Job Description

• Monitor Contractors' safety performance and participate actively in site safety management in highlighting to the relevant parties on immediate actions to be taken
• Follow up on all safety matters related to Design for Safety (DfS), WSH etc
• Conduct safety inspections including taking photos of unsafe acts and conditions and bringing to main contractor's attention
• Issue and closely follow up on field observation notices including safety non-conformances notices and respond to site incident(s) in ensuring contractors' carry out emergency response as required
• Conduct roving safety inspections, emergency & incident response and facts finding
• Provide daily safety inspection report to OIC
• lead and conduct monthly safety inspection of the Site and submit the report to Superintending Officer
• Organize and participate in regular Safety Site Walk and Inspection with client and stakeholders
• Submit monthly reports on safety indicators & trending analysis on monthly safety performance
• Report any accident/incident/near miss on site to the OIC and provide all necessary detailed information
• Conduct Inspections for precast elements

Criteria

a. Minimum 5 years of relevant experience in the construction industry

preferably 3 years with developer/main contractor.

b. Minimum 2 years of experience in tunneling and/or deep excavation

works.

c. Must be a registered Workplace Safety and Health Officer with MOM.

d. Has obtained certificate in development of a Risk Management

Implementation Plan (bizSAFE Level 2) or equivalent.

e. Class 3 Qualified Driving License.

f. Must be willing to work shifts

Roles & Responsibilities

Job Description:

Monitor and report on the progress of work to OIC, Project Director, Client and contractors

Attend site, progress, variation and coordination meetings

Attend QAQC Meetings, to carry out audits and ensure that quality on all works are being carried out

Assist in verification of all reports and claims relating to civil & structural, geotechnical, architectural and M&E works submitted by contractors

Facilitate supervision team in resolving main contractor's queries and coordinate the Works and other contractors on site

Liaise with all relevant authorities and stakeholders in obtaining the necessary approvals to commence works

Facilitate verification of reports and claims submitted by main contractors and other sub contractors

Feedback site issues, discrepancies, and irregularities to the OIC and contractors

Assist in preparing presentation materials for presentations

Assist in preparing minutes of meetings and verify accuracies of minutes of meeting prepared by contractors

Criteria:

Requirement:

5 years of experience in construction of civil/structural/geotechnical works

Degree in Civil & Structural Engineering

Able to work independently and handle fast-paced projects

Good interpersonal, written and verbal communication skills

Good knowledge of MS Office, and competent in the preparation of powerpoint presentation

REPORTS TO:

Qualified Person (Representative) / Senior Resident Engineer / Resident Engineer

RESPONSIBILITIES & DUTIES:

• To review all Authority's and Contractor's drawings

• To provide all relevant endorsements required by the relevant authorities

• Supervise all civil, structural and geotechnical building works, both permanent and temporary

• To ensure that contractor had obtained all necessary permits and clearance to work

• To conduct site inspection and ensure that contractor(s) implement corrective actions and timely preventive/mitigation measures to protect surrounding structures

• To coordinate the contractor, AC, QP(D), relevant agencies, including interfacing contractors and consultants etc for the works

• To review, evaluate and assess all formwork structure, formwork support systems etc

• To review and supervise safety, environmental and health matters

• To supervise the installation of instrumentation

• To supervise sanitary and plumbing installations, pump drainage works etc

• To review, evaluate and assess the monitoring of instrumentation and interpretation of the results and provide analytical results/presentations

• To review Contractor's design and supervise all works

QUALIFICATIONS & REQUIREMENTS:

• Min. 3 years of experience in Cut & Cover tunnelling or supervision of installation of monitoring instruments, collation of monitoring data and use of software for presentation of monitoring data for analysis and interpretation.

