Roles and Responsibilities

• Provide overall leadership and strategic oversight of civil engineering and construction operations
• Drive business performance across multiple projects, ensuring alignment with organisational goals and HQ expectations

Requirements

• Bachelor’s degree in Civil Engineering, Construction Management, or related discipline
• Minimum 15 years of experience in civil engineering, infrastructure, or construction industries
• At least 8 years in senior leadership or general management roles overseeing multiple projects or business units
• Strong track record in delivering large-scale, complex infrastructure or construction portfolios
• Deep understanding of commercial management, contract strategy, and project governance
• Proven ability to lead senior teams and influence at executive level
• Strong financial acumen with experience managing P&L responsibility
• Fluency in Japanese is required due to regular engagement and reporting with Japanese Headquarters

Key Responsibilities:

• Assist in the development, updating, and submission of comprehensive project schedules and progress reports.

• Support the Project Manager and/or Senior Planning Engineer in the integration and coordination of sub-contractor schedules.

• Assist in planning reviews with EPC/Subcontractors; align their schedules to the master plan.

• Attend project meetings, document minutes, and follow up on planning and scheduling action items.

• Learn and adhere to company and project-specific scheduling procedures, standards, and best practices.

• Ensure compliance with contract/client planning requirements and coding standards.

• Maintain data quality: calendars, codes (WBS/OBS/CBS), versions, audit trail.

Requirements:

• Bachelor’s Degree or Diploma in Civil Engineering, Construction Management, or a related discipline

• Proficient in the use of Microsoft Project (Or Primavera P6) at a intermediate level.

• Solid understanding of the Critical Path Method (CPM) and fundamental scheduling principles.

• Capable of assisting in the preparation and regular updating of project schedules, progress reports, and resource allocation charts under supervision

• Experience in the preparation of claim letters and Extension of Time (EOT) delay analysis is an added advantage.

Key Responsibilities

1. Project Planning & Execution

• Lead the planning, design review, and implementation of M&E works for construction projects.

• Review design drawings, specifications, and BOQs to ensure accuracy and constructability.

• Coordinate with project managers, architects, engineers, and contractors to resolve design or execution issues.

• Develop and monitor project schedules, milestones, and budgets for M&E works.

2. Contractor & Subcontractor Management

• Manage M&E contractors and subcontractors, including monitoring performance and ensuring compliance with contracts.

• Conduct site inspections and progress meetings.

• Ensure proper quality control, defect management, and snagging processes.

3. Compliance & Standards

• Ensure all M&E works comply with Singapore building codes, electrical & mechanical regulations, and safety standards.

• Review and approve technical submissions, method statements, and shop drawings.

• Conduct risk assessments and safety audits for M&E activities.

4. Testing & Commissioning

• Oversee testing, commissioning, and handover of all mechanical and electrical systems.

• Ensure documentation, manuals, and as-built drawings are complete and accurate.

• Coordinate with authorities and consultants for certification and inspection approvals.

5. Team Leadership & Reporting

• Lead, mentor, and develop M&E engineers and site staff.

• Provide regular project reports, progress updates, and forecasts to senior management.

• Support budget forecasting, cost control, and resource planning for M&E works.

Key Qualifications

• Degree in Mechanical, Electrical, or Building Services Engineering

• Minimum 8–10 years of relevant experience in construction, including at least 3 years in a managerial role

• Experience with commercial, industrial, or mixed-use projects

• Strong knowledge of Singapore codes and regulations (e.g., SS CP 13, CP 18, NEA, SCDF, BCA)

• Proficient in MS Project, AutoCAD, BIM/Revit, and project management tools

Quantity Surveyor

Key Responsibilities

Cost & Contract Management

• Prepare cost estimates, budgets, and cost plans at various project stages

• Monitor project costs and cash flow to ensure financial control

• Administer contracts, including valuations, variations, claims, and final accounts

• Assess and evaluate subcontractor and supplier claims and progress payments

Key Responsibilities:

• Prepare comprehensive Method Statements, Inspection and Test Plans (ITP), Project Quality Plans (PQP), material submissions, inspection forms, and other related quality documentation.
• Ensure all construction work performed on site strictly adheres to the company's QA/QC requirements and project specifications.
• Conduct regular site visits to arrange and perform QA/QC inspections, primarily focusing on Structural and Architectural Works.
• Collaborate closely with site engineers and supervisors to ensure construction methods comply with CONQUAS specifications.
• Provide guidance, facilitate rectifications, and conduct relevant training on quality protocols as needed to site teams.
• Assist project teams in preparing for project-specific CONQUAS/Quality Management assessments by the Building and Construction Authority (BCA), ensuring compliance with contract requirements.
• Arrange and liaise with BCA for CONQUAS/QM assessments, acting as the primary quality liaison with clients and consultants.
• Update clients and consultants on QA/QC matters and directly address quality concerns related to CONQUAS scoring.
• Liaise and collaborate with suppliers and sub-contractors to ensure effective quality control of materials and workmanship.
• Monitor material status updates and maintain traceability records to support project scheduling and quality tracking.
• Identify and report non-conformances (NC), issue corrective action requests (CAR), and perform root cause analysis to recommend preventive measures.
• Ensure thorough checks on structural, architectural, and Mechanical & Electrical (M&E) materials/works to prepare for final inspections.
• Address and resolve client defects during the Defect Liability Period.

Requirements:

• Bachelor's degree/Diploma in Civil Engineering, Construction Management, or a related field.
• Minimum of 3-5 years of relevant experience in Quality Assurance and Quality Control within the construction industry, preferably in Singapore.
• Proven experience with CONQUAS and Quality Mark (QM) assessment processes and requirements.
• Demonstrated experience in preparing and managing quality documentation (Method Statements, ITPs, PQPs).
• Familiarity with structural, architectural, and M&E works inspection.
• Strong understanding of construction methods, materials, and quality standards.
• Excellent knowledge of BCA regulations, CONQUAS specifications, and other relevant industry practices in Singapore.
• Proficient in identifying non-conformances, conducting root cause analysis, and implementing corrective/preventive actions.
• Strong communication, interpersonal, and liaison skills to effectively interact with project teams, clients, consultants, and regulatory bodies.
