The Role

Being part of global Strategic Analytics team, the role will help to undertake the collection, validation, and analysis of Pacific Life Re’s unique insurance data sources across offices globally. The role will be responsible for delivering projects for APAC region and the global markets Pacific Life Re operate in, developing innovative insurance solutions utilising advanced analytics and actuarial techniques.

The role will work closely with a variety of teams within Pacific Life Re and our subsidiary insurtech company UnderwriteMe, including R&D, Pricing, Underwriting, and Sales & Marketing. Given the nature of the role, engagement with third parties (e.g. academic institutions, clients, industry groups) will also be necessary to build partnerships and explore new sources of data and opportunities to innovate.

Duties

• Work on and lead analytics and actuarial projects for Pacific Life Re and UnderwriteMe clients - collaborating with clients and internal stakeholders on projects or research with innovative data utilisation and predictive modelling aspects,

• Support the integration of actuarial and data science techniques and insights derived from projects into broader R&D, including projects that link to developing cutting edge Terms of Trade and capital risk assumptions,
• Support product development efforts related to the above,
• Work with third parties and clients to identify and integrate new data sources which could improve risk and product propositions,
• Actively participate in research-related initiatives, sharing expertise at industry and PLRe events, and to lead analytics projects in conjunction with direct insurance companies and other partners,
• Help to upskill other APAC teams by conducting training and knowledge sharing related to predictive analytics, actuarial and data science

Qualifications & Experience

–  Bachelor degrees in statistics, mathematics, Actuarial Science, or related disciplines

–   Progress towards actuarial fellowship (e.g.,IFoA, SOA, or equivalent) is highly desirable

–    Strong mathematical background and experience relevant to developing statistical and analytic models, including the associated data preparations and data visualisations

–    Strong knowledge and experience in associated relevant tools (Python/R, SQL, Tableau, etc)

–    Minimum 7 years’ experience working in life insurance with a focus on actuarial/analytics role such as R&D, pricing, or experience analysis.

–   Previous experience conducting analytics projects within the broader insurance and reinsurance market

–   Working knowledge of the life insurance products and markets Pacific Life Re operates in - including product terms, pricing approaches, underwriting, and distribution

–   Experience with AWS or other cloud-basedin frastructure & tools

–  Sufficient data engineering and computer science knowledge to manage data projects end-to-end and help provide steer for related data management and IT infrastructure

–  Ability to work independently and incollaboration with a wide variety of stakeholders with differing technical backgrounds

–  Strong communication and presentation skills, particularly in explaining complex issues in clear terms,

–  Good organisational and project management skills,and the ability to manage multiple projects and various stakeholders simultaneously

About this role

As a Strategic Programmes & Partnerships Manager at the Bioinformatics Institute (BII), A*STAR, you will play a pivotal role in enabling BII scientific strategy and external engagement agenda. This role sits at the intersection of science, strategy, and partnerships, supporting senior leadership and principal investigators to shape, coordinate, and advance high‑impact research programmes and collaborations across academia, healthcare, government, and industry.

Rather than a traditional delivery‑focused project manager, this role is designed for an individual who can translate complex scientific ideas into coherent programmes, collaboration agendas, and strategic narratives, and who is comfortable operating across institutional boundaries with senior stakeholders.

Key Responsibilities:

1. Strategic programme enablement

• Act as a strategic partner to scientific and institute leadership, supporting the development, coordination, and progression of priority research programmes and cross‑institute initiatives.

• Work closely with Programme Leads and Principal Investigators to clarify objectives, scope collaboration opportunities, and identify pathways to impact.

• Translate scientific priorities into clear workplans, discussion frameworks, and briefing materials for internal decision‑making and external engagement.

2. Scientific partnerships & external engagement

• Initiate, structure, and advance strategic collaborations with external partners, including universities, hospitals, industry partners, government agencies, and international stakeholders.

• Serve as a primary coordination point for multi‑party discussions, ensuring alignment across BII leadership, PIs, and external collaborators.

• Prepare meeting agendas, presentation materials, and follow‑up actions for senior‑level engagements, workshops, and partnership discussions.

