Job Summary

We are looking for a proactive and detail-oriented Admin, HR & Finance Executive to support the company’s daily office operations, human resource functions, and finance administration. The role involves managing payroll, employee records, recruitment coordination, accounts payable/receivable, invoicing, statutory submissions, and general office administration. The ideal candidate should be organised, tech-savvy, detailed-oriented and comfortable working in a fast-paced environment.

Key Responsibilities

1. Administration & Office Operations

• Manage daily office administration and operations, including handling calls, filing, scanning, and document management. 

• Coordinate office maintenance, office supplies, stationery, and inventory management. 

• Issue and deactivate office access cards and PINs. 

• Support office rental renewals, insurance matters, and facility-related coordination. 

• Maintain and update company records, policies, and notices from building management or relevant authorities. 

• Provide administrative support to internal departments and staff activities. 

• Perform ad hoc duties assigned by management. 

2. Human Resource Functions

• Maintain employee records and HR databases. 

• Process monthly payroll, CPF submissions, claims, leave records, and employee benefits administration. 

• Prepare HR-related documents including employment contracts, confirmation letters, appraisal letters, and certifications. 

• Support recruitment activities including job postings, interview coordination, candidate screening, and onboarding/offboarding processes. 

• Handle work pass applications and renewals (WP, SP, EP, etc.). 

• Ensure compliance with Singapore employment regulations and statutory requirements. 

• Assist in implementing and maintaining HR policies and procedures. 

3. Accounts & Finance

• Handle accounts payable (AP) and accounts receivable (AR) functions. 

• Prepare quotation, invoices, purchase orders, payment vouchers, bank transfers, and maintain billing records. 

• Monitor receivables and follow up with clients on overdue payments with clients. 

• Perform bank reconciliations and maintain accurate financial records. 

• Assist with GST reconciliation, payroll monitoring, and statutory submissions. 

• Liaise with external auditors, external accountants for monthly closing and reporting, tax agents, banks, corporate secretary, IRAS, and MOM. 

• Handle all Singapore tax compliance matters  including but not limited to CPF, GST, ECI, IR8A, and IR21 submissions. 

Requirements

Education & Experience

• Minimum Diploma in Business Administration, HR, Accounting or related field.  

• 1-3 years of relevant working experience in administration, HR, or finance functions preferred. 

Skills & Competencies

• Familiarity with Zoho and Infotech software. 

• Basic knowledge of Singapore HR practices, payroll, and statutory requirements. 

• Proficient in Microsoft Office applications. 

• Strong organisational skills, attention to detail and tech savvy. 

• Able to multitask, work independently, and manage deadlines effectively. 

• Proactive, resourceful, and comfortable working in a fast-paced environment. 

• Good interpersonal and communication skills with the ability to work with employees, clients, and external parties at all levels.

Key Responsibilities

1.. Work Pass & HR Compliance (Construction , Work Permits)

• Assist in applying, renewing, and cancelling work passes.

• Work pass related compliance works

• workers on boarding and off boarding.

• Ensure compliance with MOM regulations, Safety/other Training requirements, and project site pass applications.

• Maintain accurate records of worker dormitory addresses, medical check-ups, and safety certifications.

2. HR Operations & Administration

• Maintain employee records, contracts, and HR documents in accordance with statutory requirements.

• Administer leave, attendance, and time management systems for both office and site personnel.

• Prepare HR letters such as confirmation, promotion, warnings, and termination notices.

• Handle employee insurance matters (WICA, GPA, medical benefits).

3. Payroll & Compensation Support

• Monthly payroll preparation, checking overtime claims, TMS attendance check, allowances, and deductions.

• Liaise with Finance on salary matters, CPF submissions, and government claims (e.g., SDL, NS claims, maternity benefits).

• IRA21 /IR8A employee income tax filings.

• Support annual performance appraisal and salary review exercises.

4. Training & Development

• Coordinate mandatory construction-related training (CSOC, BCSS, safety briefings, equipment operation courses).

• Track training expiry dates and arrange refresher courses for site staff.

• Support internal training initiatives and onboarding orientation programs.

6. Employee Relations & Welfare

• Provide frontline HR support to employees across office and work sites.

• Assist in resolving employee concerns, disciplinary issues, and grievances.

• Organize staff engagement activities, welfare initiatives, and company events.

