The Software Manager is responsible for leading and governing all software engineering activities within an ICT public sector project in Singapore. This role ensures that software solutions are designed, developed, tested, and maintained in compliance with Singapore Government standards.

Software Strategy, Architecture & Governance

• Define the software engineering approach and delivery framework aligned with GovTechguidelines, IM8 policies, and ISO standards.
• Provide leadership over the project's core technology stack, including Microsoft SQLServer databases, C# programming environments, and native Azure cloud services.
• Establish and enforce robust processes for software design, implementation, testing, andconfiguration management aligned with ISO/IEC 12207 and ISO 9001.

Software Design, Integration & Validation

• Lead detailed software design documentation, ensuring strict traceability between requirement and technical architecture
• Oversee complex application integration utilizing REST APIs over HTTP, IBM MQ and IBMApp Connect Enterprise (ACE)
• Govern specialized custom system developments, including custom dispatch rulesengines, operational hubs (AGIL Ops Hub), and voice automation servers
• Conduct technical and architecture design reviews with government stakeholders,agencies and central governance panels.

Software Development Management and Delivery

• Manage full Software Development Lifecycle (SDLC) aligned with GovTech Agile/Hybriddelivery models.
• Oversee day-to-day Software Development Process Group activities, ensuring engineering teams meet sprint/project milestones within scope and budget.
• Coordinate seamlessly with cross-functional teams including cybersecurity, infrastructureand QA to ensure the continuous integration and deployment.

Quality Assurance, Analytics & Reporting

• Define unit testing strategies, secure code scanning practices and enforces overall quality metrics
• Oversee the implementation of Microsoft Power BI to build statistical reporting and dashboard against backend SQL Server databases for performance and operational insights
• Manage defect tracking, root-cause analysis and continuous improvement processes in compliance with ISO 9001.

Safety & Security & Compliance

• Implement secure SDLC practices (DevSecOps) to ensure compliance with IM8, ISO/IEC 27001and GovTech cybersecurity policies.
• Support system safety analysis, vulnerability assessments and mitigation strategies forcritical public safety/ operations components

Stakeholder Management

• Act as the primary software engineering point-of-contact for government agencies,external vendors and internal project leadership.

Qualities We Value

We are looking for a Solutions Architect (P7) to serve as the technical backbone of Amap's overseas open platform business. This role bridges our product capabilities (Map APIs, SDKs, location services) and customer business scenarios — translating technology into value, enabling BD to close high-value deals, and empowering channel partners to deliver independently.

Job Responsibilities

• Customer Solution Design: Conduct in-depth discovery of overseas enterprise clients' business scenarios and technical architectures; design tailored solutions leveraging Amap's Map API/SDK capabilities (geocoding, routing, real-time tracking, geofencing, map rendering, POI search); deliver high-quality solution documentation including architecture diagrams, integration guides, and competitive comparisons.
• Industry Playbook & Standardization: Lead the creation of reusable, industry-specific solution playbooks for priority verticals (logistics, e-commerce, mobility/ride-hailing, travel OTA, IoT); abstract individual project learnings into scalable frameworks covering "scenario → product mix → integration path → ROI narrative."
• Pre-sales Technical Engagement: Own the full pre-sales technical cycle — requirement discussions, product demos, Proof of Concept (POC/PoV), and technical Q&A; for competitive win-back opportunities (migrating from Google Maps / HERE / Mapbox), develop migration blueprints, compatibility analyses, and TCO comparisons.
• Channel Enablement: Deliver systematic product training to channel partners; produce sales toolkits, demo assets, and industry playbooks that enable partners to independently qualify and close mid-market opportunities; establish technical support SOPs to progressively elevate partner self-delivery capability.
• Product Feedback Loop: Systematically capture customer requirements and competitive intelligence; deliver structured "requirement → priority → business value" analyses to product teams to influence roadmap; contribute technical content for industry events (webinars, whitepapers, conferences) to build Amap's solution mindshare in the overseas developer ecosystem.

Job Qualification

• Experience: 5+ years in ToB pre-sales, solutions architecture, or technical consulting; minimum 2 years involving overseas clients or cross-border products; proven ability to independently design and deliver mid-to-large scale project solutions end-to-end.
• Technical Depth: Strong understanding of map/location technology stack — positioning, map rendering, navigation, geocoding, POI search, route planning — at both API/SDK product level and underlying technical principles.
• Platform Familiarity: Hands-on experience with at least one major map platform (Google Maps Platform, HERE, Mapbox, Baidu Maps, or Tencent Maps); able to articulate product differences and customer migration pain points.
• Solution Presentation: Excellent ability to independently produce and deliver compelling solution proposals, architecture walkthroughs, and client-facing presentations to both technical (CTO/engineering leads) and non-technical (C-suite/product) audiences.
• Language: Proficient in English and Chinese (Mandarin) is required, as this role involves daily collaboration and architectural discussions with the R&D teams based in China.
