Head of Production line (NEXBTL/HPU), Renewable Refining Singapore
to our Singapore Renewable Refining team in Neste Singapore Tuas Refinery.

You will focus on leading the operations in Singapore Renewables Refinery Production line (NEXBTL/HPU) targeting to deliver given objectives. These objectives include safe, reliable and profitable operation. In this job you will work closely with internal stakeholders and in addition with auditors, country / local authorities, contractors, partners, and customers. 

The Neste refinery, set up in Tuas in 2010, enables seamless transportation of raw materials and renewable products globally. Singapore refinery produces renewable diesel and renewable feedstock for polymers and chemicals, and sustainable aviation fuel. The refinery has additional capabilities to process more challenging wastes and residue raw materials and will have its own hydrogen production unit.  Singapore refinery is the world’s biggest renewable diesel refinery, as well as the world's largest producer of sustainable aviation fuel, in terms of capacity.

Your role in our team

• Lead the Production line (HVO/NEXBTL and Hydrogen production/HPU) operations to ensure safe, reliable, and profitable operations while maintaining full compliance with global and local regulatory requirements.

• Lead the production line leadership team and broader organization to foster an inclusive, high-engagement culture that drives talent development, succession planning, and upskilling in renewable technologies.

• Drive continuous improvement initiatives in refinery profitability, safety and operational excellence

• Lead and improve asset utilization and reliability to consistently elevate refinery performance and deliver a positive impact on the bottom line.

• Oversee the production line P&L and cost-efficiency initiatives, leveraging rigorous performance management and clear KPIs to meet financial and operational objectives.

• Serve as an active member of the refinery Leadership Team and lead cross-functional collaboration to drive Neste culture. Reports directly to VP, Refining Singapore

Key requirements to success in this role 

• Masters / Bachelor Degree in appropriate engineering field, from an accredited college/university (preferably Chemical Engineering)

• More than 15 years’ relevant experience in oil refinery, petrochemicals or chemical processing out of which minimum of 10 years’ experience in managerial / leadership position.

• Hands on senior leadership experience from processing oils and fats to renewable fuels (HVO processes),  having a deep technical grasp of the specific success factors and challenges inherent in this technology.

• Good understanding of end-to-end value optimization in HVO and Hydrogen production processes

• Demonstrated success of leading and developing a high performing leadership team and multidisciplinary local production organization  

• Proven track record of building site-wide refining capabilities, safety, excellence and driving performance management, accountability, and employee engagement

• Demonstrated success in maintaining full operational transparency with management through timely escalations, progress updates, and consistent information sharing.

KEY RESPONSIBILITIES

1.   Contract Documentation & Records Management

•          Set up and maintain project contract files on Google Drive and in hardcopy, with proper folder structure and version control

•          File all incoming and outgoing contract correspondence, variation orders, extension of time claims, site instructions, and meeting minutes as directed by the Contracts Manager

•          Maintain and update the contract register, including main contracts, subcontracts, insurance, bonds, and warranty expiry dates

•          Conduct annual evaluations of subcontractors and suppliers, and keep the approved vendor list updated

2.   Claims & Payment Support

•          Assist in collating claim documents including delivery orders, site photographs, and measurement sheets in accordance with instructions

•          Liaise with the Finance Department to ensure that work-done records for payments are verified by the relevant Engineers and/or Quantity Surveyors

•          Assist the Contracts Manager in updating monthly progress claim status for collection reporting purposes

3.   Correspondence & Administrative Support

•          Coordinate document signing, stamping, and submission as instructed

•          Record minutes for internal contract meetings and maintain an action item tracker

•          Draft routine letters and emails using templates provided by the Contracts Manager

4.   Compliance & Records Support

•          Ensure contract documents are filed in the correct ISO format and folder structure

•          Track expiry dates for project insurances, bonds, and warranties in coordination with the HR team, and send timely renewal reminders

•          Assist in compiling records and documentation for audit purposes when required

5.   Tender Monitoring & General Administration

•          Monitor GeBIZ and other relevant tender portals daily, and alert the Contracts Manager and/or Commercial Director of new and relevant project opportunities

•          Liaise with the Project Team, IT, and Finance departments on contract administration matters

•          Support the preparation of tender and claim submissions when required

• Responsible to source, negotiate and purchase materials from oversea vendors/suppliers
• Evaluate vendor’s quotation to ensure that they are in line with the enquiry
• In charge of operational purchasing needs such as planning and issuing Purchase Order

Key Responsibilities

• Coordinate daily warehouse and logistics operations
• Monitor and track customer orders to ensure timely fulfilment and delivery
• Liaise with customers, warehouse personnel and freight forwarders on shipmentarrangements
• Prepare and process operational documents
• Maintain accurate inventory records and monitor stock levels
• Perform inventory cycle counts and investigate stock discrepancies
•  Follow up with customers on shipmentand delivery status
• Support pick-and-pack activities to ensure smooth order fulfilment
• Coordinate inward and outward shipment activities

Requirements

• Minimum 1–2 years of warehouse administration or logisticsexperience
• Good understanding of warehouse and inventory processes
• Proficient in Microsoft Excel and Microsoft Office applications
• Strong communication and coordination skills
• Familiarity with e-commerce order processing will be an advantage
• Responsible, organised and able to multitask in a fast-paced environment

Job Summary

Prepare and manage comprehensive tender costings and project budgets to drive successful electrical construction projects. Lead negotiations with contractors and suppliers, collaborate with project teams to meet client requirements, and ensure strict budget control and accurate financial forecasting.

Responsibilities

• Prepare detailed tender costings by analyzing bills of quantities, tender documents, and drawings to estimate material and labor requirements accurately
• Evaluate and negotiate tenders from sub-contractors and suppliers to secure optimal terms and pricing
• Collaborate with project teams to align project execution with client requirements and expectations
• Control and monitor project costs throughout all stages to ensure adherence to predetermined budgets and expenditures
• Perform monthly valuations of work in progress and forecast final project costs to support financial planning
• Conduct thorough commercial vetting of sub-contractor tenders and contracts to mitigate risks and ensure compliance
• Certify sub-contractor monthly valuations and finalize accounts to maintain accurate financial records
• Monitor and manage all commercial information related to labor, materials, and sub-contractor costs to enforce strict budget discipline
• Provide timely and accurate commercial information to Managers and Directors for periodic project reviews
• Execute any ad-hoc duties assigned by superiors to support project and organizational objectives

Required competencies and certifications

• Minimum 2 years of relevant experience in the electrical construction industry with demonstrated expertise in project cost management and tender preparation
• Diploma or Bachelor's Degree in Electrical Engineering, Quantity Surveying, or a related field
• Strong negotiation skills to manage contractor and supplier agreements effectively
• Analytical skills to evaluate tenders, forecast costs, and control budgets accurately
• Effective communication skills to liaise with stakeholders and project teams
