PURPOSE OF THE FUNCTION

The Executive, Facilities Management is responsible for ensuring the safe, reliable, compliant, and efficient operation of all building operation systems within the shopping mall, including fire alarm, CCTV, card access, PA, plumbing, electrical, toilet equipment, electrical distribution. The role supports business continuity, tenant satisfaction, asset performance, and full compliance with statutory and operational standards.

JOB DESCRIPTION

Responsible

1. Execute and oversee daily operations and maintenance of M&E systems to ensure optimal performance, safety, and minimal downtime.
2. Supervise contractors and vendors for M&E works, ensuring compliance with scope, specifications, safety requirements, and quality standards.
3. Monitor and upgrade preventive, corrective, and predictive maintenance programs for all M&E systems.
4. Ensure compliance with statutory and regulatory requirements (DOSH, Bomba, Suruhanjaya Tenaga, OSHA, IKANO) through inspections and audits.
5. Prepare, review, and maintain maintenance records, technical reports, and documentation for audit and management purposes.
6. Monitor and manage work orders via CMMS (e.g., Yardi) to ensure timely execution and closure.
7. Coordinate and respond to tenants and internal teams to resolve M&E-related issues and ensure service continuity, and attend management, departmental, and cross-functional meetings.
8. Attend fit-out pre-opening inspection, event inspection and conduct routine inspections of electrical and mechanical systems to identify defects, risks, and improvement opportunities.
9. Support project works, upgrading, and system improvement initiatives related to M&E services.
10. Support energy management and sustainability initiatives, including monitoring of electrical consumption and system efficiency.
11. To transfer technical knowledge, operational procedures, and best practices from Executive-level staff to Technicians, ensuring consistent performance, safety compliance, and skill development.

Accountable

1. Ensure the overall performance, reliability, and availability of M&E systems including electrical distribution, HVAC, MV systems, plumbing, fire protection, lifts, and escalators.
2. Compliance with statutory and safety requirements including Local Authorities, DOSH, Bomba, Suruhanjaya Tenaga, OSHA, and MyTOWN SOPs.
3. Planning, execution, and effectiveness of preventive maintenance programs for M&E systems.
4. Management of M&E breakdowns, fault response, and minimization of operational and tenant impact.
5. Asset lifecycle management, energy efficiency performance, and maintenance cost control.

Contribute

1. Provide technical input for M&E system upgrades, retrofitting, and asset replacement planning.
2. Support Assistant Manager in maintenance planning, budgeting, and cost optimization.
3. Contribute to root cause analysis (RCA) and continuous improvement of M&E system reliability.
4. Support coordination during mall events, peak periods, and emergency situations.
5. Assist in improving SOPs, maintenance procedures, and safety practices for M&E operations.

About the Role:

• Organise, co-ordinate and control the FMC team, sub-contractors appointed by the Client and visiting subcontractors. Collate and manage all technical specifications, O&M documentation, drawings and compile all maintenance programs from all sub-contractor. Track and monitor the maintenance programs by using the appropriate software and spreadsheets
• Manage emergency and ad-hoc repairs, breakdowns and trouble-shooting. Provide technical support and attendance where necessary and act as an Authorised Person. Manage and act as the co-ordination point between the various subcontractors and/or Vendors appointed by the Client;
• Consolidate and provide technical reports or findings to the Client; Oversee the management of the Permit to Work systems;
• Oversee the health and safety management. Ensure Permit- to-Work (PTW) is approved and proper submission of all risk assessment reports by all sub-contractors, including those appointed by the Client, before the works are executed, proper filing of the reports and implement inspection and spot checks to ensure compliance to risk assessment by the sub- contractors;
• Deputise as required for the Director;
• Works management such as preparing monthly progress reports, certification of work completed to the required standard, issue and control of variation orders, etc;
• Assist in the day to day ‘running’ of the Property;
• Carry out periodical and statutory inspections in an agreed format and manner with the Client and provision of management reports thereafter;
• Shall manage customer service related issues, ensure proper response and action items with customers (any tenants / Occupant / staff or members of public) are closed in a timely and professional manner;
• Also be responsible for the office management functions, office support services and administrative support to the Client; and
• Any other work necessary for effective operations of the Property or as directed by the Client.

The Role:

Role Purpose
The Facilities and Property Executive supports the Facilities Manager in the day-to-day administrative and operations of the Sentosa Sensoryscape project. The role focuses on administrative coordination and on-site supervision of sub-contractors, including those engaged directly by Sentosa Development Corporation, acting in a Managing Agent (MA) support role to ensure service standards, site presentation, and compliance are consistently maintained.

In addition, the role involves coordinating with relevant stakeholders, including operations teams, event organizers, tenants, and government agencies, to support daily operations and special events effectively.

Working Hours

• Based on a 5.5-day work week subjected to operational requirements.
• Availability to work on weekend, public holiday, and after-hours support may be required to support Sentosa events, peak periods, or operational needs.

  Key Responsibilities

1. Administrative & Coordination Support

• Conduct routine site inspections to monitor cleanliness, landscape, system conditions, and overall site presentation.
• Record observations, follow up on rectification works, and report non-compliance to the Facilities Manager.
• Monitor contractor attendance, manpower deployment, and operational efficiency.

3. Site Operations and Event Support

• Act as a point of contact for day-to-day site matters.
• Assist in handling service requests, feedback, and minor complaints from both internal and external stakeholders.
• Coordinate with internal teams and external vendors to support smooth site operations, including support for events.

