The Technical Manager will be responsible for:

Requirements

The ideal candidate should have:

1. A degree in Architecture, Civil Engineering, Structural Engineering, Building Engineering, Computational Design, Façade Engineering, or a related discipline.
2. Minimum 8 years of relevant experience in technical design, specialist structures, architectural envelopes, façade, tensile membrane, ETFE, or complex building projects.
3. Strong understanding of design coordination, technical detailing, construction methodology, and project delivery.
4. Experience with structural analysis, parametric design, BIM, environmental simulation, or performance-based design will be an advantage.
5. Ability to communicate clearly with clients, consultants, contractors, suppliers, and internal teams.
6. Strong problem-solving skills and the ability to propose practical technical solutions.
7. Good command of written and spoken English.

• Collaborate with Product Owners to define and document functional and non-functional requirements for key business banking capabilities, including account services, payments, cash management, corporate cards, trade finance, loans, and user administration.
• Create detailed business process flows, user journeys, and functional specifications that reflect both client needs and internal requirements.
• Partner with UX/UI designers to ensure screen designs adhere to business banking usability standards and align with functional objectives.
• Work with technology teams to translate business requirements into scalable, robust technical designs.
• Support agile ceremonies including backlog grooming, sprint planning, and feature validation to ensure timely and complete delivery of business features.
• Contribute to User Acceptance Testing (UAT) by developing acceptance criteria, reviewing test cases, and validating outputs against expected outcomes.

Required Skills & Experience

• Minimum of 5 years' experience as a Business Analyst in digital platform environments, with at least 2 years in the corporate or business banking domain.
• Familiar with transactional banking, user access management, trade services, or payment workflows tailored for business clients.
• Strong expertise in developing user stories, process maps, and functional documentation.
• Proficient in Agile/Scrum methodologies and tools such as JIRA, Confluence, and Figma.
• Ability to understand complex business processes and translate them into clear, actionable requirements.
• Comfortable working with cross-functional teams spanning product, design, technology, and compliance.
• Strong analytical skills with excellent communication and stakeholder management capabilities.

Preferred Qualifications

• Experience in fintech or enterprise-grade digital platforms within the corporate banking sector.
• Understanding of multi-tier user access models, transaction approval workflows, and regulatory constraints in B2B banking.
• Familiarity with micro-frontend-based platforms is an advantage.
• Exposure to design thinking or service design framework is a plus.

Description:

· Assist in the in-depth analysis of the business requirements and IT solutions specifications

Key Responsibilities:

• Collaborate with stakeholders to gather requirements, understand and document business needs, business requirements and flows related to the Authority’s public services and application systems;

• Review business rules and service journeys, gathering requirement specifications, engaging stakeholders, creating user journey maps and wireframes, and providing support on updates to the Authority;

• Develop user stories, specifications, acceptance criteria, and create detailed process maps to visualise, understand and streamline current workflows and business processes;

• Review design specifications and project deliverables (e.g. monthly project report, log review for privileged user access, test plan, test reports, application design/ code) to ensure the completeness for the Authority’s acceptance;

• Understand and review source codes from vendor(s) for deployment;

• Support and review on-site acceptance and System Integration Testing (SIT);

• Facilitate and support User Acceptance Test (UAT) and trainings for users;

• Conduct technical review and assessment of End of Support (EOS) upgrade proposals before making recommendations to the Authority;

• Coordinate, facilitate and support any audit to be conducted by the Authority’s appointed auditor(s) on the system;

• Project management and governance, ensuring performance and fulfilment of contractual obligations by the Authority’s appointed contractor managing the collection system.

• Provide maintenance and technical operations support for the Authority’s

• Reviewing impact analysis of all system modifications or new requirements on the functionality, performance, and security of the systems

• Work closely with external parties, ICT providers or government agencies for the operational and maintenance works and new initiatives/enhancements of the Authority’s systems;

• Performing hands-on development as part of exploration of new technologies/products and automation of existing processes;

• Participate and support in incident, troubleshooting, testing and verification of reported issues, incidents and to follow up with the Authority’s appointed contractors, stakeholders and business users to ensure timely escalation where required and completion and closure of the issues or incident; and

• Ensure that the deliveries of the project by the Authority’s appointed contractors are compliant with relevant policies and guidelines and to identify and close any compliance gaps.

Requirements:

• At least 3 years of experience in business analysis.

• Bachelor’s degree in Computer Science, Information/ Infocom Technology, or related discipline would be preferred;

• Strong knowledge in application support and maintenance and possesses hands-on’ knowledge and experience in end-to-end Software Development Life Cycle;

• Experience in IT project implementation, specifically on user requirements gathering, IT business analysis, application solutioning, UI/UX design and using automated testing software such as Tricentis TOSCA would be an added advantage;

• Experience in the following would be advantageous:

• Cloud platform and technology;
• Application development using Power builder, Java, Delphi or ASP.Net; and
• Government projects.

• Experience with stakeholder management;

• Have a positive attitude and good interpersonal skills, able to work and communicate effectively with stakeholders to ensure business needs are met; and

• Experience in working under minimal supervision and to demonstrate ability to ensure tasks are well completed and project is on schedule.
