Role Summary

The Finance & Administrative Associate will be responsible for supporting the day-to-day finance, administrative, and office operations of the company.

The role focuses on maintaining accurate financial records, coordinating with external accountants, managing documentation, and ensuring smooth administrative operations across Singapore entities.

Key Responsibilities

Finance Administration

Requirements

Experience

• 2-5 years experience in finance, accounting, administration, or office management.
• Experience in SME environment preferred.
• Experience with Xero or accounting software preferred.

The Finance Manager will ensure accurate, timely, integrity and transparent financial transactions and information to support decision-making by management, the Board, and regulatory stakeholders. He/She will enforce compliance with the Charities Act and regulations, Charities Accounting Standard (CAS),strong internal controls, as well as support financial reporting, consolidation, budgeting, and mission-driven initiatives.

This is a strategic role requiring a strong financial background, sound judgment, and leadership skills to support sustainable growth and governance.

Under the direction of the Head of Finance & Governance, he/she will lead a team of staff to uphold the Mission and work in partnership with all other programmes/sectors to serve the holistic needs of the children and families. He/She will coordinate and support the Sector Managers in all matters pertaining to financial administration.

He/She will serve as an experienced role model to guide, mentor, and empower the Finance team while creating a positive work and team culture where members strive together to bring their best to the people we serve.

Critical Work Functions and Key Tasks

Financial Accounting & Reporting

• Manage full-spectrum of Finance and Accounting functions including leading month-end and year-end close processes of Canossaville’s financial results and reporting package, ensuring general ledger accuracy with sound understanding of accounting treatment in accordance with Charities Accounting Standard (CAS)
• Prepare monthly financial statements, review balance sheet schedules reconciliations, and investigate analysis for management
• Lead the coordination of external audits and act as the primary liaison with auditors, ensuring timely resolution of audit findings and implementation of corrective actions where required
• Manage month-end and year-end closing processes, and prepare monthly financial reports and analysis for Finance Sub-Committee, Management, Sectors and Departments
• Prepare cash flow forecasts to ensure sufficient funds for operational and expenditure needs
• Monitor banking transactions and review bank reconciliations

Finance Operations Oversight

• Review and oversee Accounts Payable (AP), Accounts Receivable (AR), payroll-related finance transactions, and cash management processes to ensure accuracy, completeness, proper authorisation, and timely processing
• Review payment vouchers, claims, journal entries, collections, and reconciliations to ensure compliance with internal controls, delegated authority limits, and organisational policies
• Monitor outstanding receivables and follow up on collections where necessary to support healthy cash flow management
• Ensure timely and accurate processing of vendor payments, staff claims, grant disbursements, and other financial obligations

Compliance & Controls

• Ensure proper authorisation, access control, and supporting documentation are in place for all bank account matters
• Act as the system owner for the accounting / EPR system (support implementation, upgrade and user training) and ensure system configurations align with accounting policies and operational requirements (where necessary)
• Maintain proper documentation of vendor contracts, accounting policies, SOPs, and workflows; ensuring adequate systems are in place for asset and facilities management
• Review procurement and vendor payment processes to ensure compliance with procurement policies, approval limits and value-for-money principles
• Drive continuous improvement initiatives to strengthen internal controls, improve efficiencies and support operational scalability
• Ensure compliance with guidelines set out in the Charity Transparency Framework and Code of Governance
• Support the Head of Finance & Governance in the risk management exercises and IPC status renewal processes
• Assist with preparation of Annual Report

Budgeting & Strategic Business Partnering

• Lead the Annual Budgeting process, mid-year budget review and overall budgeting cycle to drive financial planning and accountability
• Conduct monthly financial reviews with stakeholders, monitor budget performance and forecasts, and report variances to Management. Work with sector and department heads to review cost structures, resource requirements, and funding utilisation
• Lead budgeting and forecasting processes by providing accurate financial data and trend analysis

