We are looking for an experienced clinical monitor to perform the study monitroing in ADVANcing Clinical Evidence in Infectious Diseases Network (ADVANCE ID). ADVANCE ID is jointly funded by the Wellcome Trust and Singapore institutions including the Saw Swee Hock School of Public Health and Yong Loo Lin School of Medicine, National University of Singapore. The vision of the Network is to improve public health by developing the clinical evidence base for the prevention and treatment of drug-resistant infections. Its mission is to build and sustain a strategic clinical research network focussed on most efficiently delivering locally relevant interventions for drug-resistant infections.

The Network aims to improve and strengthen clinical research capabilities in the region by acting as a platform to develop good principles and practices. It will stabilise capacity and capabilities to mitigate inefficiencies in trial start-up phase and loss of skillset following study closure, as in typical trial setup. The Network will continuously develop its capabilities, quality and efficiency by learning from and collaborating with other clinical trial networks.

Overview*

The incumbent will be responsible to provide operational and administrative support for assigned allied health department(s) to achieve expected outcomes in various areas; patient’s service experience, meeting financial targets set, project management, on-the-ground troubleshooting and risk and business continuity management. Incumbent may also be assigned reportee to develop his or her leadership capabilities.

Job Responsibilities*

Primary Responsibilities (80%)

1. Responsible for daily operations of assigned allied health departments, including front counter services, partnering Allied Health Leads and all other staff working within the department to solve system and process problems.

2. Ensure systems and processes are in accordance with HAP/SOP/Work Instructions and periodic reviews and updates of relevant documents

3. Manage annual financial budgeting and periodic reviews of expenditures to achieve financial prudency for assigned allied health department.

4. Manage all procurement needs for assigned allied health department.

5. Monitors utilisation rates of services and drives initiatives to improve utilisation of resources.

6. Manage risk and audit matters for assigned allied health departments.

7. Track, monitor and make recommendations to department KPIs and quality indicators for continuous improvements of services delivered for assigned department.

8. Senior position to work with Allied Health Leads for annual planning and submission of workplans and MOH licensing submission for new and expansion of allied health services.

9. Coordinate and resolve IT Risk assessments, commissioning of biomedical equipment and upkeeping assets register of assigned department.

10. Senior position to participate in department’s medical planning activities paving our way to future campus (IGH).

Secondary Responsibilities (20%)

11. Reporting Officer role for incumbent with high leadership potential

12. Participate in NUHS initiatives (i.e. G.R.O.S.S, Go-Green efforts)

13. Senior position to provide business case analytics for new innovations as part of Value Driven Outcomes concept to drive value-based transformation in allied health services.

14. Work with other stakeholders on special projects, workgroups and/or committees for any new initiatives or process improvements.

15. Any other ad-hoc duties assigned by reporting officer

Requirements*

Qualification Required and Area of Discipline

Degree in any discipline. Graduates from healthcare-related or business management studies will be advantageous.

Required Competencies and Capabilities (Skills, Experiences and Professional Licences)

• At least 2 years (for Assistant Manager) and 4 years (for Senior Assistant Manager) of operational and administrative experiences within hospital setting

• Prior experience with financial budgeting and procurement will be advantageous

• Proficient in Microsoft software

• Knowledge of data analytics/visualisation software and SAP system would be advantageous

We are looking for a reliable and experienced Admin & Operations Manager to support the company’s HR, finance administration and day-to-day business operations.

About the role

This is a hands-on role for someone who enjoys keeping a growing company organised, accurate and operationally efficient. You will work closely with management and external service providers, including accountants, corporate secretary, vendors and partners.

Responsibilities

• Manage HR administration, employee records, onboarding and offboarding.
• Coordinate payroll, CPF, leave records, claims and employee benefits administration.
• Support employment contracts, HR policies and MOM-related documentation.
• Handle invoice tracking, expense claims, vendor bills, AP/AR administration and payment records.
• Coordinate with outsourced accountants on bookkeeping, GST, payroll and financial documentation.
• Maintain organised company records, contracts, receipts and administrative files.
• Support grant claims, audit preparation, compliance documents and corporate secretarial matters.
• Manage office administration, procurement, subscriptions, insurance and vendor coordination.
• Improve internal admin, HR and finance workflows as the company scales.

Requirements

• 5–8 years of relevant experience in admin, HR operations, accounting support, office management or business operations.
• Experience in an SME, startup or fast-moving company environment preferred.
• Familiar with Singapore payroll, CPF, leave administration and employment documentation.
• Basic knowledge of accounting workflows, invoices, expenses, AP/AR and bookkeeping coordination.
• Comfortable with Xero or similar accounting systems, spreadsheets and cloud-based tools.
• Detail-oriented, trustworthy and able to handle confidential information.
• Able to work independently and follow through without heavy supervision.
• Good communication and organisational skills.

Advantageous

• Experience in healthcare, technology, SaaS or regulated industries.
• Experience with grants, audits, corporate secretarial coordination or compliance documentation.
• Familiarity with Xero, DocuSign, Google Workspace and Microsoft Office.