• Represent BII professionally in interactions with external partners, building trust and credibility for the institute scientific capabilities.

3. Strategic planning & institute‑level initiatives

• Support the Director for Strategic and Business Planning on institute‑wide strategy work, including strategic projects, capability mapping, and alignment of programmes with broader organisational and national objectives.

• Contribute to cross‑institute and national‑level initiatives (e.g. infrastructure planning, funding or policy‑linked exercises) by synthesising inputs from scientific stakeholders into clear, outcomes‑driven narratives.

• Help position BII capabilities coherently across internal and external audiences.

4. Coordination, governance & light‑touch project oversight

• Provide light‑touch programme coordination across multiple concurrent initiatives, ensuring clarity of ownership, timelines, and next steps.

• Support good governance practices by liaising with central offices and maintaining oversight of project status, reporting requirements, and institutional systems (e.g. project databases), without being the primary operational PM.

• Identify risks, dependencies, and misalignments early and escalate appropriately.

5. Communication & stakeholder management

• Draft high‑quality written communications on behalf of senior leadership for both internal and external audiences.

• Engage confidently with senior scientists, clinicians, administrators, and partners, exercising sound judgement, discretion, and diplomacy.

• Facilitate alignment and constructive dialogue across diverse stakeholders with differing priorities.

Requirements:

• PhD or other advanced degree in bioinformatics, biomedical sciences, life sciences, engineering, or a related field with more than 7 years of relevant experience.

• Demonstrated experience in research strategy, scientific programme enablement, partnerships management, or translational research environments.

• Strong scientific literacy with the ability to engage credibly across multiple domains and quickly synthesise complex information.

• Excellent written and verbal communication skills, particularly for senior and external audiences.

• Proven ability to manage multiple stakeholders, operate in ambiguous environments, and balance competing priorities.

• Strong organisational skills, with experience coordinating complex, multi‑party initiatives.

• Project management experience is beneficial, but this is not a traditional delivery‑focused PM role; formal PM certification is a nice‑to‑have rather than a requirement.

Financial Strategic Oversight for Research and Innovation Funds and Grants:

· Assist the Research and Innovation Director and Deputy Director to oversee and manage RIO's finances and funds/ grants

· Provide strategic financial analysis and recommendations to support senior management decision-making

· Monitor utilization and project cashflow to optimize resource management for various research and innovation initiatives

· Develop funding proposals for strategic grants and/or initiatives

Fund Management for Grants:

· Manage the NMRC Centre Grant (CG) funds, including coordinating with Research and Innovation Programmes, Peaks and Enablers

· Work with investigators to prepare project costings and budgets

· Track hiring requisitions for research/innovation-funded positions

· Monitor and ensure compliance with grant terms and conditions

Stakeholder Management and Leadership:

· Coordinate with internal stakeholders (e.g. Investigators, innovators, Programmes/Peaks/Enablers, HR and Finance)

· Manage relationships and liaise with Organisations's Office of Research and external funding agencies

· Supervise and mentor a team of executives in fund management

Administrative Oversight:

· Review purchase requisitions and claims

· Ensure compliance with institutional guidelines and funding regulations

· Coordinate implementation of systems and policies

Role Purpose

The Technical Marketing role plays a central role in shaping the future direction of Singapore's semiconductor R&D landscape. This position is responsible for synthesizing global technology signals and translating them into strategic guidance that influences where IME's R&D investments are directed.

Operating at the intersection of industry, research, and national priorities, the role connects external market and technology needs with internal research execution. Through informed analysis and technical judgment, you will influence multi-million-dollar R&D funding decisions and help position IME's Advanced Packaging and Silicon Photonics capabilities three to five years ahead of volume market adoption, particularly for AI Computing and data center scaling.

This role is suitable for candidates with strong technical foundations and a deep passion for semiconductor technology, with the ability to think systemically and communicate clearly across disciplines.

Global Technology Intelligence & Synthesis

• Monitor global semiconductor and system-level trends through participation in international conferences, consortia, and industry engagements, e.g. ECTC, OFC, SEMICON, OCP, and related forums.
