Job Summary

Corporate and Investment Banking (CIB) at Standard Chartered Bank has embarked on an ambitious journey to incorporate the latest AI and data science capabilities in all aspects of our business. This includes our Financial Markets and Transaction Banking businesses. To that end, we are seeking a senior data scientist with strong background and experience in developing and deploying sound AI solutions using both the classical machine learning techniques as well as the latest Large Language Models.

Key Responsibilities

• Liaise with product owners and business stakeholders, identify pain points and business use-cases and gather requirements

• Understand business use-cases and develop AI/ML solutions for various business use-cases in collaboration with product owners and the wider team

• Productionize the developed solutions in collaboration with MLOps Engineer and the wider Tech and Data team

• Stay up-to-date with recent developments in Data Science and NLP domains: algorithms, best practices etc. and disseminate them across the team

• Mentor and upskill more junior team members

• Support the development of data and AI solutions in cooperation with business stakeholders, IT teams and other relevant parties and to assure that solutions are aligned to the business strategy, released on time, on budget and with high quality.

• Ensure data quality (DQMF) is applied for data analytics and AI projects

• Risk and Audit Continuous management of the Trade Application System risk

Our Ideal Candidate

• Degree in Computer Science, Software Engineering, IT, or related fields

• 6+ years of experience in machine learning, data science and/or other relevant quantitative roles -Banking,finance, fraud, risk

• Proficient in Object-Oriented Programming (OOP) in Python

• Experienced Data Scientist with in-depth knowledge of machine learning, deep learning and statistical analysis techniques

• Experience in NLP/DocumentAI, Entity Matching, Anomaly and Fraud detection would be an advantage

• Proficient in using ML, DL, and NLP libraries such as Scikit-learn, HuggingFace, LangChain and PyTorch

• Experience in using big data tools such as Hadoop, Spark and Hive in a cloud environment would be beneficial

Project Overview

Food security is a growing global concern. Singapore, as an island city-state with little to no arable land, is almost completely dependent on other nations to feed its population of >5M. Additionally, 15% of the world’s 7.4-billion-person population currently lacks access to sufficient calories or micronutrients and is malnourished. The ability of traditional agricultural practices to meet the world’s growing nutritional demand (with the global population expected to reach 9 billion by 2050) is further threatened by climate and political instability as well as increased demand for energy and water. Novel methods and technologies for the efficient and sustainable production of foodstuffs are needed to ensure both Singapore, and global food security.

The Disruptive and Sustainable Technologies for Agricultural Precision (DiSTAP) program is developing a suite of novel analytical, genetic and biomaterial technologies that are fundamentally changing how plant biosynthetic pathways are discovered, monitored, engineered and ultimately translated to meet the global demand for food and nutrients. The DiSTAP Integrated Research Group (distap.mit.edu) is a part of the SMART program, MIT’s research enterprise in Singapore.  Our focus is to develop new tools, based on nanotechnology and advanced optics for the continuous measurement of important plant metabolites and hormones for novel discovery, deeper understanding and control of plant biosynthetic pathways in ways here-to-fore not yet possible. DiSTAP works with our partner institutions including the Temasek Life Sciences Laboratory, the National University of Singapore, and the Nanyang Technical University in Singapore to leverage these new techniques to engineer plants with highly desirable properties for global food security, including high yield density production, drought and pathogen resistance and biosynthesis of high-value commercial products.

Responsibilities

The Scientific Director will provide the day to day scientific oversight to the interdisciplinary research group (IRG) and assist with the development and integration of the IRG’s scientific vision, goals and objectives. The Scientific Director is responsible for the daily scientific direction and operation of the IRG. The candidate will also lead efforts to commercialize DISTAP technology, and support business development efforts. The Scientific Director reports to the Lead Principal Investigator with oversight from the Director of Research Operations. The Scientific Director provides overall leadership for a diverse workforce that includes research scientists, post-doctoral students, graduate students, and technical staff. The candidate will receive SMART PI status.

