Role Objective

As the QS Manager (M&E), you will lead the commercial and contractual management for our Mechanical, Electrical, and Process Utility projects. You will oversee the entire projectlifecycle—from initial feasibility and tendering to final account closure—ensuring that our EPC and EPCM delivery remains financially viable and risk-mitigated.

Key Responsibilities

1. Pre-Contract & Tendering

• Lead the M&E estimation team in preparing competitive tenders for large-scale industrial, commercial, and cleanroom projects.
• Perform detailed take-offs for M&E services (HVAC, Electrical, Fire Protection, and Process Piping).
• Review Tender Documents, Conditions of Contract, and Technical Specifications to identify commercial risks and opportunities.

2. Cost Management & Control

• Establish project budgets and perform regular Cost Value Reconciliations (CVR).
• Monitor project cash flow and implement cost-control measures to ensure margins are maintained.
• Manage the procurement process, including the evaluation and appointment of subcontractors and suppliers.

3. Contract Administration

• Administer main contracts and subcontracts in accordance with standard forms of contract.
• Manage the valuation of progress claims, certification of payments, and assessment of variation orders (VOs).
• Oversee the preparation and negotiation of final accounts with clients and subcontractors.

4. Leadership & Compliance

• Provide mentorship and guidance to a team of Quantity Surveyors.
• Ensure all commercial activities comply with Singapore’s Building and Construction Industry Security of Payment (SOP) Act.
• Collaborate closely with Project Managers to align site progress with financial reporting.

Requirements

• Education: Bachelor’s Degree in Quantity Surveying, Building, or Mechanical/Electrical Engineering.
• Experience: Minimum 8–10 years of experience in QS, specifically within the M&E sector in Singapore. Prior experience in EPC/EPCM environments for data centers or cleanrooms is highly advantageous.
• Technical Skills: * Proficiency in BIM (Glodon/Cubicost) for automated quantities take-off.

• Strong understanding of Singapore building codes and the SOP Act.

• Certifications: Membership in SISV (Singapore Institute of Surveyors and Valuers) or RICS is preferred.

• Soft Skills: Exceptional negotiation skills, commercial acumen,and the ability to work under tight deadlines in a fast-paced environment

• Ensuring the works performed at site are in accordance with the details provided as per the contract specifications and conditions of contract for construction by employer.
• Helping Senior Quantity Surveyor in the tendering process from floating of bids to awarding of contracts; coordinating with contractors with regard to techno-commercial negotiations.
• Liaising with clients, architects, consultants, contractors, sub-contractors & external agencies for determining technical specifications, approvals and obtaining statutory clearances.
• Reviewing progress of subcontracts and apprising management on financial, legal or technical issues.

Qualifications & Skills:

• A recognized Degree in Civil and/or Structural Engineering or equivalent.
• Minimum 5 years of practical working experience, with at least 5 years in Construction Management on Chimney Plants with a Main Contractor.
• Certificate in Construction Safety Course.
• Demonstrated leadership skills with the ability to manage time effectively, analyze complex situations, and present solutions clearly.
• Strong organizational skills with a keen attention to detail and a positive work attitude.

• Manage RC Work Team under the Construction Manager for the project
• Planning on overall RC Work based on required schedule.
• Plan and control Concrete casting schedule.
• Manage and coordinate with Subcontractor in detail activities on site.

• The QS shall possess a relevant Degree / Diploma from a recognised establishment and preferably be a registered member with the Singapore institute of Surveyors and Valuers. The QS shall also have at least 3 continuous years of relevant working experience.
• Prepare cost estimation (including verifying subcontractors’, vendors’, specialists’ submissions), endorse and ensure timely submission to the Employer Representatives for approval
• Prepare financial projection and carry out budgetary and expenditure control of Contractor’s works;
• Prepare Contractor’s monthly payment claims and final account for the Contract and ensure timely and complete submissions to the Employer Representatives for payment, including all supporting documents and evidence
• Evaluate and carry out site measurements where necessary, with claims for Work Orders
• Compile all payment claims, interim certificates, Work Orders and invoices and ensure timely submission to the Employer Representatives for payment;
• Review and prepare specifications, evaluate, and recommend tender submissions and carry out contract documentation where required by the Superintending Officer or Employer Representatives;
• Evaluate and verify that “star rate items” before the start of works, are reasonable and in accordance with fair market prices for the Superintending Officer or Employer Representative acceptance; and
• Collate all-star rates and quotation rates, analyse, and review them to feed forward for future procurement.

• Coordinate and work closely with Project Manager to oversee site matters and provide technical support such as interpret construction drawings
• Ensure all technical drawings conform to the latest BCA codes and regulations
• Supervise site progress and ensure timely delivery of contract works from subcontractors/suppliers
