, dormitory operators, and employment agencies.
Support HR team on recruitment, worker engagement activities, and HR operations.
