This is a hands-on Technical Business Analyst role, suited for candidates who enjoy working closely with engineering teams on cloud-based, agile digital products

Key responsibilities

• Lead requirements gathering and technical analysis for digital products and platforms, working closely with business users, engineers, architects, and delivery teams to understand needs, constraints, and solution options.
• Translate business, operational, and policy requirements into clear functional and technical artefacts, including product requirements, user stories, process flows, data models, and integration specifications, with strong traceability across the delivery lifecycle.
• Analyse complex business and system problems using process mapping, data analysis, and impact assessments, recommending practical solutions that balance user needs, technical feasibility, cost, and cloud architecture considerations.
• Act as a bridge between business and technology teams in agile development environments, actively participating in agile ceremonies such as sprint planning, backlog refinement, daily stand-ups, sprint reviews, and retrospectives
• Support solution design in cloud-hosted environments, working with technical teams to clarify requirements related to cloud infrastructure, security, scalability, performance, and integration with enterprise platforms.
• Design and execute user acceptance testing (UAT) and validation strategies, coordinating with stakeholders to ensure solutions meet business and technical requirements, compliance needs, and quality standards
• Work closely with development teams post go-live to support production monitoring, analyse user feedback and system data, and drive continuous improvements to digital products.
• Identify opportunities for innovation and optimisation through the use of digital platforms, data, and ecosystem-based approaches, contributing to longer-term product and portfolio planning.
• Apply and continuously improve business analysis tools, techniques, and standards, contributing to organisational best practices and delivery maturity

Required Skills and Qualifications

• Bachelor's degree in Business, Information Technology, Computer Science, or a related discipline.
• 5–8 years of experience in business analysis, with demonstrated experience working on enterprise-scale, technology-driven systems.
• Strong experience as a Technical Business Analyst working closely with engineering and cloud teams.
• Solid understanding of cloud technologies and cloud hosting concepts (e.g. SaaS/PaaS/IaaS, APIs, integrations, environments, security and non-functional requirements).
• Hands-on experience working in Agile / Scrum delivery teams, with strong familiarity with agile ceremonies and artefacts.
• Experience performing gap analysis, impact assessment, and dependency analysis, especially in complex or multi-system environments.
• Familiarity with low-code / no-code platforms and Whole-of-Government platform (e.g. Singpass/Corppass/Myinfo, Govt commercial cloud) is an advantage.
• Excellent stakeholder management skills, with the ability to engage confidently with business leaders, technical teams, and external partners.
• Strong written and verbal communication skills, with the ability to explain technical concepts clearly to non-technical audiences.
• Proficiency in tools such as JIRA, Confluence, and other agile delivery and documentation platforms
• Ability to learn new domains and technologies quickly, and to operate effectively in complex, evolving environments.

What you will be working on

This pivotal role seeks a versatile professional to partner with internal and external stakeholders to deliver projects/products to achieve a common goal of shaping assessment through technology; by bridging assessment tech innovation, robust business operations, and complex government domains and driving operational excellence.

Key Responsibilities

As a Digital Business Analyst, you will work as a key project team member to support the agency and collaborate with stakeholders, fellow project managers, solution architects, technical services consultants and vendors to deliver and manage digital solutions.

What will you be working on

• Partner with the business teams to elicit business and agency's needs through human-centric and visual methods

• Apply design thinking / service design methodology and tools to identify current state gaps and challenges, and develop future state design and solutions

• Evaluate and recommend suitable technology while aligning with GovTech's technology directions (such as cloud-based, enterprise architecture and modernization of legacy systems, adoption of SG tech stack)

• Work with business teams to develop user stories, functional/technical specifications and acceptance criteria

• Ensure product/system readiness for smooth deployment, adoption and exam operations

• Analyse impact of requested changes and propose improvements to continuously address changing business needs, and work with support team to understand and address technical problems (operations management)

What we are looking for

• Minimum 5-7 years in technical business analysis roles

• Strong knowledge of software development lifecycle and DevOps

• Code Review & Quality Assurance: Proficiency in reviewing vendor-delivered code across multiple programming languages with focus on security, performance, and maintainability standards

• Proficiency in code review tools (GitHub, GitLab, Bitbucket) and quality gates

• System Log Analysis: Expertise in analysing application logs, system performance metrics, and troubleshooting technical issues using log management tools

• Experience with monitoring tools (ELK stack, Splunk, or similar) for log analysis

• Good understanding of cloud-based applications and familiar with AWS (S3, RDS, CloudWatch, EKS, etc.)

• Technical Requirements Translation: Ability to bridge business requirements with technical implementation

We are looking for a hands-on Software Developer to support the development, customisation, and ongoing maintenance of the community forum built on Discourse.

This is an individual contributor role with end-to-end ownership of forum enhancements, from requirements clarification through implementation, testing, deployment, and post-release support.

Key Responsibilities

Feature Development & Platform Customisation

• Configure and customise the Discourse platform (including themes, plugins, and extensions) to support functional, UX, and operational needs
• Design, build, and maintain web and mobile features based on approved requirements
• Develop and maintain custom plugins or integrations in alignment with Discourse best practices and upgrade paths

Code Quality, Version Control & Documentation

• Write clear, modular, and maintainable code consistent with Discourse architecture and coding standards
• Apply proper version control practices, including code reviews and documentation
• Maintain technical documentation covering customisations, integrations, and deployment considerations

Testing, Maintenance & Release Support
