JOB DESCRIPTION

A Fortune 500 multinational enterprise, A1 Contractor, is looking for candidates of Business Development Executive for its Singapore branch.

1. Tender Coordination & Process Management

• Assist in project-oriented business development activities, with a primary focus on the end-to-end coordination of tender preparation.

• Monitor internal submission processes, ensuring that all documentation, pricing in puts, and compliance checks are completed accurately and submitted before strict deadlines.

• Liaise with technical, commercial, and legal teams to track the progress of bids and facilitate the timely execution of deliverables.

2. Client & Partner Engagement

• Support the development and maintenance of strong relationships with key clients, consultants, joint venture partners, and other stakeholders to foster long-term business growth.

• Assist in organizing and preparing for client meetings, presentations, and site visits, ensuring a professional representation of the company.

• Act as a point of contact for partner queries during the pre-qualification and tender stages.

3. Market Research & Intelligence

• Conduct thorough market research by gathering and organizing relevant information on industry trends, competitor activities, and emerging project opportunities in Singapore.

• Analyze data related to labor, material costs, and government land sales (GLS) to support strategic decision-making.

• Maintain and update departmental records, project trackers, and client databases to ensure easy access to historical data.

4. Reporting & Documentation

• Assist in drafting comprehensive reports on business development activities and market findings in Singapore.

• Provide insights and recommendations based on market trends, tender success rates, and feedback from clients to refine future bidding strategies.

• Prepare presentations and documentation for management reviews and HQ reporting requirements.

REQUIREMENTS

• Degree / Diploma in civil engineering/project management/quantity surveying or equivalent

Job Purpose

To support the QHSE function across multiple active projects and corporate-level governance by managing administrative, documentation, audit coordination, and regulatory correspondence. This role ensures the effectiveness, integrity, and audit-readiness of the Integrated Management System (ISO 9001 / ISO 14001 / ISO 45001), while enabling the QHSE operations team to focus on high-risk operational reviews.

Key Responsibilities

ISM & Document Control

• Maintain and administer document control for the Integrated Management System (ISO9001 / 14001 / 45001).

• Manage controlled procedures, forms, registers, and revision tracking to ensure document integrity and traceability.

Audit & Certification Coordination

• Coordinate and schedule internal audits, external audits, surveillance audits, and certification renewals (ISO, bizSAFE, ConSASS).

• Track and follow up on CARs, NCRs, audit observations, and evidence submissions, ensuring timely closure and audit readiness.

Regulation & Authority Correspondence

• Centralize and maintain accurate records of correspondence with MOM, NEA, PUB, SCDF, BCA.

• Manage inspections records, notices, summonses, penalties, and regulatory submissions.

Reporting & Management Support

• Prepare and consolidate monthly QHSE dashboards, KPI reports, and management review inputs for senior management.

Operational & Administrative Support

• Manage scheduling for audits, training sessions, inspections, and meetings.

• Support tender submissions by preparing and compiling QHSE-related documentation.

• Ensure confidential and controlled QHSE documents are handled professionally at all times.

Job Requirements

• Diploma in Business Administration, or a related discipline.

• Minimum 3 years of relevant experience in QHSE, HSE, QHSE, or ISO-related administrative roles, within the construction sector.

• With working knowledge of Integrated Management Systems (IMS) and document control requirements.

• Proficient in Microsoft Office applications including data consolidation, report preparation, and dashboard support.

• Ability to manage multiple deadlines, maintain accurate records, and ensure document integrity and traceability.

• Strong attention to detail with a high level of accuracy.

• Good coordination and communication and skills to liaise effectively with project teams, auditors, and authorities.

• Demonstrated professionalism in handling confidential and controlled QSHE documentation.
