Key Responsibilities

• Implement marketing initiatives to support the growth strategy for Corporate & Investment Banking in Singapore, ASEAN and South Asia region

JOB SUMMARY

To manage and execute (SCB”s) Deposit strategy and Cost of funds management for Credit Portfolio Management (“CPM”). The role envisages driving deposit strategy & optimised liabilities mix at Group, Solo and key country designated balance sheets working closely with the Business, Treasury and Finance teams. with a view to achieve increased return on tangible equity (“RoTE”) for the Bank.

RESPONSIBILITIES

Strategy

• Lead enterprise-wide strategy for deposits, including deposit pricing governance, deposit mix optimisation and coordination with Business lines to support growth & profitability.

• Collaborate with Senior management, Business stakeholders, Treasury, Business & Country CFOs to manage and promote the Bank’s deposit strategy and COF management.

• Forge strong partnerships with increased focus on the importance of external pricing. Other areas of focus include rate sensitivity, price elasticity, passthroughs and margins.

• Support the business in the growth of quality deposits, Cost of Funds management and improving returns.

• Lead the development of an analytical-driven team to uncover both internal and competitor insights for improved management decision making

• Partner with Businesses to ensure strategic growth in the corporate plan continues to improve on entity returns and has a resilient capital and liquidity position.

• Collaborate with businesses to drive awareness around client dynamics and behavioural patterns across different interest rate cycles and its associated impact on forecasted Balance Sheet shape

Job Summary:

Operational, Technology and Cyber Risk (OTCR) is a second line-of-defence Risk department that provides independent challenge, guidance, and oversight of first line-of-defence (1LoD) risk management. OTCR comprises coverage teams that oversee risk in the Bank’s lines of business and SME teams that provide deep expertise, setting the Bank’s OTCR risk management approach. OTCR sets the Bank’s approach for managing Information and Cyber Security (ICS) and Technology Risks. Both ICS and Technology risk are owned in 1LoD. OTCR provides independent oversight, guidance, and partnership to 1LoD risk management.

This is a Band 6, individual contributor position based in Singapore. It reports directly to Head, OTCR T&O International Markets, Policy & Regulatory Management. It is a permanent position requiring strong experience with Singapore and Malaysia’s regulatory landscape and deep knowledge of ICS & Technology risk.

This position spans two roles; a Technology & Operations (T&O) coverage role and an ICS & Technology SME role.

For the coverage role, the person will be responsible for review, challenge and (if relevant) approval of operational, technology and cyber risk matters in the Technology & Operations business unit.

For the SME role, the person will help, guide, and support informed decision-making and risk management with specialist knowledge and expertise. The role will be delivered through consultation, stakeholder engagement and SME insights.

A CFCR Advisory role for Transaction Banking (TB) focused providing expert, risk-based support to business and/or functional teams (dependent on CFCR team remit) on digital asset activities, ensuring consistent application of frameworks, regulatory integration, and capability development across the enterprise for Cash. • Taking ownership of incoming queries by not handing them off, taking a leading role in actively becoming the go-to person for the business/function and ensuring advice provided is consistent throughout CFCR Advisory in relation to TB Business, and ensuring there is timely and proactive reporting to the oversight of Executive Director, Group CFCR Advisory TB, Cash.

• Support the provision of timely regulatory compliance advice to ensure compliance with all relevant laws and regulations and support the transition to pro-active and pre-emptive compliance and conduct risk mitigation.

Processes

• Maintain functional and practical alignment with DA COE Hub to ensure consistent interpretation of regulatory requirements and policy intent.

• Participate/lead for Cash where appropriate, cross-CFCR (and other functions, if applicable) calibration sessions and thematic reviews led by the DA CFCR hub.

• Contribute knowledge sharing though documenting case precedents, lessons learned and insights for the enterprise knowledge base.

• Support the design and delivery of training modules aligned to key DA risk themes or specific to Cash CFCR products and/or personas.

• Act as a key agent (or lead, where asked) on DA for Cash CFCR advocacy, regulatory consultation, policy updates and rollout, updates to frameworks and guidance both internal in the function and with the business as required in the BAU Cash CFCR team’s remit

Risk Management

• Support efforts to ensure the effective management of Casj CFCR matters, management of regulatory issues that have a significant impact on the Bank and support relevant stakeholders to respond to regulatory questions.

