Position Overview:

The Order-to-Cash (O2C) Executive is responsible for managing the end-to-end revenue collection cycle, from the point a training registration is confirmed through to invoicing, grant claim submission, cash collection, reconciliation, and reporting.

This role plays a critical part in safeguarding the organisation's cash flow by ensuring timely invoicing, accurate funding claims, effective receivables management, and prompt collections. Key Responsibilities:

Order Processing & Invoicing: 

• Process confirmed training registrations and generate accurate invoices, ensuring alignment with agreed commercial terms, applicable course fees, and funding offsets.
• Submit invoices through client procurement platforms, including Coupa, SAP Ariba, Tradeshift and other customer portals.  
• Maintain complete and audit-ready records of all invoices, purchase orders, and supporting documentation. 
• Work closely with Program Management and Sales teams to investigate and resolve billing-related queries and discrepancies.

Funding Claims Administration: 

• Submit grant claims within stipulated timelines.
• Compile, verify, and maintain all supporting documentation required for grant claims, including attendance records, assessment results, participant eligibility, declarations and other supporting evidence. 
• Track claim submission status, approval progress, and disbursement timelines to ensure timely recovery of grant receivables.

Accounts Receivables & Collections Management:

• Monitor outstanding receivables and follow up on overdue invoices in accordance with agreed payment terms.
• Manage collections professionally and tactfully while maintaining strong relationships with private banks, financial institutions, corporate clients, and individual participants.
• Investigate billing disputes, identify root causes, and coordinate with Program Management, Sales, and client stakeholders to resolve discrepancies promptly and effectively.
• Escalate long-outstanding, disputed, or high-risk accounts appropriately and recommend suitable recovery actions where necessary.
• Maintain accurate records of collection activities, payment commitments, customer communications, and follow-up actions.

Payment Reconciliation & Reporting: 

• Reconcile incoming payments against outstanding invoices on a timely basis and investigate unidentified, short-paid, duplicate, or misapplied payments.
• Ensure all receipts are accurately recorded and allocated within the finance system.
• Prepare monthly Accounts Receivable ageing reports, highlighting collection performance, overdue balances, funding receivables, and recommended follow-up actions.
• Support month-end and year-end closing activities, including AR reconciliations, grant receivables tracking, accruals for unbilled revenue, and audit schedules.
• Provide timely and accurate revenue, collections, and receivables reports to support management decision-making, forecasting, and cash flow planning.

Qualifications and Skills:

• Minimum Diploma in Business Administration, Accounting, Finance, or a related discipline.

Role Purpose

The Finance & HR Executive /Corporate Functions Executive supports the centralised Finance and HR corporate function serving FMAS, FMAS Hawkers’ Division and HECS.

The role is employed under FMAS and is intended to strengthen operational support for FMAS as the parent entity and FMAS Hawkers’ Division, while also supporting HECS Finance and HR matters where required.

The role reports functionally to the Finance & HR Manager / Senior Manager, Corporate Functions for day-to-day Finance and HR work, and administratively to the FMAS Executive Director for FMAS-related work priorities, organisational alignment and performance oversight.

Key Responsibilities

1. Finance Operations Support

The role

As a Senior Finance Executive within our General Ledger function, you will play a key role in ensuring the integrity and accuracy of our accounting operations for the Singapore entity. Responsible to provide financial, clerical, and administrative services to ensure efficient, timely, and accurate payment of accounts under his or her control.

RESPONSIBILITIES / MAJOR ACTIVITIES

• Collate and prepare information and estimates for accounting entries

• Compile and process accounting data for internal reporting and analysis
• Prepare and review reconciliations and other accounting controls
• Collate and prepare information for routine management reports
• Assist in documentation of current related processes
• Support review current processes and suggest improvements
• Assist to gather relevant narrative and quantitative information for decision-making
• Extract and analyse data from financial records and filing information relevant to the preparation of tax computations and related supporting documents
• Identify the appropriate requirements of Singapore Financial Reporting Standards (SFRS) or relevant accounting standards and policies and apply these to economic transactions and events
• Support ad hoc management presentations

EDUCATIONAL QUALIFICATIONS AND PERSONAL CHARACTERISTICS

1)   Handle and process Purchase Requisitions (PR) – include verifying PR to ensure compliance with policy, obtain approval, match approved PR with vendor invoices (convert PR to PO), monitor and clear outstanding PR that is more than 3 months old. 

