1. JOB DESCRIPTION
Job Title: Senior Program Manager, NPI / Manufacturing Operations
Company Overview
ACN International Pte Ltd is a Singapore precision assembly services provider delivering structured production capacity for complex mechanical and electrical build platforms. We ensure operational consistency and high first-pass yield through skill-certified technicians and lean supervision.
Job Summary
We are hiring a Senior Program Manager to lead customer programme execution at a precision manufacturing site serving global semiconductor equipment OEMs.
This is not a passive coordination role. It is a factory-facing leadership role for someone who can run programme rhythm, issue escalation, and execution recovery in a high-mix, time-sensitive manufacturing setting.
You will lead a team of 2 Program Executives and work alongside a paired Supply Chain Coordinator as part of ACN's structured embedded deployment. ACN provides an operational visibility platform — your job is to leverage it, shape it, and make sure the team feeds it with accurate data.
Responsibilities
Programme Execution & Control
— Own end-to-end delivery from order release through build, test, shipment, and handover across multiple concurrent programmes
— Lead programmes across NPI, ramp-up, and steady-state production phases
— Drive daily CTB (Clear-to-Build) readiness reviews covering materials, documentation, engineering release, and quality checkpoints
— Monitor output vs plan, shortages, and shipment readiness; maintain clear visibility of open risks, pending decisions, and recovery actions
— Establish escalation-to-root-cause discipline: recurring issues get a documented 5-Why and corrective action, not just another follow-up
Cross-Functional & Customer Leadership
— Coordinate across Production, Planning, Procurement, Engineering, Quality, and Logistics to ensure execution continuity
— Chair daily stand-ups, weekly build reviews, shortage reviews, and customer status preparation
— Push for timely closure of programme blockers — no passive follow-up culture
— Act as the senior customer interface for execution status, shipment commitments, and recovery plans
— Lead customer programme reviews and QBRs; own the delivery narrative using verified data, not assumptions
Reporting, Governance & Visibility
— Design the programme reporting architecture — not just trackers, but the framework the team operates within
— Feed structured data into ACN's Program Supply Visibility Layer; ensure data integrity across all programme inputs
— Present RAG programme status with clear supporting logic and recovery plans
— Prepare weekly/monthly KPI reports and management briefs
Team & Process Development
— Mentor 2 Program Executives; build their capability in stakeholder management, reporting, and issue resolution
— Build the programme management playbook: SOPs, templates, escalation matrices, and reporting standards that outlast any individual
— At engagement conclusion, produce a comprehensive handover pack covering active programmes, open issues, and process documentation
Required Competencies and Certifications
— Proven track record leading complex, high-mix manufacturing programmes with cross-functional execution ownership
— Deep knowledge of manufacturing workflow, production planning, supply chain logistics, and delivery control
— Strong knowledge of FA, PPAP, RMA, and ECN processes
— Root cause analysis methodology (5-Why, fishbone, 8D, or equivalent)
— Ability to assess whether a build is truly ready to proceed — not just read a status report
— Able to structure issues into facts, risks, actions, owners, and deadlines
— Strong reporting discipline with confidence in Excel, ERP/MRP systems, and dashboards
— Fluent English (written and verbal) — required for customer communications and executive reporting
— Fluent Mandarin (written and verbal) — required; this role bridges a Western OEM customer and an Asian supply base, Mandarin is used daily
Preferred Competencies and Qualifications
— 6–10 years in EMS, contract manufacturing, electronics manufacturing, or precision engineering
— Minimum 3 years in a programme management or execution leadership role
— Experience mentoring or leading a small team (2–5 people)
— Diploma or Degree in Engineering, Manufacturing, Supply Chain, Operations Management, or related field
— ERP/MRP experience (SAP, Oracle, or similar)
— Candidates from box-build, cable harness, system integration, industrial electronics, or regulated high-mix environments are strongly preferred
Other Information
— SGD 5,800 – 7,500 per month depending on experience
— Full-time embedded role at a precision manufacturing site in Tai Seng, Singapore
— Dual reporting: dotted line to client CSR Manager; solid line to ACN Engagement Lead
— You lead a structured programme team: 1 SPM (this role) + 2 PEs + 1 Supply Chain Coordinator
— ACN provides the operational visibility platform — you leverage infrastructure, not build from scratch