The candidate

• is responsible for the day to day scientific operation and management of the IRG
• assists the Lead Principal Investigator to ensure that all the IRG projects are scientifically productive and are operating consistently with the descriptions in the principle investigator’s proposal
• provides leadership and technical direction in carrying out the IRG’s research objectives
• provides mentorship and career guidance to post-docs and graduate students
• works with Singapore collaborators to strengthen and enhance the research projects
• is responsible for ensuring and maintaining a strong safety culture
• leads efforts to secure extramural research funds from governmental and industry sponsors
• represents the IRG at meetings with governmental agencies, industry sponsors or visitors
• works with the intellectual property offices to ensure SMART IP is protected and/or licensed

Requirements

• Ph.D. in an engineering or science field or MBA with a scientific/engineering background or experience.
• Proven scientific contributions or experience in one or more of the following fields are viewed positively: nanotechnology, applied optics, biosensing, plant biotechnology, biomaterials, AI/ML computational expertise.
• Research management in a large-scale research centre or academic laboratory viewed positively.
• Demonstrated ability to lead a multi-disciplinary research effort viewed positively.
• Strong interpersonal and relationship-building skills
• Excellent written and oral communication skills in English

About the Role

RIE TRUST Office (RTO)

Background

The RIE Human Health and Potential (HHP) domain aims to build on its effort in RIE2025 and further enable safe and efficient use of more quality data to support biomedical and health research as well as enhance HHP data research ecosystem’s competitiveness.

This development of the HHP Data System is jointly supported by RIE TRUST Office, Biomedical Data Hub (BDH) and National Cohort Office (NCO), and supported by a HHP Data System Joint Team.

RIE TRUST Office (RTO)

Established to enable the strategic use of data by Singapore’s RIE ecosystem in a manner that engenders public trust. Through supporting data-driven research, it aims to drive scientific excellence, strengthen national research innovation capabilities and competitiveness, as well as create impactful solutions. The Office will coordinate and implement the RIE Data System, comprising harmonised data governance frameworks and interoperable data infrastructures to enable data research. It operates under the purview of NRF and is administratively hosted in A*STAR.

Biomedical Data Hub (BDH)

The Biomedical Data Hub (BDH) is a National Platform that curates and maintains Singapore’s strategic research datasets, making them securely findable and accessible to researchers and innovators. BDH supports data users to discover, access and analyse research datasets, accelerating innovation. For data owners, BDH opens more collaborations and improves governance while maintaining control over data. BDH helps unlock the value of biomedical data to support cutting edge science and digital health innovations.

National Cohort Office (NCO)

The National Cohorts Office (NCO) is a national initiative, hosted by National University of Singapore Saw Swee Hock School of Public Health (NUS SSHSPH). It is setup to advocate for and facilitate competency building among cohorts to enhance the long-term biomedical research ecosystem in Singapore.

HHP Data System Joint Team is responsible for 

HHP Joint Planning and Coordination

1. Work with HHP Data Ecosystem leads to develop and oversee strategies, priorities and initiatives for HHP Data System. They include but are not limited to:

• Improve discoverability of HHP Ecosystem data through harmonised and interoperable HHP Ecosystem metadata catalogue.

• Uplift research data quality and curation efforts which include but are not limited to automated solutions adoption, data standards determination, curation training strategy.  

• Development of a coordinated HHP Ecosystem network comprising of data generators, nodes, and exchange platforms.
   
• Supporting the establishment of de-identified standing repositories of curated and high-quality data

2. Work with HHP Data Ecosystem
leads and drives the promulgation of best practices such as data governance, data management, data stewardship, public comms, agreements etc. with the HHP ecosystem. It could include leading participation in ecosystem workgroup discussions, coordination with HHP Ecosystem stakeholders and driving engagements with ecosystem stakeholders such as HHP research programmes, funding agencies and ethics boards/advisory committee.