• In the event of serious regulatory breaches, or where risk tolerances have been breached, ensure appropriate and timely escalation within the Group and that actions are taken quickly to remediate and/or activities are ceased. Ensure proactive and timely identification, assessment, advice and dissemination of evolving regulatory changes/practices and associated risks impacting TB business.

• Collaborate with other CFCR teams to support a programme for conduct, financial crime and compliance monitoring, surveillance and/or assurance for TB Cash business.

• Support the provision of robust second line challenge and oversight of risk acceptance, mitigating action plans and processes owned by Cash business including (but not limited to) specific Risk Framework Owner oversight of processes in Cash business. Pro-active identification of risks and concerns, including escalation to all relevant stakeholders. Ensuring there is timely and proactive reporting to the group oversight of Executive Director, Group CFCR Advisory TB, Cash.

• Ensure effective management of compliance matters, and in collaboration with the rest of the Compliance team, effectively manage regulatory issues that have a significant impact on the Bank.

• Provide reports and/or escalate to relevant risk and control committees and management group on key CFCR risks and issues.

• Maintain adequate management MI / trackers across all aspects of their coverage and responsibility to ensure all issues and matters are tracked, followed, regularly assessed and reported on.

Markets, Credit Trading (“CT”) provides solutions for clients through various products across regions. The Central Credit Unit (“CCU”) sits as a buy side portfolio and deploys balance sheet, capital and liquidity to achieve higher return on capital and generate higher revenue through investments in high quality investment grade spread assets.

Key Responsibilities

Business

• Responsibility includes managing and delivering appropriate returns on the CCU Portfolio which optimises the use of balance sheet through purchases and sales of a variety of spread securities.

• The role includes identifying opportunities in the spread bond market across various asset types which not only meet various return hurdles but also minimises risk and volatility whilst maintaining an appropriate level of diversity in the portfolio.

Risk Management

• The role involved active risk management on the CCU portfolio looking market and credit risks across rates and credit. The portfolio risk management is important where we consider concentrations by sector and geography. It’s important to for the person in the role to consider capital impacts from each position and from a portfolio view to assess the risk that is being run. Also, complete understanding and maintaining exposures within prescribed risk limits is essential.

Governance

• It is essential that the person in the role manages the extensive governance requirements from booking trades, report sign off and maintain requirements for SCBs risk and regulatory framework. This extends to completing e-learning’s on time.

Job Summary

The Payment and Treasury Solutions team (PTS) is accountable for designing, structuring and delivering non-vanilla and bespoke cash management and Treasury solutions to our client base using a range of products within SCB and from external partners, as appropriate.

PTS is a core part of the product management team that is accountable for ensuring that the solutions developed are in compliant with the Bank’s policies and procedures, regulatory framework as well as ensuring that the products and process are in line with market needs and overall strategic product directions.

This team engages/consults with clients on their bespoke or complex needs and provides solutions which are customised. This team also leads best practice sharing sessions with clients and prospects on areas like Treasury centre setups, In-house bank structures etc.

This role requires direct sales / structuring experience and proven ability to interact with senior external stakeholders (MNC clients). Experience in working with a corporate treasury, finance or digital teams in an added advantage.

This position will require dealing with clients across regions given the nature of the PTS function.

Key Responsibilities

Strategy

• Develop plan for successful execution of global PTS strategy in local region and countries.

• Develop plan for business development through best practice sharing sessions, innovation workshops and futuristic solutioning for key clients.

Business

• Build business momentum and pipeline by:

• Engaging internal teams to cross-sell cash solutions

• Sharing best practices from the industry and represent the Bank at conferences and events

• Hand holding clients through complex strategic transactions as one of their trusted partners

• Establishing solid relationship and third-party partnerships such as consulting firms to facilitate franchise growth

• Develop market unique treasury solutions based on client needs

• Deliver budget, through active management of:

• Revenue (existing and new revenue streams)

• Penetration of the product: No. of clients using the products in country

• Returns (i.e. product profitability) at a deal or client level.

