PPIS is looking for a motivated and analytically minded OD Executive to join our Human Resource & Organisational Development team. This is a hands-on role at the heart of our people and organisation agenda, supporting the design and implementation of initiatives that strengthen how we work, how we grow our people, and how we build a values-aligned culture.

The incoming Executive will step into an active team with meaningful work already in motion. In your first few months, you will take on a primary role in our Talent Management project, a key ongoing initiative spanning talent reviews, succession planning, and talent data infrastructure. Beyond this, you will contribute to a wider portfolio of developing OD initiatives across learning and development, employee engagement, performance management, and organisational change.

This is a strong opportunity for someone who wants real ownership of OD work in a purpose-driven organisation, not a generic HR coordination role.

Job Description:

Talent Management— Primary Focus (First Few Months)

•      Support and lead execution of talent reviews and succession planning processes

•      Maintain and develop talent databases and dashboards

•      Design and coordinate talent development interventions

Learning & Development

·    Design and coordinate learning interventions that support talent development and build organisational capability

·    Evaluate the effectiveness of learning programmes and surface insights that inform future development planning

·    Liaise with vendors and internal stakeholders to ensure learning solutions are aligned with identified capability gaps

Employee Engagement & Culture Building

·    Engage with staff at all levels in promoting and enhancing the organisational culture

·    Support culture-building work anchored in PPIS's core values

·    Monitor engagement and cultural metrics and surface insights for improvement

Performance Management

·      Support the implementation and communication of the organisation's OKR framework across teams and levels

·      Facilitate the cascade of organisational objectives into team and individual OKRs in partnership with Centre Heads and managers

·      Track OKR progress and consolidate performance data to support review cycles and leadership decision-making

·      Provide guidance and coaching support to staff and managers on OKR goal-setting and performance conversations

OD Projects & Analysis

•      Participate in change management and process improvement projects

•      Conduct research, benchmarking, and data analysis

•      Prepare reports, presentations, and communication materials for internal stakeholders

Organisational Events

•      Support the planning and coordination of organisational events such as staff gatherings, annual general meetings, and other corporate functions.

Job Requirements:

• Diploma in Human Resources, Business Administration or a related field
• Preferably 1–2 years of relevant experience in HR, L&D, or OD functions
• Strong communication and interpersonal skills
• Good planning and organisational abilities
• Analytical mindset with attention to detail, comfortable working with data, not just people processes
• Proficient in MS Office, particularly Excel; strong Excel and data skills are a definite advantage
• Experience with HRMS or survey tools is a plus
• Proactive, adaptable, and a collaborative team player
• Solution-oriented, you do not just flag problems, you come with ideas
• An interest in or exposure to data protection and governance practices is an advantage; the role offers opportunity to develop competencies in this area under the guidance of the organisation's Data Protection Officer.

Job Responsibilities

Casework & Counselling, Information & Referral

1.    Provide Information and Referral services

2.    Provide case intake for walk-in clients

3.    Handle up to 30 cases as assigned, maintain client’s records and monitor their progress

4.    Activate the cases in each quarter and ensure timely closure for inactive cases that are no longer in need of service

5.    Complete case recordings timely

6.    Provide timely response and relevant intervention to clients

7.    Collaborate with relevant partners in addressing the concerns faced by the family through case conferences and other collaborative intervention

8.    Attend regular supervision for case direction, support and enhancement of clinical skills

Community Work and Groupwork

1.    Be a member of the Community Work Task Group

2.    Assess the needs and requirements of the community within the FSC boundary for intervention

3.    Plan, organise, execute and evaluate community work interventions

4.    Develop the proposal paper for a Groupwork project

5.    Coordinate, facilitate and evaluate the groupwork

Qualifications and Requirements

1.    Degree in Social Work; preferably an accredited Social Worker

2.    Minimum 3-5 years’ relevant work experience in social work setting

3.    Has a pleasant disposition, with good communication and interpersonal skills

About Halfway House

Rise Above Halfway House is the first secular halfway house for women offenders undergoing community rehabilitation programmes, and is the second all-women residential halfway house in Singapore. It is structured with arange of programmes and interventions to provide a safe and holistic therapeutic space for women residents to rebuild their lives as well as reconnect with family and community.

Job Responsibilities

1. Operations & Residents Management

• Ensure overall security and safety of the Centre by adhering to SOPs and monitoring access points.
• Coordinate security, logistics, programme, and rehabilitation functions to support high performance and professional standards.
• Conduct regular patrols, bag checks, and security screenings (e.g. metal detectors).
• Maintain order and discipline among residents, and monitor their movements.
• Escort residents when required and supervise urine/breathalyser tests.
• Report incidents and abnormal resident behaviour promptly and accurately to management.
• Prepare and submit daily logs, incident reports, and documentation related to security and operations.
• Oversee workplace safety and ensure health protocols are observed.
• Manage logistical needs, including accommodation, food, and maintenance.

2. Programme Support

• Identify and channel residents’ requests or issues to assigned social workers.
• Assist in the facilitation of programmes and events (e.g. emplacements, inspections, learning journeys).
• Manage scheduling and compilation of family visit bookings.
• Coordinate festive décor and plan resident engagement activities during festive seasons.
• Supervise residents’ screentime options to ensure appropriateness and trauma-informed content.
• Support case management needs, including worksite and home visit escorts, and compiling situation reports (sitreps).

Job Requirements

1.    Diploma in a relevant field such as Security Management, or a related discipline 

2. At least 3 years of relevant experience in security operations in residential setting, correctional facility or a related environment. Experience in working night shifts is preferred 

3. Able to work 3 rotating shifts i.e. AM, PM & Night, including weekends, PH and irregular hours, at time, when required

4.    Strong interpersonal skills and able to be assertive to maintain professional boundaries with clients

5.    Team player with good knowledge and skills in ensuring safety of people and premises

6.    Keen observer of discrepancies and surroundings; ability to discern inconsistencies

7.    Possess good level of situational awareness

Job Responsibilities

• Conduct assessment, planning and intervention for cases

• Adhere to CSWP and SSNet processes in managing cases

Information and Referral

• Provide accurate information and refer clients to appropriate agencies for further intervention
• Attends to walk-in clients
• Adhere to CSWP and SSNet processes in managing referral

Programme – Groupwork / Community Work

• To provide support to Coordinator in planning, implementation, evaluation and documentation of the programme
• To plan and organise events and activities for clients

Qualifications and Requirements

• Degree or Post-Graduate Diploma in Social Work
• Min 3-5 years relevant work experience in Social Work setting
• Demonstrate ability to handle work professionally, independently and efficiently with a strong customer service mindset
• Possess effective organizational and follow-up skills, paying attention to detail
• Good interpersonal skills and able to interface with all levels, internally and externally, in a professional and responsive manner.
