• Balance cost structures of two supply chain systems, covering domestic bulk purchasing cost, sea/air freight between China and Singapore, customs clearance charges and Singapore GST as well as local replenishment cost in Singapore; set annual targets for cost reduction, material loss and inventory turnover.
• Collaborate with the R&D team to design full-chain supply solutions for new products (bibimbap, ready-to-cook dishes, side snacks), including domestic mass production planning, pre-audit of export compliance, evaluation of local alternative ingredients in Singapore and stock preparation plans for store trial sales.
• Develop supply chain opening plans for new stores: warehouse & distribution layout for domestic outlets; full-container shipment arrangement for Singapore flagship/new stores, phased delivery of opening materials and contingency plans for ad-hoc local replenishment.
• Establish a unified KPI system covering both markets, including on-time delivery rate, inventory turnover, food material loss rate, customs clearance efficiency, qualified rate of food safety sampling inspection, stockout rate and overall total landed cost.

2. Demand Planning & Dual-region Inventory Control

Domestic China Market

• Consolidate sales data from all domestic stores, holiday schedules and promotion calendars to conduct rolling weekly & monthly demand forecasting; generate production schedules for central kitchens and replenishment plans for regional warehouses.
• Set tiered safety stock levels for rice, sauces, frozen semi-finished products and fresh vegetables; optimize Just-in-Time replenishment to cut waste of near-expiry materials and slow-moving inventory.
• Administer domestic WMS inventory system, organize regular stocktaking, drive discount clearance and internal allocation of near-expiry/slow-selling ingredients, and control the overall loss rate within Micun’s standard (≤3%).

Cross-border Singapore Market (Exclusive Responsibilities)

• Develop monthly full-container export stock plans in advance based on Singapore store sales data, sea transit cycle (20–35 days) and SFA customs clearance lead time; maintain buffer inventory to avoid stockouts.
• Implement two-tier supply strategy:Long-cycle goods exported from China: bibimbap sauce, pickled vegetables, frozen pre-cooked meat, dry goods and packaging materials delivered via full sea containers;Instant local replenishment in Singapore: fresh leafy greens and short-shelf-life ingredients; source local alternative suppliers to ease cross-border inventory pressure.
• Manage inventory in Singapore local cold chain warehouses with separate storage zones for frozen (-18°C), chilled and dry goods; build cross-border inventory early warning mechanism and synchronize stock data with China headquarters.
• Coordinate two-way stock allocation between China and Singapore: assess whether compliant slow-moving semi-finished products from China can be shipped to Singapore; design local promotion schemes to consume near-expiry ingredients in Singapore.

3. Procurement & Full Lifecycle Management of Suppliers for Both Markets

Domestic Supplier Management

• Source, onboard and audit core domestic raw material suppliers of Micun, including rice manufacturers, sauce factories, frozen semi-finished food plants, Yanbian pickled vegetable producers, freeze-dried vegetable suppliers, packaging factories and third-party co-packing central kitchens.
• Negotiate annual bulk purchasing terms and sign annual supply framework agreements; control unit purchase price, payment terms, minimum order quantity and emergency replenishment clauses.
• Conduct monthly supplier performance assessment covering on-time delivery rate, qualified rate of food material inspection, customer complaints and production flexibility; phase out unqualified vendors and develop backup manufacturers.
• Manage domestic third-party cold chain logistics providers and regional distribution contractors via tendering, quotation comparison and performance evaluation.

Compliance Management of Singapore Local Suppliers & Cross-border Export Vendors

• Screen and audit domestic manufacturers eligible for exporting food to Singapore; ensure factories hold SFA-recognized overseas registration, complete sanitary certificates, commodity inspection qualifications and full export filing records.
• Source local food suppliers in Singapore for fresh produce, partial seasonings and disposable supplies; compare landed import cost against local purchasing cost to optimize hybrid procurement structure.
• Centralize management of cross-border freight forwarders, customs brokers and Singapore local cold chain delivery partners; conduct regular price comparison and evaluate clearance efficiency as well as damage compensation mechanisms.
• Enforce label compliance requirements for export suppliers: fully English pre-packaged food labels with country of origin, ingredients and shelf life information to meet Singapore SFA food import regulations.
• Build dual-supplier backup mechanism: maintain two qualified export manufacturers in China for core bibimbap sauces and pre-cooked meat products to mitigate risks of factory shutdown or suspended commodity inspection.

4. Production & Central Kitchen Coordination

• Liaise with self-operated and outsourced central kitchens to release production schedules of pre-made sauces, frozen semi-finished dishes and pickled cabbages based on demand plans; monitor production capacity and delivery deadlines.
• Supervise three-temperature zone production, sub-packaging and vacuum packaging standards in central kitchens to adapt to temperature control requirements during long-distance cross-border sea transportation and reduce deterioration loss in transit.

