Role Overview

H3 Zoom is seeking a Technical Project Manager to join our Project Delivery and Operations team. This role is suited for a technically grounded project leader with experience in civil/building works, façade or building inspections, and operational project delivery.

The Technical Project Manager will play a key role in the planning, coordination, execution, quality control, and successful delivery of inspection and asset-condition projects. The role requires close collaboration with the project delivery, field operations, AI, engineering, and customer-facing teams to ensure projects are delivered safely, efficiently, and to the required technical and regulatory standards.

This position is expected to be operationally involved, not just administratively managing timelines. The candidate should be comfortable working across site operations, technical review, project coordination, client discussions, subcontractor management, and reporting workflows from a civil engineering and project management perspective.

Key Responsibilities

Project Delivery & Operations

• Lead and coordinate the end-to-end delivery of façade, interior, and related inspection projects from mobilisation to final submission and close-out.

• Work closely with the Project Delivery and Operations teams to plan site activities, inspection schedules, manpower deployment, and execution timelines.

• Track project milestones, deliverables, risks, dependencies, and resource utilisation to ensure on-time and high-quality delivery.

• Support day-to-day operational decision-making to resolve delivery bottlenecks, technical issues, and coordination gaps.

• Ensure projects are executed in accordance with internal SOPs, client requirements, and relevant regulatory or technical standards.

Technical Review & Engineering Coordination

• Review inspection findings, technical commentaries, defect classifications, and report outputs from a civil/structural/building perspective.

• Validate the completeness and technical quality of AI-assisted or team-prepared inspection outputs before client issuance or submission.

• Provide engineering judgment on defect observations, condition assessment logic, and report consistency.

• Work with internal technical teams to improve inspection methodology, defect tagging logic, QA/QC workflows, and reporting templates.

Regulatory, Reporting & Compliance

• Support the preparation, coordination, and submission of reports and documentation for BCA and other relevant authorities where required.

• Ensure inspection reports and technical documentation are aligned with applicable guidelines, standards, and submission requirements, including TR 78 where relevant.

• Address technical queries from clients, consultants, or regulators in a timely and professional manner.

• Maintain proper project documentation, audit trails, and quality records.

Quality Assurance / Quality Control

• Provide QA/QC oversight across project outputs, including sample checks, review workflows, defect commentary consistency, and final deliverables.

• Support and improve internal review processes for inspection data, report quality, and operational execution standards.

• Identify recurring quality issues and drive corrective and preventive improvements across delivery workflows.

Cross-Functional & Stakeholder Management

• Coordinate with internal teams including Field Operations, AI/Engineering, Customer Success, and Product to ensure aligned project execution.

• Manage communication with clients, consultants, subcontractors, and external partners on delivery matters.

• Oversee subcontractor coordination where applicable and support the gradual internalisation and standardisation of critical delivery workstreams.

• Act as a bridge between technical requirements, site realities, and operational execution.

Team Support & Continuous Improvement

• Provide guidance to inspection, and operations staff on technical interpretation, reporting quality, and project execution standards.

• Contribute to the development of scalable workflows, playbooks, templates, and operational best practices.

• Support continuous improvement initiatives in project delivery, reporting automation, resource planning, and inspection operations.

Requirements

Qualifications & Experience

• Degree in Civil Engineering, Structural Engineering, Building, Construction Management, or a related discipline.

• Minimum 5 years of relevant experience in project delivery, building inspection, façade works, structural assessment, consultancy, or related technical operations.

• Strong understanding of building defects, condition assessment, technical reporting, and project coordination within the built environment sector.

• Experience in managing operational delivery across multiple stakeholders, timelines, and technical workstreams.

• Familiarity with Singapore regulatory requirements, submission processes, and industry standards related to building inspections is preferred.

• Experience working with consultants, contractors, property owners, or public-sector built environment projects is an advantage.

Skills & Competencies

• Strong project management capability with the ability to manage both planning and on-the-ground execution.

• Able to interpret technical findings and translate them into structured project and reporting outcomes.