• Diploma in Civil and Structural Engineering

• Possess a valid RTO cert by JAC of IES/ACES as QSS Singapore

RESPONSIBILITIES & DUTIES:

• Provide supervision and inspection to ensure that the Contractor(s) comply with Authority's and agencies' requirements

• Supervise all works, permanent & temporary, including Civil and architectural works, sewerage, drainage, irrigation, commuter facilities, road works, trial trenches and utilities diversion

• Coordinate with contractor(s) and relevant agencies/site partners for the work

• Supervise fabrication of precast concrete and steel structural elements both on site & off site

• Supervise lifting operations to erect precast concrete elements

• Inspect and assist in issuance of E-Token for soil disposal

• Review & supervise safety, environmental and health matters

• Supervise installation and monitoring of instrumentation

• Verify & check quantity of work done for progress payment

• Provide other services required

• Assist in operating of Project Monitoring Control Centre (PMCC)

QUALIFICATIONS & REQUIREMENTS:

• Min Diploma in Civil/Structural discipline or National Certificate in Construction Supervision (NCCS)

• Site/work safety certifications would be an advantage

• Contractor site work experience would be an advantage

• Min 3 years of experience in road works / LTA projects / viaduct / flyover

Responsibilities and Duties

• Assist Principal Project Manager (PRPM)/ Senior Project Manager (SPM)/ Project Manager (PM) in day-to-day management of the contract

• Advise the PRPM/SPM/PM on site quality and safety issues.

• Determine any non-conformances on works

• Liaise with Contractor to rectify any non-conformances and document them properly

• Ensure that decisions on site issues are conveyed to the Contractor within a reasonable time frame.

• Ensure that works are carried out according to specifications, drawings and programme without compromising on quality and safety

• Provide feedback to the PRPM/SPM/PM on quality and safety matters and suggest quality improvement measures for implementation on site

• Supervise installation of instrumentation and monitoring of instrumentation

• Lead a team of supervisors to ensure full time supervision of works on site by supervisor /client

Qualifications and Requirements

• Minimum Degree in Civil and Structural Engineering

• Minimum 5 years relevant experience in project/construction environment

• Proficient in relevant software programmes for planning and project work

• Pro-active team player with good analytical and communication skills

• Required to have at least 2 years of viaduct and/or flyover construction experience

RESPONSIBILITIES & DUTIES:

• To ensure an efficient Civil & Structural and Geotechnical & Tunnel design is achieved in accordance with Design Criteria and relevant standards;

• To ensure that the design intent is translated to construction on site by means of correct drawings and specifications.

QUALIFICATIONS & REQUIREMENTS:

• Minimum Degree in Civil / Structural Engineering or equivalent

• Minimum 3 years of relevant design management/coordination experience on projects similar in nature to the Works in the civil contract including design experience in geotechnical works for deep excavation foundation works for tunnel and/or viaduct/flyover project

• Team player with good interpersonal and communication skills

• Candidates with strong relevant years of experience will be considered for senior roles

Responsibilities and Duties

• Ensure that good safety and high quality of work are being carried out by the Contractor in compliance with the statutory requirements

• To provide wherever and whenever necessary standing supervision for the construction of civil and structural works in accordance with the Project specifications, construction drawings, and Building Control Act and Regulations.

• To assist SRE in the management and control of a team of site staff or Resident Technical Officer(s)

• To assist SRE in administrative control of the site staff, instill and maintain discipline, punctuality, and keep daily records of staff attendance, and other matters concerning the site staff's administrative matters.

• To oversee all aspects relating to the construction of the Project, keeping and submitting records.

• To provide full support and assistance, as and when directed by the SRE or client

• To check and assess temporary works by the Contractor to ensure that the works are safe and in compliance with all relevant Regulations.

• To ensure that Contractor’s working procedure complies with the agreed method statement and relevant workplace safety and health regulations and to direct modification to the procedure, if necessary, to comply with the agreed method and safety and health regulations.

•Any other Adhoc tasks are given by management

Qualifications and Requirements

• Min 4 years of civil engineering experience

• 2 years of experience advantageous in pedastrian overhead bridge, road, flyover construction

• Degree in Civil Engineering

• Accredited as a RE with IES