• Build deep and comprehensive knowledge of client industry sectors, their drivers, commercial processes, how they compare with their peer group on debt, working capital, best practices in treasury and liquidity management, etc

• Identify new business opportunities and revenue pools whilst articulating how the product capabilities can solve for client needs and requirements

• Work closely with the relevant data teams to develop solutions for client needs based on data

• Actively mitigate identified business pain points, by evaluating pragmatic solutions that have wide applicability and have potential for replication for the countries/markets

• Within the country, leads solution identification and brainstorming sessions with client facing teams (TB Sales, GB RMs, CB RMs) to generate leads

• Engage in best practice sharing and education of clients on use of sophisticated solutions to meet their needs

• Provide business solutions for complex deals or RFPs to drive sales and solutions

• Meet and engages clients to understand their needs or to provide solutions for their explicit or implicit needs using a consultative sales approach

• Promote replicability of solutions by educating RMs and Sales on successful solutions so they can be transitioned to BAU sales.

Processes

• Working with and through the relevant implementation and operations teams to ensure successful and smooth delivery of solutions

• Where relevant provide critical feedback to the relevant teams and conducting post implementation review analysis through client feedback and incorporates good practices in subsequent implementations

• Track clients’ deal utilization with a view to achieve utilization targets.

People and Talent

• Responsible for leading, directing and influencing colleagues and partners to deliver the priorities of Transaction Banking Product Management including:

o Creating momentum and conviction towards the type of complex solutions required by clients (Business Leadership)

o Sense making the business context and drivers, while adopting a strategic mindset to advise clients and internal business partners on solutions (Client Leadership)

o Providing guidance, coaching, mentoring and development to product and sales teams around complex solutions whilst role modelling nimble learning (People Leadership)

o Driving collaboration between RMs, TB product and the TB Sales team to optimize benefit to the client through product differentiation and delivery

o Providing advisory, constructive challenge and thought leadership perspectives on a range of opportunities and challenges in country and across markets covered by the role (Thought Leadership)

• Responsible for understanding and anticipating various future industry trends in country and across the markets, reviewing target client segments, solutions and capabilities required to meet the requirements.

Risk Management

• To be able to articulate to the client, risk and other relevant teams on how a proposed solution meets client needs, enable it to be more efficient, enable it to grow and scale its business, mitigate its risks and how it helps in a wider investor participation for a financing where required.

• Build deep and comprehensive knowledge of legal aspects linked to an instrument, debt, security in the relevant jurisdictions; local regulations and initiatives of local industry bodies to stay ahead of the regulatory change agenda and/or how it affects the solutions.

• Take the initiative regarding regulatory, reputational and ethical matters by providing proactive advice to clients and sales teams

• Ensure adherence with the highest standards of ethics, and compliance with relevant policies, processes and regulations

• Ensure appropriate TB inputs are incorporated in Deal Review / BCA / Term sheet / Pre-Screening review / Credit

• Working with Global Head of PTS as well as the Global Head of Escrow Solutions, Product Management to effectively identify, escalate, mitigate and resolve risk and compliance matters in a timely manner.

Governance

• Accountable for all product related risks for deals and solutions executed for clients

• Identify and mitigates operational, credit, regulatory, legal, fraud and risks in a transaction.

• Evaluate current processes or solutions via a business Conduct lens.

• Ensure the relevant approvals (including compliance with relevant deal review guidelines) for a transaction or client engagement are sought and can be produced for an audit review at any point in time

• Understand compliance, AML and FCC risk and applies appropriate risk mitigation processes.

• Conduct frequent portfolio reviews to ensure the portfolio of transactions have all required approvals and all conditions of approval are met with at all points in time.

Regulatory and Business Conduct

• Display exemplary conduct and live by the Group’s Values and Code of Conduct.

• Take personal responsibility for embedding the highest standards of ethics, including regulatory and business conduct, across Standard Chartered Bank. Our Ideal Candidate

• 15+ years of work experience in Corporate Treasury or Treasury Consulting

• Expertise with setup of treasury centres, In-house banks and complex liquidity solutions

• Proven track record of solutioning mindset and co-creations using new technology

• Proactive and positive with the ability to make good / sound decisions and use independent judgement

• Interpersonal skills in networking, influencing and decision taking