• High attention to detail in QA/QC, documentation, and technical review.

• Strong coordination and communication skills across technical, operational, and client-facing environments.

• Comfortable working in a fast-paced, cross-functional environment involving technology, operations, and engineering teams.

• Familiarity with drone-based inspection workflows, digital inspection platforms, or AI-assisted reporting tools is a plus.

Required

• Experience in façade inspection, structural consultancy, or asset-condition assessment.

• Registered Professional Engineer (PE) status is mandatory for designated submission or endorsement responsibilities.

• Experience with digital transformation, inspection technology platforms, or workflow/process improvement initiatives is a plus.

The day-to-day activities (Duties and Responsibilities):

• Grow, mentor and lead the H3’s AI, data science and data engineering team.
• Ensuring that team members are clear about expected standards of performance,motivated and developed to provide effective and efficient services.
• Building on H3’s AI roadmap, lead the development of the H3’s AI and data science vision, strategy and capability plan.
• Continue to develop H3’s AI data microservices and infrastructure, and integrate the latest data models and data pipelines, establishing a model management approach that is best in class for responsible data use.
• Provide expertise in statistics and probability, and the evaluation of data use, algorithm and models for internal development

Work experience/Skills required:

• Possessing a Bachelor’s degree in relevant field; Higher education qualifications in computer vision, machine-learning, statistics and/or technology also preferred –computer science, software engineering etc.
• Significant (5 years +) experience in AI, data science and computer vision.
• Significant experience of recruiting, establishing and managing a data science / AI team
• Significant experience of developing a data strategy and data governance approach

Job Description / Duties:

• Design and implement accurate 3D reconstruction pipelines from multi-modal data sources (e.g., images, LiDAR, or similar sensors).
• Build robust algorithms to automatically map and measure elements in 3D models and 2D representations.
• Research, implement, and optimize geo-positioning techniques to achieve sub-centimeter accuracy, leveraging RTK, SiReNT, LiDAR, visual markers, and hybrid approaches.
• Develop and deploy image and 3D segmentation models for real-world applications, ensuring robustness and efficiency.
• Write clear, modular, and optimized Python code to support research, prototyping, and production deployment.
• Develop software and hardware solutions for autonomous operations on ground robots and drones, including navigation in GPS-denied environments.
• Collaborate with a multidisciplinary team to translate research outcomes into practical solutions.Conduct field trials to validate algorithms and hardware performance.

Work experience/Skills required:

• PhD or Master’s degree in Computer Science, Robotics, Electrical Engineering, or related field.
• Strong expertise in 3D reconstruction (photogrammetry, LiDAR, multi-view geometry, or related techniques) and 3D analysis.
• Demonstrated experience with geo-positioning technologies (e.g., RTK-GPS, SiReNT, LiDAR-based localization, visual fiducials/markers).
• Hands-on experience developing image and 3D segmentation models (deep learning, classical CV, or hybrid approaches).
• Proficiency in Python with strong software engineering practices (clean code, testing, documentation).
• Practical expertise with ground robots or UAVs (drones), including control, planning, and navigation in GPS-denied scenarios.

Preferred:

• Familiarity with SLAM frameworks, multi-sensor fusion, or VIO (Visual-Inertial Odometry).
• Experience deploying algorithms on embedded systems or edge-compute platforms.

Job Description / Duties:

• Design, develop, and maintain full-stack web and / or mobile applications for autonomous drone flight automation solutions for building façade inspections.
• Integrate back-end algorithms from research teams into production-grade systems and enhance front-end interfaces for optimal user experience.
• Develop and manage software platforms that combine AI algorithms, 3D reconstruction modules, and geospatial data into robust, cohesive systems.
• Build platforms for geo-located construction data collection, visualization, reporting, and export, integrating back-end analytics with front-end dashboards.
• Incorporate aerial and ground sensor data, including imagery, LiDAR, and photogrammetry outputs, into processing pipelines.
• Maintain and structure large-scale databases for AI model training and inference.
