Job Description & Requirements

• Assemble, fasten, shape or cut materials to specified measurements, using hand tools, machines, or power saw.
• Build or repair cabinets, doors, frameworks, floors, and other wooden fixtures used in buildings, using woodworking machines, carpenter's hand tools, and power tools.
• Study specifications in blueprints, sketches or building plans to prepare project layout and determine dimensions and materials required.
• Assist supervisors with structural design, planning, layout, and installation.
• Carve and assemble furniture, cabinets, shelves and other items and install them where designated
• Able to add fixtures and fittings such as door handles, locks, hinges and closures
• Remove damaged or defective parts or sections of structures and repair or replace, using hand tools
• Install structures and fixtures, such as windows, frames, floorings, and trim, or hardware, using carpenter's hand and power tools.
• Able to assess the quality of woodwork and materials.

Roles & Responsibilities

As a reinstatement company, we are expanding our business scope to include fit-out work and are currently looking for a Quantity Surveyor to join our QS team.

Job Description

• Provide procurement, commercial and contract support through the pre-construction, during construction and post-construction stage of the project.

• Produce full schedule of works/ estimates to provide client detailed budgets.

• Work hand in hand with the team for cost proposal during tender process.

• Ensure the initial cost plans are sufficient to carry out the works from the start to completion.

• Perform tender analysis to ensure value for money is achieved and to make sure that the works have been procured at the best market rates and quality.

• Prepare and issue contract documents for client’s signatory.

• Evaluate the technical specification of systems furniture and all architectural details.

• Communicate effectively with team members, the contractors, and the clients.

• Deliver all work outputs in an accurate and timely manner.

• Experienced and capable of closing out commercial matters, variation orders and any contract related matters.

• Support the onsite team with cost control, cost reporting and forecasting.

• Perform interim valuations to ensure contractor payments are correct and made in a timely manner.

• Forecast and monitor cash flow/ accruals to ensure a positive cash flow is maintained and liaise with client’s financial team.

• Assist in the preparation and agreement of final accounts, including the handling of any claims.

• Liaise with sub-contractors / vendors.

Job Responsibilities for QS Manager – Building Construction Reinstatement Work

1. Project Cost Management

• Develop and manage overall project budgets and cost estimates for reinstatement works.
• Prepare detailed cost plans, bills of quantities, and tender documentation.
• Monitor and control project costs throughout the construction lifecycle, ensuring adherence to budgets.

2. Tendering and Procurement

• Lead the preparation of tender documents and evaluate bids from subcontractors and suppliers.
• Negotiate and finalize contractual terms with stakeholders and vendors.

3. Contract Administration

• Administer construction contracts, ensuring compliance with agreed terms and conditions.
• Manage variations, claims, and disputes effectively and efficiently.

4. Reinstatement Works Planning & Coordination

• Oversee the planning and scheduling of reinstatement activities in accordance with project specifications and regulatory requirements.
• Coordinate with project managers, site teams, and external stakeholders to ensure seamless execution.

5. Cost Control & Reporting

• Implement and maintain cost control systems and procedures.
• Prepare regular financial reports, forecasts, and analyses to inform project decision-making.
• Track and report on project financial performance.

6. Leadership & Team Management

• Lead, mentor, and develop the QS team, fostering a high-performance work environment.
• Allocate tasks and responsibilities within the QS team, ensuring efficient workflow.
• Conduct performance appraisals and provide professional development opportunities for team members.

7. Quality & Compliance

• Ensure all QS activities comply with industry standards, legal requirements, and company policies.
• Conduct regular audits and checks to maintain quality standards in cost management and documentation.

8. Risk Management

• Identify potential cost and contractual risks associated with reinstatement works.
• Develop mitigation strategies and manage risk exposure proactively.

9. Stakeholder Communication

• Maintain effective communication with clients, contractors, consultants, and internal teams.
• Present cost reports, proposals, and updates clearly and professionally.

10. Documentation & Record Keeping

• Maintain accurate and comprehensive records of all QS activities, contracts, and correspondence.
• Ensure documentation is organized and readily accessible for audits and reviews.

Job Qualifications/ Requirements

• Bachelor’s degree/ Diploma in Quantity Surveying or equivalent experience in cost & contract management.

• 4 to 10 years of related works experience in cost & contract.

• Excellent knowledge in commercial, procurement and contractual practices.

• Good knowledge of construction methods & materials.

• Self-motivated, responsible and meticulous.

• Proficiency in English

• Proficiency in Microsoft Office software i.e., MS power point, excel spreadsheet, Words and Outlook.

• Experience in commercial fit-out works will be preferred.

- Perform daily accounting duties including receivables and payables processes, general ledger, tax and bankreconciliation, etc.

- Familiar with bank transfer procedures

- Preferably experience in building construction accounts;

- Prepare timely month-end closing and reports

- Prepare quarterly GST reporting;

- Consolidate accounts and ensure compliance with accounting standards;

- Manage timely closing process and bank reconciliations

- Support Compliance, Controls, Audit, and Tax matters;

- Liaise with banks on banking transactions;

- Ensure all cash and cheques are beingdeposited into the bank accordingly

- Assist in ad-hoc assignments

·        Liaise with consultant & MOM/FEDA for company factory-converted dormitory licence renewal

·        Familiar with relevant government agencies applications e.g. URA, LTA, NEA, BCA, MOM, etc

·        Appeal traffic offence summons for drivers

·        Organise and co-ordinate company events

·        Renewal of OHSAS, ISO certification and BizSafe

·        Renewal of Company broadbands and mobile phone plans

·        SP Services - Apply Electricity/Water supply accounts as and when required

·        Liaise with SCDF on safety compliance in office and company dormitories

·        Liaise with company secretary on all corporate matters

·        Handle sensitive information with the utmost confidentiality

·        Involve in discussion and provide inputs on management matters for F&L Group companies.

·        Prepare Agenda and attend management /shareholders' meetings and prepare the minutes and resolutions to be confirmed by all parties.

·        Vet and draft all correspondences relating to office and boss personal issues.

·        Corppass - act as sub-admin/ assign, authorise and maintain users

·        Renew long term visit passes and exit permits and other immigration matters

·        Apply foreign visas

·        Perform any other ad-hoc administrative tasks assigned by MD