Fund Management & Grant Accountability

• Oversee the financial administration of grants, donations, designated funds and restricted funds to ensure compliance with donor requirements, grant conditions and regulatory obligations
• Monitor fund utilisation and ensure expenditure is aligned with approved purposes and funding agreements
• Prepare grant claims, fund utilisation reports and financial submissions required by funders and regulatory agencies
• Establish controls and reporting mechanisms to ensure transparency, accountability and stewardship of charitable resources
• Ensure proper accounting, tracking and reporting of donations, fundraising proceeds, designated funds and restricted funds in accordance with regulatory guidelines and donor requirements

Systems Development

• Establish and strengthen finance governance, internal controls, policies, SOPs, and approval frameworks
• Review and enhance department processes, workflows, documentation, and reports to improve efficiency, standardisation, and controls

Resource Management

• Work with the Head of Finance & Governance in the annual budget allocation exercise to ensure prudent spending and efficient resource utilisation across the organisation
• Ensure that his/her Team are equipped with the necessary resources and tools to perform effectively 
• Ensure resources are utilised in a cost-effective manner 
• Monitor and ensure spending is within the approved budget for the financial year

Supervision and Reporting

• Serve as the key liaison and provide secretariat support to the Finance Sub-Committee, including the preparation of financial reports, board papers, analysis, meeting materials, and follow-up on action items arising from meetings
• Act as the management representative to the Finance Sub-Committee, providing financial analysis, reports, presentations and recommendations to support effective governance and decision-making
• Prepare management reports and financial updates to the Management, Finance Sub-Committee and Canossaville Management Committee (CMC)
• Ensure that the Finance staff’s yearly performance targets are aligned with the Canossaville’s strategic focus areas
• Escalate key financial, compliance, audit, and governance matter to the Head of Finance & Compliance where appropriate
• Ensure that staff under care are growing professionally and achieving targets set for the year
• Conduct appraisals for direct reports, where applicable
• Lead, manage, nurture and develop the personal growth opportunities of staff, whilst ensuring that the working environment is safe and encouraging
• Provide technical guidance and quality review of work performed by Finance staff, ensuring consistency, accuracy and adherence to accounting standards and organisational policies

General

• Performs any other duties as assigned by the Senior Management

Education and Experience 

• Degree in Accounting, Finance or related discipline
• At least 5 years of relevant finance experience, including 2 years in a supervisory or managerial capacity
• Experience in social services, public sector, or grant-funded environments is highly preferred

• Strong in use of excel for analytics and PowerPoint for presentation
• Strong in internal control procedures

Key Responsibilities

1.  Full Set of Accounts (2 – 3 Entities)

•     Maintain the complete general ledger for assigned entities, including journals, accruals, and month-end closing entries.

•     Prepare and review balance sheet schedules and supporting schedules on a monthly basis.

2.  Intercompany Billings

3.  Invoice Billing

•     Issue customer invoices accurately and promptly upon confirmation of billing triggers (course completion, service delivery, milestones).

•     Monitor the AR ageing report and follow up on outstanding receivables in accordance with the collections policy.

•     Process credit notes and adjustments with appropriate supporting documentation and approvals.

•     Reconcile customer statements and resolve billing disputes in a timely manner.

•     Ensure proper GST treatment is applied on all invoices issued, including correct tax codes in NetSuite.

4.  Petty Cash Management

•     Administer petty cash floats for assigned entities, including disbursements and replenishments.

•     Verify petty cash claims for completeness, authenticity, and compliance with the expense policy prior to approval by the Finance Manager.

•     Conduct regular petty cash counts and reconcile physical cash against the petty cash log.

•     Record all petty cash transactions in NetSuite and ensure expenses are coded to the correct cost centres and accounts.

5.  Reporting & Ad-hoc Support

•     Support the Finance Manager in preparation of schedules for audit, tax computation, and statutory reporting.

•     Assist with any process improvement initiatives related to AR, billing, and cash management workflows.

•     Perform any other finance-related duties as assigned by the Finance Manager or CFO.

Qualifications & Experience

•     Diploma or Degree in Accounting, Finance, or a related discipline.

Key Responsibilities

·      Managet he end-end Accounts Payable (AP) processes including verification, processing, issue of debit notes, payment execution and banking reconciliations.

·      Liaise with internal departments and external suppliers to resolve issues related to payment processing on invoices, purchase orders (PO), general ledger (GL) code, quotations, and payments.

