About the Role

We are seeking a qualified and detail-oriented BuildingEngineer to support and oversee BCA-mandated building inspections, includingPeriodic Façade Inspection (PFI) projects across residential, commercial,industrial, and mixed-use developments in Singapore.

The successful candidate will play a key role in ensuringcompliance with the Singapore Building Control Act, managing inspectionprocesses, preparing technical reports, coordinating façade inspections(including drone-assisted inspections), and liaising with clients, consultants,and authorities.

Key Responsibilities

Periodic Façade Inspection (PFI)

• Plan, manage and execute façade inspection projects in accordance with BCA regulations.
• Carry out visual and technical façade assessments using conventional methods and/or drone technology.
• Coordination with external teams, architects, contracts and clients (MCST and property owners) to ensure project requirements are met.
• Prepare and review inspection reports, drawings, and safety risks related to façade elements to support project deliverables.

Project & Stakeholder Management

• Coordinate access arrangements, inspection schedules, safety requirements, and permit submissions.
• Identify project risks and propose solutions to maintain project performance and efficiency.
• Manage project timelines, budgets, documentation, and regulatory submissions.
• Provide technical advice and recommendations to clients on building maintenance and compliance matters.
• Other ad-hoc duties assigned by the management.  

Regulatory & Compliance

• Ensure all inspections and reports comply with BCA regulations and Singapore building codes.
• Ensure compliance with façade inspection standards and reporting requirements.
• Prepare and submit documentation to statutory agencies/authorities/government where necessary.
• Maintain proper inspection records, technical documentation, and audit trails.
• Ensure adherence to workplace safety and risk management standards.

Requirements

Mandatory Qualifications

• Degree/Bachelor Degree in Civil Engineering, Structural Engineering, Building Engineering, or related discipline.
• 3–5 years of relevant experience in building inspection, structural engineering, façade inspection, or building consultancy.
• Preferred: Registered Professional Engineer (PE) with the Professional Engineers Board (PEB) Singapore or Registered Architect (RA) with Board of Architect (BOA) Singapore.
• Familiarity with Singapore Building Control Act and BCA inspection requirements.

• Experience in PFI projects, working with drone-assisted inspection methodologies is an advantage.
• Knowledge of façade systems, structural defects, and building maintenance practices.
• Experience preparing technical reports and authority submissions.

• Perform monthly and year-end closing,including preparation of management accounts, schedules, and variance analysis.

• Prepare and submit statutory filings,including GST returns and corporate income tax.

Job Responsibilities

Financial Management & Reporting

• Independently manage the full finance and accounting functions of Management Corporation Strata Title (MCST) and company accounts, including review of work performed by team members.
• Handle full sets of accounts from source documents to financial statements, covering Accounts Payable, Accounts Receivable, General Ledger, and Fixed Assets.
• Perform monthly and year-end closing, including preparation of management accounts, supporting schedules, intercompany reconciliations, and variance analysis.
• Prepare timely and accurate financial and management reports for group consolidation and management review.
• Group Reporting for US (Strong in IFRS and consolidation)

Statutory & Compliance

• Prepare and submit statutory filings, including GST returns, Estimated Chargeable Income (ECI), and corporate income tax computations.
• Maintain proper accounting records and documentation in compliance with the Building Maintenance and Strata Management Act (BMSMA), Singapore Financial Reporting Standards (SFRS/FRS), and other relevant regulations.
• Prepare audit schedules and support internal and external audits, including coordination for audited financial statements.

Stakeholder & External Liaison

• Liaise independently with external auditors, tax agents, banks, vendors, regulatory authorities, and council members.
• Act as the key finance point of contact for MCST-related financial matters.

Budgeting, Forecasting & Cash Flow

• Assist in budget preparation and monitoring for managed properties.
• Conduct financial forecasting and variance analysis.
• Monitor cash flow and manage payments, collections, and banking matters to ensure smooth day-to-day operations.

Operations & Coordination

• Monitor and coordinate with on-site administrative staff on invoice submissions and supporting documentation.
• Serve as the liaison between the finance department and operations managers to ensure timely and accurate financial processing.

Management Support

• Provide ad-hoc financial analysis and reports to support management decision-making.
• Undertake other finance-related duties as assigned by management.

Job Requirements

Qualifications
