Most low-wage migrant workers living and working in Singapore have limited social and family support. When faced with crises such as health concerns, workplace injuries, salary disputes, or loss of income, many do not know where to seek help. 

HealthServe is looking for a committed and mature team player to serve as an advocate for migrant workers by engaging, educating, and empowering them through outreach and engagement initiatives. This role focuses primarily on workers in the construction, marine, and process sectors, while also supporting programmes that strengthen their resilience, wellbeing, and access to support services. 

Key Responsibilities 

1) Outreach & Engagement 

• Plan, organise, and implement regular outreach and engagement programmes for migrant workers in dormitories, recreation centres, company work sites, and other community spaces.  

• Build trust and meaningful relationships with migrant workers through consistent, person-centred engagement aligned with HealthServe’s mission and values.  

• Promote awareness of HealthServe’s services, including mental wellness support, health education, and access to assistance where needed.  

• Ensure all outreach activities are culturally appropriate, respectful, and inclusive.  
  

  2) Programme Planning & Coordination 

• Work closely with internal teams, volunteers, student groups, corporate partners, and community organisations to support outreach initiatives.  

• Coordinate logistics, resources, volunteers, and partners to ensure smooth and effective programme delivery.  

• Collaborate with other departments to support cross-functional initiatives and organisational goals. 
   

  3) Relationship & Partnership Management 

• Build and maintain strong working relationships with partners such as dormitory operators, employers, schools, corporate partners engaged in Corporate Social Responsibility (CSR) initiatives, community organisations, and volunteers.  

• Support the development of sustainable partnerships that strengthen outreach and engagement efforts. 
  

  4) Programme Evaluation & Reporting 

• Assist in the monitoring and evaluation of outreach programmes to assess effectiveness and impact. 

• Collect feedback from migrant workers and partners to improve future programmes. 

• Support data collection and reporting requirements in accordance with organisational policies. 
  

  5) Operational & Administrative Support 

• Support the review and improvement of Standard Operating Procedures (SOPs) to ensure quality, consistency, and efficiency of programmes. 

• Assist in the development and distribution of educational and engagement materials tailored for migrant workers. 
  

Requirements & Skills 

1) Qualifications 

• Bachelor’s Degree in Social Work, Psychology, Sociology, Community Development, Project Management, Event Management, or a related field preferred.  

• Diploma holders with relevant experience in outreach, events, or community engagement are welcome to apply.  
  

2) Experience 

• Experience in organising outreach programmes, community events, or engagement initiatives. 

• Basic understanding of the social and practical challenges faced by migrant workers in Singapore. 

• Experience working with volunteers, community groups, or external partners will be an advantage.

Job Summary

• The Mental Health Trainer/Training Coordinator will assist in the organisation and

smooth running of mental health training sessions for migrant workers and related

partner organizations.

• This role focuses on logistics, scheduling and participant support, ensuring that the

training programmes are well-organised and accessible.

• The candidate should be organised, responsible and comfortable working with people

from diverse backgrounds.

Roles and Responsibilities

Training and Event logistics

o Prepare and set up training venues, logistics and training materials.

o Maintain and prepare training equipment and facilities.

o Ensure readiness of training area for participants and trainers.

o The candidate is primarily responsible for the training of mental health content.

o This role is vital role to help shape the migrant community’s mental health

landscape.

Participant support and Communication

o Register participants and maintain attendance records.

o Distribute training materials, handouts, and feedback forms.

o Assist in explaining basic instructions to participants if needed.

Administrative and Data entry

o Support the Training Executive in basic administrative duties.

o Keep records of training activities, attendance and feedback.

o Update training records in database.

o Assist in organising materials for training programmes.

General Support

o Assist in preparation of training materials for each training session.

o Be a friendly point of contact for any logistical or basic participant query.

o Support Community Events that are conducted on a regular basis at Dormitories

or Recreation Centres.

• This is a 1-year contract role (renewable)


Qualifications

• Basic literacy and simple computer skills are preferred.

• Proficient in speaking and writing in the Bengali or Tamil language.

• Experience in event support, logistics or administrative work is a plus.

Job Overview 

Low-wage migrant workers in Singapore often face challenges such as work injury, loss of employment, and limited social support. Many require assistance navigating services, accessing basic needs, and staying connected to support systems. 

The Associate Casework role supports the Counselling, Casework, and Social Services team by assisting with client coordination, case tracking, documentation, and social assistance processes. This role helps ensure that services are delivered smoothly and that client information is accurately recorded and followed up. 

This is a non-clinical, support role, working closely with caseworkers and counsellors. 

Key Responsibilities 

1. Client & Intake Support 

• Attend to walk-in clients and direct them to appropriate staff 

• Support basic intake coordination for casework and counselling referrals 

• Assist with redirecting clients to relevant services (e.g. clinics, PCPs) 

2. Casework & Counselling Administration 

• Update case records in systems (e.g. Zoho, casework tracking sheets) 

• Maintain referral, intake, and follow-up logs 

• Track case updates and flag pending follow-ups 

• Support non-clinical case closure documentation and testimonials 

3. Social Assistance Support 

• Respond to Food and Phone Top-up WhatsApp messages 

• Update subsidy tracking and assistance records 

• Prepare simple weekly reports (e.g. food support) 

• Support documentation for assistance requests (non-assessment) 

4. Outreach & Programme Support 

• Assist with outreach activities (e.g. MABW, dormitory or hospital visits) 

• Update outreach logs and collect feedback forms 

• Support basic coordination for events and group activities 

• Upload photos and records for programme documentation 

5. Documentation & Reporting 

• Ensure daily and weekly logs are updated 

• Maintain proper documentation for all activities 

• Highlight missing information or pending items to the team 

• Support preparation of simple summaries for reporting 

Scope of Role 

• Works under supervision of caseworkers and counsellors 

• Does not conduct counselling or independent risk assessments 

• Does not make decisions on financial assistance or case outcomes 

Requirements 

Required 

• Diploma or background in Psychology, Social Work, Counselling, or related fields 

• Comfortable with administrative and coordination tasks 

• Able to work with sensitivity and confidentiality 

• Organised and able to follow structured processes 

Preferred 

• Previous internship or volunteer experience in social services 

• Familiarity with migrant worker issues 

• Advantage: Ability to communicate in additional languages (Tamil, Bengali)
