• Negotiate and engage with key stakeholders and vendors to facilitate delivery and compliance with Bloomberg’s Procurement Framework
• Develop, implement and enhance sourcing strategies and manage a robust sourcing pipeline
• Determine specifications and requirements for products and services through collaboration with stakeholders and the departments’ strategic plans and needs
• Be able to make sourcing recommendations based on financial analysis, cost structure of categories, vendor alignment with Bloomberg’s goals and strategies, and vendor position in their industry alongside marketplace offerings
• Understand the internal and external environment for the goods/services required by the business
• Support change management and adhere to purchasing frameworks and vendor risk management policies
• Effectively communicate impact of market changes and potential effects on vendors to stakeholders
• Persuasive and able to align cross-functional teams with different goals and complexities
• Deliver outstanding customer service and support regional sourcing opportunities
• Innovate within the procurement space; look for new ways to structure S2P programs and/or categories

You'll need to have:

• Minimum 10+ years’ experience in Strategic Sourcing / Procurement roles
• Proven category experience in Capital Works and Facilities Management, including A&A works, office renovations, facilities operations, and MEP/infrastructure projects.
• Experience leading regional sourcing initiatives across the Asia Pacific region
• Proven experience operating in a commercial environment, with a demonstrated ability to lead complex commercial and contractual negotiations, conduct competitive market analysis, and manage supplier performance through structured metrics and scorecards
• Strong stakeholder management and communication skills
• Demonstrated project management experience with the ability to drive outcomes
• Highly organized, detail-oriented, and able to work independently
• Comfortable navigating ambiguity while maintaining structure and control
• Strong judgment with the ability to make sound, timely decisions
• Solid contractual knowledge with strong negotiation capabilities
• Understanding of contract law and relevant regulatory frameworks
• Adaptable and quick to learn new tools and systems relevant to the role
• Excellent written and verbal communication skill in English
• Demonstrated continuous growth within an organisation
• Bachelor's degree or degree-equivalent qualifications

Job Description:

• Conduct feasibility studies of prospective projects to evaluate profitability and sustainability of production operations
• Design manufacturing plans for machining, forming, joining and other relevant processes based on project requirements
• Determine additional infrastructure requirements to support manufacturing and production requirements
• Oversee production timelines against production status reports
• Approve production strategies proposed by team members after evaluating budgets and resources
• Verify feasibility of design specifications for equipment installation locations and set-ups
• Review vibration analysis, thermal analysis and other performance test results to confirm installation techniques
• Strategise appropriate launching methods for ships
• Verify acceptability of ballast tank conditions prior to launch
• Produce keel laying plan for launch
• Take stock of individual machinery, equipment and system status on board ships and/or rigs prior to launch
• Prepare emergency response procedures for launch failures
• Verify commissioning requirements proposed by team members
• Review commissioning test results
• Manage a team of production engineers
