Job Summary

Manage and coordinate quality assurance for construction projects, ensuring compliance with CONQUAS and Quality Mark standards through inspections, audits, documentation, and stakeholder collaboration.

Responsibilities

• Lead liaison with Building and Construction Authority (BCA) to arrange and manage CONQUAS and Quality Mark (QM) assessments for projects
• Develop and implement project-specific Quality Assurance/Quality Control (QA/QC) plans, benchmarks, and procedures to meet quality standards

About the Role:

We are seeking an experienced Project Planning Manager to lead project scheduling and execution oversight. The role focuses on transforming design plans into safe, high-quality, on-time construction delivery while optimizing resources, managing risks, and coordinating across teams. The Planning Manager is a key contributor to project success, providing actionable insights and ensuring seamless execution on site.

Key Responsibilities:

• Develop, monitor, and optimize project schedules.
• Break down schedules into detailed monthly, weekly, and daily execution plans.
• Track progress, analyze deviations, and provide corrective actions.
• Coordinate resources (labor, equipment, materials) and resolve scheduling conflicts.

Job Requirements:

• Possess at least a Specialist Diploma or Bachelor’s Degree in Workplace Safety & Health, Environmental Management, or related discipline.
• Must be a MOM-registered Workplace Safety & Health Officer (WSHO) and NEA-registered Environmental Control Officer (ECO).
• Minimum 10 years of working experience in large-scale infrastructure construction projects, with mandatory experience in LTA MRT projects (underground, depot, and/or A&A works).
• Strong hands-on experience in structural, civil, and M&E works within MRT construction environments.
• Must have proven track record working in LTA MRT project sites under Tier-1 contractors or equivalent complex infrastructure projects.
• SCDF Fire Safety Manager (FSM) certification is highly preferred.
• Strong analytical skills with ability in data evaluation, safety performance monitoring, and reporting.
• Strong understanding of MOM WSH Act, NEA regulations, ISO standards, ConSASS, and LTA safety requirements.
• Ability to operate in high-risk, fast-paced MRT construction environments with multi-disciplinary coordination.
• Strong leadership, communication, and coordination skills in managing multi-national workforce and subcontractors.
• Willing to perform night shift work, weekend duties, and extended hours as required by project operations.

Develop Overall New Media Strategy: Formulate annual/quarterly operational strategies, content directions, and marketing channel strategies for new media platforms based on the company's business development goals and market positioning.

Platform Layout Planning: Build a new media matrix, identify key operating platforms (e.g., WeChat Official Account, Video Account, Douyin, Xiaohongshu, Bilibili, official website, etc.), and develop differentiated operational strategies for each platform.