2)   Handle /Verify general & transport claims, class fund claims and MOE/EDEN FAS claims

3)   Handle cash from front desk collection & café sales collection (include reconcile to bank account), schedule weekly bank deposit, update in SAP

4)   Daily Accounts Receivable Clearing for school fees and contact parents for outstanding (Support role)

5)   Handle finance administrative matters – include Giro application & follow up, generate and send reminder letters on outstanding school fees, uploading transit link E-voucher for MOE FAS students, send text message to parents for finance communication, attend to general enquiries by staff/parents, process students payment request via Edusave/PSEA, students’ insurance claims etc

6)   Monitor and manage Finance Department - enquiry email (from public / parents)

7)   Contracts& agreements safekeeping

8)   Support and ensure compliance with finance procedures

9)   Other ad-hoc duties as assigned

Qualifications and Requirements

·      Pre-U/’A’ Level, Diploma / Certificate in Accountancy, Finance or its equivalent

·      Minimum 1-2 years working experience

·      A good team player with good interpersonal skills

·      Well-versed in MSoffice, especially MS Excel and Word

·      Working knowledge of SAP (will be an added advantage)

·      Good working attitude and keen learner

1. Finance Duties:

• Handling accounts payable and receivable, including invoicing, record-keeping, and reconciliations

• Maintaining and updating financial records and databases

• Assist the director and senior finance executive with various financial and administrative tasks.

• Assist with month-end, quarterly, and year-end closing activities

• Knowledge of VAT/GST and withholding tax is advantageous

• Assist in-country compliance with government regulations including external audits and tax returns

2. Administrative Duties:

• Support and handle day-to-day office administration and documentation related to accounts and general

administration.

• Manage stationery and office supply inventories.

• Handle documentation for export/import permits if applicable

• Any other ad-hoc tasks from management

Requirements

• Preferable at least NITEC in accounting, business admin or related fields

• Minimum 1- 2 years of experience in a similar accounts or administrative role (entry level / fresh graduates

may be accepted)

• Proficiency with accounting software and Microsoft Office suite

• Positive working attitude, able to work with a team with minimum supervision.

SPD Ltd. is seeking a meticulous and committed Finance & Admin Executive to support the financial and administrative functions of the Supported Employment Programme. This role is integral to ensuring accurate financial reporting and smooth operational support for SPD Ltd.’s Enclave Projects, a key initiative that creates inclusive employment opportunities for persons with disabilities.

The incumbent will work closely with external enclave teams, corporate partners, schools, vendors, as well as colleagues from Finance and Procurement departments, to ensure that financial processes are carried out efficiently, accurately, and in a timely manner.

JOB SCOPE/ KEY RESPONSIBILITIES

Finance Functions

• Prepare and maintain accurate monthly and annual financial accounts for management reporting and audit purposes.
• Handle Accounts Receivable (AR) and Accounts Payable (AP) functions for the programme, including invoicing, payments, and reconciliations.
• Ensure timely processing of purchase orders, invoices, claims, and financial transactions.
• Maintain proper financial documentation and records in compliance with audit requirements.
• Liaise with internal stakeholders and external parties (e.g. auditors, vendors, partners) on finance-related matters.

Administrative Support

• Provide administrative support for SPD Ltd.’s School Canteen Enclave Project
• Coordinate procurement processes, including sourcing, purchase orders, and vendor management for all projects under the Programme.
• Maintain organised filing systems and documentation for finance and operations.
• Support general administrative duties related to programme operations.

Stakeholder Coordination

• Work closely with enclave teams, schools, corporate partners, vendors, Finance and Procurement colleagues to ensure smooth financial and administrative workflows.
• Assist in tracking and reporting programme-related financial data where required.

JOB HOLDER REQUIREMENTS

• At least GCE ‘A’ Level/Diploma in Accounting, Finance, Business Administration, or related discipline.
• At least 3 years of relevant experience in finance and administrative roles
• Strong proficiency in Microsoft suite of software.
• Good attention to detail with excellent organisational and time management skills.
• Able to work independently and manage multiple stakeholders.
• Experience in social service, non-profit, or programme-based environments preferred but not a must
• Familiarity with finance and audit processes