HHP Data System-related Governance

1. Lead the set up and appointment of relevant governing board/ committee relevant for HHP Data System e.g. Data and Infrastructure/ Architecture Sub-committees.

2. Lead secretariat functions for governing board/ committee relevant for HHP Data System e.g. agenda forecast, notes of meeting.

3. Responsible for the overall tracking and reporting of the progress and performance of HHP Data System-related initiatives.

4. Supervise the preparation of progress updates, reports and presentations for RIE Data System governance and HHP-related meetings e.g. RIE Data System Steering Committee, HHP EXCO.

Job requirements

1. Minimum degree in Biomedical/Health sciences, Public Health, Data or related discipline. 5-7 years of experience in strategy, consulting, policy analysis or transformation.
2. Experience in coordinating national level strategic programmes and knowledge of the RIE domain(s) are highly preferred.

3. Strong analytical, synthesis and writing skills. Ability to synthesise complex data into clear narratives.

3. Strong coordination, stakeholder engagement and execution skills.

4. Ability to work across functions e.g. business, data and tech domains and manage ambiguities.

RIE TRUST Office (RTO)

Background

The RIE TRUST Office has been established to enable the strategic use of data by Singapore’s RIE ecosystem in a manner that engenders public trust. Through supporting data-driven research, it aims to drive scientific excellence, strengthen national research innovation capabilities and competitiveness, as well as create impactful solutions. The Office operates under the purview of NRF, and is administratively hosted in A*STAR.

The RIE TRUST Office will coordinate and implement the RIE Data System, comprising harmonised data governance frameworks and interoperable data infrastructures to enable data research. The Office draws on learnings from ongoing efforts in the Human Health and Potential (HHP) domain and is extending to support other RIE domains such as Urban Solutions & Sustainability.

RIE TRUST Office Contracts is responsible for

1. Supporting contract negotiations and manage the contracting process of RTO projects. This involves preparing, reviewing, negotiating and executing a range of contracts including but are not limited to Research Collaboration Agreements (RCA), Data Sharing Agreements (DSA), Non-Disclosure Agreements (NDA), Project-level Service Agreements (SA) and Data Transfer Agreements (DTA).

2. Supporting the development of more harmonized data research agreements and contracts at a RIE ecosystem level with the wider public research stakeholders. These include working closely with national committees like STEMPA, legal counsels and contract managers to facilitate successful contracting processes.

Specifically, this role will focus on

1. Engaging various stakeholders (government, academic research and industry) to develop and execute the contracts in a timely manner.

2. Working closely with Partnerships team in the process of stakeholder engagements to ensure proposed arrangements are legally feasible and properly structured.

3. Analysing contracts to identify risks, liabilities or gaps. Work closely with the other RTO teams and stakeholders to resolve contractual issues in timely manner.

4. Responsibility in ensuring that contract amendments and reviews are monitored, gathered and acted upon as appropriate.

5. Ensuring that contract documentation is carried out systematically, e.g. assist to set up system to maintain contractual records and ensure adequate processes and policies are in place; proper filing of all contractual documents (hardcopy and softcopy).

Job requirements

1. Minimum Degree in related discipline. At least 5 to 7 years of working experience in Contracts-related work. Candidates with prior experience with contracts-related work in the local public research ecosystem and data-related fields will be considered favourably.

2. Knowledge of research contracting terms, understanding of data privacy laws (Singapore and International); and appreciation of the local research ecosystem would be advantageous

3. Demonstrate strong negotiation skills and critical thinking skills

4. Have a collaborative, solutions-oriented approach with strong communication skills

5. Excellent written and verbal skills with an eye for detail

6. Versatile in working independently as well as an effective team player when the time calls for it

As the IT Director - Research, Specialised & Data Foundations, you will provide strategic leadership across a critical domain within Digital Solutions, enabling the technologies, platforms and partnerships that support Griffith’s research, specialised systems and enterprise data capabilities.