7. HR Reporting & Continuous Improvement

• Prepare HR metrics and reports (manpower, turnover, attendance, training hours, etc.).

• Support audits and compliance checks for MOM, safety, and project requirements.

• Participate in improving HR processes, digitalization, and policy development.

8. Recruitment & Manpower Deployment

• Support the end-to-end recruitment process for both office and site positions (engineers, safety officers, foremen, workers, etc.).

• Coordinate interviews, shortlist candidates, and liaise with hiring managers.

• Assist in monitoring manpower deployment for project sites and ensure adequate staffing levels.

• Manage onboarding for new joiners

1. Corporate other HR & Administrative support duties when requested or assigned by HR & Admin manager.

Qualifications & Requirements

• Diploma/Degree in Human Resource Management, Business Administration, or related field.

• 3 years of HR experience (Construction industry experience is an advantage).

• Knowledge of Singapore Employment Act and MOM regulations.

• Experience using HRIS/payroll systems.

• Strong communication and interpersonal skills.

• Detail-oriented, organized, and able to handle confidential information.

• Willingness to visit project sites when needed.

Responsibilities:

A. Full Spectrum HumanResource Management

1.     Manage full HR functions including recruitment, payroll, training, workpass applications/renewals, and performance management.

2.     Prepare employment contracts and HR-related documentation.

3.     Administer employee benefits, compensation, insurance, and securitybonds.

4.     Handle onboarding, offboarding, and internship arrangements.

5.     Manage HR-related grants and claims.

6.     Maintain employee records and support general HR administration.

B. Full Set Accounting &Finance (Including Audit Support)

1.     Maintain full set of accounts including Accounts Receivable (AR),Accounts Payable (AP), and General Ledger.

2.     Perform month-end and year-ed closing, including journal entries andreconciliations.

3.     Process payments, staff claims, and expense reimbursements.

4.     Prepare management reports and financial schedules.

5.     Support statutory audit and year-end audit preparation, includingprovision of required documents and schedules.

6.     Ensure proper documentation and compliance for audit and regulatoryrequirements.

C. Administration, ISO &Compliance

1.     Provide general office administration support.

2.     Manage corporate and vehicle insurance matters.

3.     Oversee dormitory-related administration.

4.     Handle construction-related licences and regulatory compliance matters.

5.     Support ISO (Quality Management System) documentation, maintenance, andaudit preparation.

6.     Assist in internal and external ISO audits and ensure compliance withISO procedures.

Recruitment & Onboarding

•  Recruitment Support — Coordinate job postings, sourcing, interview scheduling, basic screening, and liaison with hiring managers and recruitment agencies to support timely hiring.

•  Onboarding & Offboarding — Manage end-to-end onboarding and off boarding, including contracts, orientation,document collection, system and asset coordination, exit clearance, final documentation, and employee record updates.

Employee Support & HR Governance

·        Employee Queries & HR Support — Serveas the first point of contact for staff on HR policies, payroll, leave,benefits, and general employment matters, providing timely and professional support.

·        Probation & Performance Administration — Coordinate probation confirmations, performance review timelines, appraisal documentation,and follow-up with supervisors on required submissions.

Training & Course Administration

Manage company-initiated and worker-requested training, course registration, certification tracking, and related documentation.

•      Purchase attendance notification (AN) for BCA Coretrade courses. Manage Coretrade/CET renewal requests initiated by workers, including personal login coordination

Office Administration & Procurement

•    OfficeOperations  —  Oversee day-to-day office operations: office facilities, supplies, utilities, courier, vendor coordination.

•    General Procurement  —  Source quotes and place orders for office supplies, pantry, stationery, and adhoc admin items; track spend against budget.

•     Compliance Admin  —  Coordinate insurance renewals, license renewals, and regulatory submissions (excluding accounting-led submissions).

•  ISO Surveillance & Audit Coordination — Coordinate annual ISO surveillance activities and audits, including scheduling, document preparation, follow-up on audit findings, and maintaining records to support ongoing compliance.

Employee Engagement

• TeamEngagement  —  Plan and execute team bonding activities and welfare initiatives; manage logistics, budget, and vendor coordination.

 Requirements

•     Minimum 3-4 years’ experience in a similar HR & administrative role, preferably in an SME setting.
