About the Role
We are seeking an accomplished, well-connected, and strategic Project Director to join our established Singapore-based construction company. This is a senior leadership role where you will assume overall responsibility for project delivery from inception to completion, while also serving as the company's appointed Technical Controller with the Building and Construction Authority (BCA).
Beyond operational excellence, you will play a pivotal role in driving business growth by leveraging your extensive industry network to bring in new projects and secure a sustained pipeline of opportunities. You will drive project performance, client relationships, and technical compliance across our most prestigious and complex projects, each valued above S$100 million.
Key Responsibilities
Provide overall leadership and strategic direction for major construction projects (value >S$100M), ensuring delivery on time, within budget, and to the highest safety and quality standards.
Fulfill the statutory role of BCA Technical Controller, taking responsibility for the company's technical submissions, regulatory compliance, and Buildability/Constructability requirements under BCA's licensing framework.
Drive business development by leveraging vast industry networks, client relationships, and market intelligence to identify, pursue, and secure new projects and strategic partnerships.
Actively cultivate and maintain strong relationships with key stakeholders, including government agencies (LTA, HDB, PUB), private developers, consultants, and industry partners to generate repeat business and new opportunities.
Lead, mentor, and manage multi-disciplinary project teams, including project managers, site staff, consultants, and subcontractors.
Oversee project planning, programming, cost control, contract administration, and risk management.
Serve as the primary point of contact for clients, consultants, and relevant authorities; upholding the company's reputation and fostering long-term partnerships.
Enforce rigorous EHS (Environment, Health & Safety) standards and champion a zero-accident culture on all project sites.
Drive the adoption of advanced construction technologies, DfMA (Design for Manufacturing and Assembly) methodologies, and sustainability practices to enhance productivity and meet regulatory standards.
Provide regular project performance reports to the Board and senior management, highlighting financial status, schedule adherence, critical risks, and mitigation actions.
Requirements
Education: Bachelor's Degree in Civil Engineering recognized by the Professional Engineers Board (PEB) and/or the Institution of Engineers, Singapore (IES). (Candidates must be eligible for or already hold PEB registration.)
Experience:
Minimum 15 years of post-graduation working experience in the construction industry.
At least 5 years in a senior project leadership role (Project Director, Senior Project Manager, or equivalent).
Proven track record of successfully managing mega projects with contract values exceeding S$100 million, with experience in large-scale building and civil infrastructure projects (please provide details in your application).
Preferably a minimum of 10 years of experience managing construction projects on LTA, HDB, and/or PUB sites, with strong familiarity with each agency's specifications, procedures, safety requirements, and approval processes.
Extensive experience in design-and-build (D&B) and/or public-sector infrastructure projects in Singapore.
Business Development & Networks:
Must possess vast and well-established networks within Singapore's construction and built environment sector, including strong connections with government agencies, private developers, consultants, and subcontractors.
Demonstrated ability to originate and secure new business opportunities, contributing directly to the company's order book and growth.
Proven track record in leading tender submissions, client presentations, and negotiation of major contracts.
BCA Technical Controller Eligibility:
Must meet BCA's requirements to be appointed as a Technical Controller for a GB1/GB2 (General Builder) licensed entity. Deep knowledge of CORENET, BCA's regulatory framework, and Buildability Score requirements is essential.
Strong commercial and contractual acumen with proven experience in resolving complex contractual claims and managing project P&L.
Excellent leadership, communication, and stakeholder management skills.
A strategic thinker with a hands-on approach when needed.