• Oversee full inbound, outbound, storage and stocktaking processes of multi-regional domestic cold chain warehouses; standardize zoned storage for frozen, chilled and dry goods and retain full temperature tracking records.
• Optimize domestic urban delivery routes and deploy cold chain vehicles to guarantee daily/alternate-day on-time delivery to all domestic stores; monitor temperature fluctuations during transportation.
• Handle claims and accountability for damaged goods, delivery delays and food deterioration in domestic logistics.

Core Exclusive Responsibilities for China-to-Singapore Cross-border Import & Export

• Coordinate full-container export operations including container planning, sea freight booking and on-site loading supervision in China; separate refrigerated containers and dry cargo containers with full temperature tracking throughout transit.
• Prepare and verify complete export documentation: commercial invoice, packing list, certificate of origin, official sanitary certificate, commodity inspection report and HS code classification; cooperate with finance team for export tax rebate application.
• Full-process compliance management for Singapore import:Apply for SFA food import permits and TradeNet clearance approval in advance;Restrict imports of controlled commodities such as meat and pickled foods to SFA-approved manufacturers only;Settle Singapore import GST, handle customs inspections and SFA sampling tests, and resolve clearance abnormalities including cargo detention, non-compliant labels and missing certificates.
• Manage local cold chain delivery after cargo arrives at Singapore port: supervise container pickup at terminals, warehousing in local cold storage facilities and last-mile low-temperature delivery to stores.
• Cross-border risk control: restrict prohibited/restricted food items (fresh raw meat, certain dairy products); optimize container combination to lower inspection probability; establish emergency response plans for cargo detention and return shipment.
• Cross-border cost accounting covering sea freight, air freight, customs brokerage fees, terminal charges, import duties, GST and cold chain warehousing fees; continuously optimize logistics solutions with sea freight as primary option and air freight reserved for urgent replenishment.

6. End-to-End Food Safety & Quality Control

• Establish dual quality control standards complying with China national food safety regulations and Singapore SFA food import laws, covering the whole supply chain from raw material sourcing, production, warehousing, cross-border transportation to store delivery.
• Domestic quality control procedures: random sampling inspection of raw materials from suppliers, batch testing in central kitchens, temperature verification upon warehouse receipt and quality inspection at store delivery; archive all inspection records.
• Special quality control for cross-border exports:Mandatory official sanitary/veterinary certificates for every export batch;Packaging sealing and low-temperature protection testing to withstand 20–35 days of sea transit;Full English label compliance audit to avoid penalties issued by SFA;Secondary sampling inspection upon arrival at Singapore warehouses; isolate, destroy or return non-conforming batches to China.
• Emergency handling of food safety incidents: full supply chain traceability and corrective action plans for domestic customer complaints over food quality, non-compliant batches failed by Singapore customs sampling and deteriorated ingredients at retail stores.

• Take full ownership of end-to-end supply chain cost control, including domestic procurement, production, warehousing, domestic logistics, cross-border sea/air freight, customs clearance, Singapore local warehouse rental, material loss and after-sales compensation.
• Draft annual supply chain budget, track actual expenditure monthly and issue cost analysis reports; implement cost-reduction initiatives such as bulk purchasing, full-container consolidation and local alternative sourcing.
• Coordinate financial reconciliation for supplier payments, freight forwarder/customs charges and warehouse service fees; compile complete documentation for finance team to claim export tax rebates.
• Calculate Total Landed Cost for both markets; compare comprehensive costs of direct shipment from China vs local procurement in Singapore to optimize procurement mix.

8. Supply Chain Risk Control & Emergency Support

• Identify full-chain risks and formulate response contingency plans:Domestic risks: raw material price hikes, factory shutdown, logistics disruptions caused by extreme weather, food quality incidents;Cross-border Singapore risks: suspended commodity inspection, SFA policy changes, cargo detention due to customs inspections, surging sea freight, vessel schedule delays and breakdown of Singapore local cold chain facilities.
• Maintain safety buffer stock: keep core semi-finished goods in domestic warehouses and a 30–45-day inventory of key sauces in Singapore overseas warehouses to offset cross-border transit delays.
• Develop alternative resource pools: backup export manufacturers in China, multiple freight forwarders & customs brokers, a secondary cold chain warehouse in Singapore and local alternative ingredient suppliers.
• Monitor geopolitical, regulatory and epidemic risks; track updates of China export inspection policies and Singapore SFA import bans to adjust export cargo schedules proactively.

9. Digitalization, Process Optimization & Cross-department Collaboration

• Oversee domestic WMS/TMS inventory and logistics systems; connect ordering data from Singapore stores and overseas warehouse stock data to realize real-time stock synchronization between China and Singapore.
• Sort out and update supply chain SOPs for both markets, including domestic procurement & production workflows, China-Singapore export customs clearance procedures, Singapore warehouse receiving standards and abnormal issue handling processes; drive lean operations to cut material loss.
• Maintain regular cross-department coordination:Operations Team: store sales volume, new store expansion roadmap and stock preparation for promotions;R&D Team: raw material supply for new products and pre-audit of export compliance;Finance Team: budget execution, payment reconciliation and export tax rebate filing;Quality Control Team: implementation of dual-market inspection standards;Local Singapore Operations Team: store order placement, local warehouse management and customer complaint resolution.
• Continuous process improvement: reduce inventory turnover days, shorten customs clearance lead time, lower food loss rate and lift on-time delivery rate to retail stores.