·      Perform month-end closing activities, such as journal preparation, month-end schedules, reconciliations and reports.

·      Maintain fixed assets register, depreciation schedule, bi-annual fixed asset and stock counts.

·      Prepare and update audit schedules for prepayments, fixed deposits, fixed assets, GST related accounts and reports.

·      Perform other ad-hoc duties as required.   

Requirements

·      Degree or diploma in Accounting, Finance or related field.

·      At least 3 years of relevant experience in accounts payable.

·      Strong understanding of accounting principles, AP processes, and financial controls.

·      Strong proficiency in Microsoft Excel and good proficiency in Microsoft BC Dynamics.

·      Details-oriented, organised, and able to manage multiple priorities.

·      Abilityto work independently and a team player.

Responsibilities including but not limited to:

Accounting & Reporting (30%):

• Supporting the day to day general ledger accounting and reconciliation, financial reporting and analysis – Using QuickBooks (or Xero)
• Support in all monthly, quarterly and annual close activities which include analyzing accounts, journal entries (and/or amending them), performing account reconciliations, and preparing reports and financial documents
• GST-Filing: Collate all the necessary documentation and reports, ensure approval by Company Directors and submit to Head of Finance

Finance (40%):

• Organise the planning and forecasting process to build a complete picture of our P&L
• Develop dashboards and projectors using QuickBooks
• Provide support on costings for project proposals to clients
• Handle company payments as required, including creators involved in Crowdsourcing
• Invoice and accounts payable: Issue invoices to clients as per project schedule. Ensure on time payment from clients. Ensure payment on time to suppliers, as per our commitments and cash flow position
• Track time sheets of whole team to analyse/report profitability on a project by project basis

Overall Team Support (30%):

• Prepare Director’s claim on monthly basis
• Record and keep track of employees’ leave benefits
• Ensure time sheets are submitted on weekly basis
• Provide support with Expenses for the team
• Administrative support (travel, venues materials, external participants etc)
• Any other ad-hoc admin duties as required

Requirements:

• Bachelor’s Degree in Accounting, Finance, or related field
• Demonstration of key finance competencies and qualifications, ideally with 2 or more years of experience
• Strong FP&A and controllership background
• As the Finance Spark, one needs to be a self-starter and proactive person
• Willing to learn quickly, not afraid to speak up (or have a POV), want to make a difference
• Ability and tact to work across very different cultures
• Familiar with Quickbooks, Xero and Microsoft Office suite (Excel in particular) and digitally savvy
• Ability to effectively interact with external stakeholders including advisors, clients, banks, and regulatory bodies such as ACRA and IRAS
• Strong analytical skills, and knowledge of GAAP accounting principles
• Ability to work independently, proactive, motivated
• Meticulously detailed

1. Financial Reporting

Support month-end, quarter-end and year-end ledger closing processes for Head Office reporting.

Prepare quarterly reporting templates for Regional Office submissions.

Prepare quarterly Stravis reporting packages for Head Office including supporting schedules and documentation.

Support the daily and monthly operations of the Head Office automated reporting system.

Assist in responding to queries and supporting initiatives from Regional and Head Office stakeholders.

Assist in IFRS 17 data preparation.

2. Stakeholder Engagement

Assist in contact for head office and regulators.

Provide financial analysis and insights to support decision-making and business strategy.

Other duties and assignments that may be instructed by the superior from time to time.

Requirements:

• Degree in Accounting, Finance or related discipline.
• Chartered Accountant (CA) / CPA or equivalent for professional certification preferred.
• Min. 2 to 3 years of relevant experience in financial reporting, ideally within the insurance sector.
• Possess knowledge of MAS regulatory requirements and IFRS 17.
• Excellent spreadsheet skills and presentation slides.
• Ability to contribute as a sole contributor and team member.
• Possess technical accounting skills, especially in insurance accounting standards.
• Analytical mindset with attention to detail and a proactive approach to problem-solving.

Job Responsibiities:

• Ensure timely and accurate recording of invoices in the accounting system
• Liaise with suppliers and business divisions on any discrepancies in invoices and other supporting documents
• Filing and organisation of documents
• Ensure compliance of organisational process/procedures
• Assist in ad-hoc projects assigned from time to time
