• More than 15 years’ relevant experience in oil refinery, petrochemicals or chemical processing out of which minimum of 10 years’ experience in managerial / leadership position.

• Hands on senior leadership experience from processing oils and fats to renewable fuels (HVO processes),  having a deep technical grasp of the specific success factors and challenges inherent in this technology.

• Good understanding of end-to-end value optimization in HVO and Hydrogen production processes

• Demonstrated success of leading and developing a high performing leadership team and multidisciplinary local production organization  

• Proven track record of building site-wide refining capabilities, safety, excellence and driving performance management, accountability, and employee engagement

• Demonstrated success in maintaining full operational transparency with management through timely escalations, progress updates, and consistent information sharing.

Job Description

• Concept, Functional, Preliminary and detailed design of electrical process systems for water and waste water treatment plants
• Concept, Functional, Preliminary and detailed design of various systems for water, wastewater and sludge treatment plants
• Preparation of General Arrangement and equipment layout drawings
• Review and evaluation of vendor submissions
• Coordination with other disciplines e.g. civil, structural, mechanical, building services, and instrumentation & control designers
• Lead meetings, discussions with clients, contractors and vendors
• Provide engineering support for bids & proposals
• Provide engineering support during construction
• Provide engineering support during testing and commissioning
• Provides project cost estimates to client
• Design management and project management of proposals and projects where the scope is primarily electrical

Qualifications

• Possess a university engineering degree(electrical) recognized by Professional Engineers Board Singapore
• Candidate shall have about 15 years’ experience in the electrical design of wastewater treatment (municipal and industrial)
• Able to work independently in producing the project deliverables to meet project timeline
• Leads and guide a team of engineers and carries out QA/QC work on their designs
• Proficient in written and oral communication with good interpersonal skills

• Create, review, and negotiate complex agreements, ensuring favourable terms for the organization while complying with legal requirements.
• Manage the full contract process, including amendments, renewals, and terminations.
• Identify potential legal risks, ensure adherence to company policies, regulatory requirements, and industry best practices.
• Track vendor performance against KPIs and contractual obligations, ensuring timely deliverables.
• Maintain accurate, organized records of all contracts and provide reports on contract status and performance.
• Mediate disagreements or misunderstandings between parties to avoid litigation and maintain productive relationships.
• Deliver cost savings through vendor management.
• Improve efficiency in the contracting process.

Requirements:

• Bachelor’s degree in Business, Law, or a related field.
• Minimum 12 years of relevant experience.
• Strong understanding of contract law, liability, and intellectual property.
• Ability to negotiate complex terms with external partners.
• Meticulous review of documents to avoid errors or legal issues.
• Effective interpersonal skills to liaise with internal departments (legal, finance, commercial) and external stakeholders.