10. Team Management

• Build the supply chain team consisting of procurement, planning, warehousing & logistics staff in China plus dedicated cross-border import & export specialists; clarify job responsibilities and performance appraisal metrics.
• Conduct team recruitment, professional training covering food import & export, SFA regulations and cold chain management, monthly performance reviews and talent pipeline development.
• Liaise with person-in-charges of Singapore local warehousing & delivery partners and unify their performance assessment standards.

11. Reverse Logistics & Waste Management

• Centralize collection, scrapping and record-keeping of near-expiry and damaged food materials in China.

Supply Chain Buyer / Program Manager — Electronics Manufacturing

We are seeking a commercially strong and execution-focused Supply Chain Buyer / Program Manager to manage procurement, supplier coordination, material readiness, cost control, and program delivery support for an electronics manufacturing operation.

This role requires a hands-on professional who can drive supplier performance, secure materials on time, manage purchasing priorities, support production requirements, and coordinate closely with internal teams to ensure customer commitments are met.

Key Responsibilities

Procurement & Buying

• Manage the purchasing process for assigned commodities, projects, or customer programs.

• Source, evaluate, and negotiate with suppliers to secure competitive pricing, reliable lead times, and suitable commercial terms.

• Issue purchase orders and follow up closely on order confirmation, delivery schedules, shortages, and supplier commitments.

• Monitor supplier performance in relation to cost, delivery, quality, responsiveness, and service level.

• Resolve purchasing issues, including price discrepancies, late deliveries, minimum order quantity constraints, and documentation gaps.

Program & Material Readiness

• Coordinate material readiness to support production schedules, customer delivery requirements, and project timelines.

• Work closely with Production, Planning, Engineering, Quality, Warehouse, Finance, and Management to resolve supply chain issues.

• Track critical parts, long-lead items, shortages, and supplier delays that may affect production or customer delivery.

• Maintain clear visibility of material status, open purchase orders, pending RFQs, supplier commitments, and delivery risks.

• Support new product introduction, engineering changes, urgent builds, and customer-driven program requirements.

Supplier Management & RFQ Control

• Lead RFQ activities, supplier quotation comparison, cost analysis, and sourcing recommendations.

• Review supplier quotations for price, currency, MOQ, lead time, payment terms, delivery terms, and validity.

• Prepare supplier comparison reports and support management decision-making.

• Maintain supplier communication records, quotation files, purchase order records, and sourcing documentation.

• Escalate supplier risks and propose recovery actions where delivery, cost, or quality issues arise.

Cost Control & Supply Chain Reporting

• Identify cost-saving opportunities through negotiation, alternative sourcing, supplier consolidation, and better purchasing controls.

• Monitor procurement spend, material cost trends, price variances, and supplier-related cost impact.

• Prepare supply chain reports covering RFQ status, PO status, shortage status, supplier performance, delivery commitments, and cost-saving progress.

• Support inventory optimisation by balancing material availability, lead time risk, excess stock, and cash flow impact.

• Drive continuous improvement in purchasing workflow, supplier follow-up discipline, and supply chain visibility.

Cross-Functional Program Coordination

• Act as the key coordination point between internal departments and suppliers for assigned programs.

• Support customer delivery commitments by ensuring supply chain issues are identified, tracked, and resolved promptly.

• Coordinate internal action plans for shortage recovery, urgent purchases, supplier escalation, and delivery prioritisation.

• Provide management with clear updates on program risks, material gaps, supplier blockers, and recommended next actions.

• Support audits, compliance checks, and ad-hoc operational requirements where needed.

Requirements

• Relevant experience in purchasing, supply chain, procurement, program coordination, or materials management.

• Experience in electronics manufacturing, contract manufacturing, engineering, cable harness, mechanical, or production environments will be an advantage.

• Strong understanding of RFQ, purchase orders, supplier negotiation, quotation comparison, lead time control, inventory planning, and supplier follow-up.

• Able to manage multiple suppliers, part numbers, purchase orders, and program priorities at the same time.

• Strong analytical ability with good cost-control, reporting, and problem-solving skills.

• Proficient in Microsoft Office, especially Excel, Word, Outlook, and procurement tracking tools.

• Experience with ERP, MRP, inventory systems, or supply chain dashboards will be an advantage.

• Good communication and negotiation skills, with the ability to work across departments and with external suppliers.

• Highly organised, detail-oriented, and able to operate under time-sensitive production or customer delivery pressure.

Preferred Attributes

• Experience handling electronic components, cables, harnesses, PCB assemblies, mechanical parts, sheet metal, or manufacturing consumables.

• Familiarity with shortage management, supplier escalation, RFQ tracking, cost-down projects, and production material planning.
