About the Role
We are hiring a hands-on Operations Manager to lead end-to-end operational execution across our business segments:
• DOSK Contract Services (civil/utility works)
• M&E (industrial distribution + technical support for combustion and pump systems)
This role is a ‘control tower’ position – owning daily execution rhythm, safety and quality discipline, vendor/subcontractor coordination, documentation, and KPI outcomes.
Key Responsibilities
A) DOSK – Civil/Utility Operations
• Plan and run daily site operations: scheduling, manpower planning, equipment allocation, and progress tracking.
• Coordinate with main contractors, subcontractors, and site stakeholders to deliver works on time and to quality requirements.
• Oversee core work scopes such as trenching, pipe laying, cable installation, surveying support, and underground utility works.
• Ensure all works follow WSH requirements: risk assessments, method statements, toolbox meetings, permits-to-work, and incident/near-miss reporting.
• Manage logistics and site readiness (materials, equipment mobilization, traffic management and reinstatement coordination where applicable).
• Maintain strong documentation and reporting: daily site records, progress updates, QA checklists, and close-out documentation.
B) M&E + Distribution Operations + Technical Service Coordination
• Run day-to-day operations: inquiry triage, quotation coordination, order processing, procurement follow-ups, and delivery/dispatch coordination.
• Maintain lead-time truth and proactive customer updates; escalate delays early and propose alternatives when needed.
• Own inventory discipline: SKU hygiene, stock accuracy, reorder triggers, and stock availability for critical spares.
• Coordinate troubleshooting and service support (internal technician / partners) and ensure service documentation is completed and filed.
• Work closely with Sales/Engineering/Finance to ensure smooth handovers, accurate documentation, and margin-protecting execution.
C) Group-Level Process & Performance Management
• Build and enforce SOPs/checklists for repeatable execution (site operations, procurement, dispatch, returns, and service reporting).
• Track and improve KPIs: schedule adherence, safety performance, order cycle time, on-time delivery/in-full, response time, stock accuracy, and supplier performance.
• Lead and coach operational staff (site supervisors, warehouse/admin staff, coordinators as applicable).
• Drive continuous improvement to reduce rework, wrong shipments, downtime incidents, and operational waste.
Technical Requirement (Important)
• Able to support first-pass troubleshooting and information gathering for industrial burners and high-pressure pumps (e.g., failure symptoms, key checks, correct spares identification, and safe escalation).
• Comfortable communicating with maintenance/engineering personnel on-site and translating technical findings into clear action plans and parts/service requirements.
Requirements
• Mandatory: Diploma or Bachelor’s in Civil Engineering or M&E (Mechanical/Electrical/Building Services) Engineering.
• 5+ years of relevant operations experience in construction/site operations and/or industrial distribution/supply chain (spares/MRO/engineering supplies).
• Strong knowledge of WSH and site safety management (risk assessments, method statements, supervision, contractor management).
• Proven ability to manage schedules, suppliers/subcontractors, logistics, documentation, and multiple stakeholders.
• Strong communication skills; able to write clear updates and maintain disciplined follow-through.
• Comfortable with Excel and operational reporting; ERP/CRM exposure is an advantage.
Preferred
• Experience in utility/civil works in Singapore (cable works, reinstatement, underground services, gas pipeline related works).
• Experience coordinating industrial troubleshooting/service for combustion systems and/or high-pressure pump systems.
• Exposure to ISO/bizSAFE environments and audit-ready documentation discipline.
