About The Role

As a Senior Executive/Assistant Manager (Central Purchasing and Contract Management), you are required to be directly involved in contract transition activities, pricing setup, demand planning, central purchasing operations, and monitoring of stock health and supplier delivery performance. This role must be able to apply appropriate level of control levels to ensure consistency and reliability of supply assurance. This position also plays a vital role in engaging with stakeholders including Strategic Procurement (SP), PHIs site representative, and vendors on matters related to forecasting, demand management, inventory planning, delivery commitments that impact on supply assurance.

Key Responsibilities

• As part of onboarding of institutions to ALPS Central Warehouse (CWH) to support National Drug Resiliency and other MOH-initiated stockpiling programme, oversee the establishment of master data in SAP
• Responsible for SAP Materials Requirement Planning (MRP) setup for ALPS Central Warehouse, recommend and propose appropriate MRP parameters to ensure optimized inventory replenishment.
• Responsible for SAP Master Data Setup, including maintenance of Price List, Purchasing Data, MRP parameters, storage location, purchasing order, Purchase Info Record (PIR), Schedule Agreement (SA) and PO etc.
• Responsible for operationalizing contract cycle transition, brand change, price change etc and timely launch of purchasing process to secure stock availability at CWH upon contract commencement.
• Responsible for managing supply issues in coordination with Strategic Procurement (SP) and vendors to mitigate supply disruption to PHIs demand. This includes stock assignment to various PHIs supported by CWH, working collaboratively with the Customer Service Operations team (CSO) to ensure timely updates and broadcast of information to respective institutions.
• Engage SP teams on consumption trend, contract establishment, vendor performance and improvement initiatives.
• Compile and monitoring Inventory planning Key Performance Indicators (KPIs), and ensuring KPIs target are met, and conduct root cause analysis for deviations with approrpriate actions.
• Participate in monthly meetings with vendors for continuous improvement.
• Support the generation of various reports on stock status and health for management and MOH reporting.

Requirements

• Degree or Diploma in Business Administration, Supply Chain Management, or related field (e.g. Engineering) with minimum 3 - 4 years of relevant experience in a fast-paced environment preferably with a focus on pharmaceutical or healthcare procurement.

About The Role

· You may be part of the project team to supervise IWMF construction progress.

The work scope includes:

1. To work with project consultants and key stakeholders, such as other government agencies, on the design of the various facilities in IWMF and ensure that IWMF is constructed, erected, installed in accordance with design specifications and complying with statutory requirement.
2. To participate in the testing, commissioning of mechanical, process, or electrical, instrument, control and automation equipment/systems.
3. To attend factory acceptance tests (FATs) at local and overseas factories to witness and verify quality and performance of major equipment/systems.

· You may be part of the technical team in the operation and maintenance of TSIP. Your work scope includes:

1. To lead a team of technical supervisors and specialists and coordinate maintenance work between contractors and maintenance sections to ensure the safe, smooth and efficient operations of the waste-to-energy facility.

3. To administer contracts for the operation and maintenance of mechanical, EICA or building services equipment
4. To enforce permit-to-work system and safe work culture including supervising contractors’ work for quality and safety
5. To formulate and prepare standard operating and safety procedures, equipment testing / changeover programmes
6. To perform shift work in a waste-to-energy facility, if needed
7. To work closely with the management of TSIP to implement initiatives on safety and continuous improvement to enhance the safety culture and standards within the plant, as well as drive projects to achieve operational excellence.

• Degree in Engineering (Mechanical, Electrical, Civil and Structural Engineering, Chemical, Environmental Engineering)

Job Summary

Reporting to the Fleet Manager, you will control day-to-day operations of Offshore Support Vessels (OSV), ensuring safe, compliant, and cost-effective vessel management while supporting marketing and operational functions.

Responsibilities

• Lead navigation standard enforcement on board vessels to ensure safe and compliant operations
• Ensure vessels fulfill all charter party obligations safely and efficiently to meet contractual requirements
• Oversee vessel repairs and maintenance, optimizing cost-effectiveness and operational readiness
• Monitor and track vessels’ planned maintenance systems, coordinating with managers and superintendents to ensure timely progress
• Verify vessels comply with statutory and classification requirements by maintaining up-to-date certificates and arranging surveys promptly
• Review and analyze vessels’ daily position and work reports to support operational decision-making
• Approve procurement of vessel stores, spares, and consumables to maintain operational efficiency
• Authorize appointment of agents and agencies to support vessel operations
• Manage and control operational matters for overseas entities to ensure alignment with company standards
• Maintain and oversee inventory of stores and spares in warehouses and open storage for availability and cost control

Responsibilities:

Cash and Liquidity Management

• Oversee cash positioning to ensure Group entities are sufficiently well funded

• Report on the Group’s free cashflow forecast and work with business units/FP&A to have a good understanding of the Group’s funding sources and requirements to effectively monitor and manage the Group’s cash position

• Develop strategies to optimize the yield on short-term surplus cash

• Assess availability of excess cash from overseas investments for repatriation in collaboration with the Tax and Finance teams

Capital Management

• Assist in capital allocation planning, dividend upstreaming, and surplus cash deployment

• Review periodically the capital structure of Group companies and make recommendations to adjust the capital structure as required to ensure entities are self-sustaining

• Coordinate closely with the Debt Financing team to obtain external financing as needed

• Assist in annual calculation of the weighted average cost of capital for the Group

• Manage the inter-company funding arrangements

Risk Management

• Monitor foreign currency exposure of the Group

• Plan, recommend and execute hedging strategies to minimise FX and/or interest rate risks

• Keep abreast of market movements and research/analyse economic and market trends to put forth recommendations on managing FX and interest rate risks

Treasury Operations & Reporting

• Oversee management of bank accounts (including internet banking platforms)

• As the functional owner of the Treasury Management System(TMS), ensure proper controls are in place and that the system functions properly to support Treasury processes

• Drive automation of Treasury processes and process improvement initiatives while ensuring proper governance and adequate controls are in place

• Develop, review, implement and document SOPs in line with best practice

Leadership and Stakeholder Engagement

• Develop, review and ensure compliance with Treasury policies

• Manage the banking relationship with key partner banks

• Build rapport with internal stakeholders (eg. Finance, Tax, Corporate Secretariat, FP&A, Legal)

• Provide leadership and mentorship to treasury team members