4. Compliance, Safety & Standards

• Assist in ensuring contractors comply with site rules, safety requirements, and Sentosa standards.
• Support inspections, audits, and compliance checks (e.g. internal audits, client inspections).
• Ensure proper documentation and records are maintained for accountability and traceability.

Requirements

• Diploma or equivalent qualification in Facilities Management, Property Management, or related field.

Key Responsibilities:

• Provide support, advice, and ensure adherence to all Policies and Procedures for the Management of Health and Safety within the company.

• Plan, execute, and supervise facilities activities related to the effective management and maintenance of the property.

• Supervise and work with a team of outsourced technicians responsible for general maintenance tasks, repairs.

• Manage and support, where necessary for event and AV setup and logistical operations

• Review the team's work processes to optimise resource utilisation for maximum productivity.

• Ensure all facilities are in proper working order, maintaining smooth daily building operations.

• Manage term contractors for general maintenance of the Building, including Housekeeping, Pest Control, Landscaping, Hygiene Services, Document Disposal, Waste Management, Sand Pit Raking, Vending Machine, Playgrounds, and Audio Visual Systems.

• Prepare maintenance, painting and repair schedules and programs during school holidays.

• Ensure vendors' and contractors' work complies with company quality standards and statutory regulations.

• Manage the onboarding of term contractors, ensuring all necessary documents are completed and submitted to relevant stakeholders.

• Manage and maintain security systems for all staff, contractors (card printing, card encoding, scheduling and programming as well as troubleshooting Salto, EM locks.

• Assist in coordinating with authorities for building facilities and equipment inspections to meet local safety requirements and standards.

• Obtain and prepare quotations, tender specifications, invitations for quotes/tenders, etc, along with raising a purchasing request.

• Provide technical assistance and advice on property matters.

• Investigate, analyse, and resolve reported breakdowns and faults to prevent future occurrences.

• Act as the main point of contact for responding to facility and system failures.

• Conduct daily, weekly, and monthly inspections of key facilities, systems, and critical areas within the company and ensure all follow-ups are completed in a timely manner.

• Ensure prompt resolution of all key responsibilities and breakdowns.

• Meet with the term contractors to ensure KPIs are being adhered to.

• Supervise contractor and facilities maintenance work during evenings and weekends as required.

• Perform hands-on repair work and basic installations when necessary.

• Undertake any other ad-hoc duties as required to ensure the efficient operation of the company.

• Manage teams of third-party vendors to ensure an outstanding service is delivered and maintained.

Position Requirements

• At least 3 years of relevant maintenance of M&E systems and facilities operations will be advantageous

• Possess good practical knowledge in building maintenance with initiative and good analytical skills

• Oversee tenancy management matters, build strong rapport with tenants and provide support on tenancy works.
• Oversee tenant’s fit-out work and landlord’s tenancy works. Requirements

• Diploma / Degree in facilities, property, building and/or real estate management.

Overview

The Facilities Executive is to coordinate the facilities support requirements across the whole campus, reporting to the Facilities Supervisor, and ensuring all facilities-related administration and documentation are handled effectively.

General responsibilities and duties

1. To assist the Facilities Manager in managing all the facilities related administration and documentation, including, but not limited to:

   • Ensuring procurements are carried out in accordance with school policy;.

   • Monitoring of Facilities Contracts and filing of all relevant documents;

   • Tracking and management of Fixed Facilities Assets;

   • Liaising with government bodies such as NEA, PUB, BCA, etc. to ensure timely application/renewal of all facilities licenses and requirements.

   • Liaising with vendors to ensure timely payment and receiving of goods.

   • Monitoring of facility booking systems for events.

2. To support the Facilities Manager in coordinating the facilities support requirements across the whole school.

3. As part of the facilities team, to enhance the team’s capabilities and capacities to:

   • Provide facilities support for multiple and concurrent school events;

   • Manage all room and office facilities fitting requirements for new and A&A building projects;

   • Manage adhoc renovation requirements;

4. To manage and develop the school's facilities rental system, with the following main responsibilities and job scope:

   • Be the single POC for all requests to rent or use the school facilities, both internally and externally.

   • Verify the Who, Want, Where, When, Why of all requests to rent or use the school's facilities, beyond those that are part of the schools' curriculum. 

   • Perform an initial check to ensure that the requested use of the school's facilities does not clash with any internal bookings, which should be accorded with higher priority. 

   • Make a recommendation and check with the COO whether the request could be supported.  COO to confirm with ELT if need be.

   • Upon confirmation of supportability and rental rates, draft the rental contract and Terms and Conditions document for approval by COO.

   • Send approved rental contract and Terms and Conditions to requester for confirmation and acceptance. 

   • Upon acceptance by the requester, do a tentative reservation of the requested facilities and liaise with the Finance Office to send invoice to the requester for payment, and ensure that full payment is made before the deadline.

   • Upon full payment, confirm the booking of facilities and coordinate with the requester for ground recce of the facilities and support requirements.

   • Ensure that the requester submit the detailed list of personnel and vehicle accessing the school and forward this to the Admin Manager and Security Supervisors, at least 3 days before the date of usage.

   • Send a weekly reminder to the security office prior to the weekend on all approved usage of facilities.

   • Follow up with the requester should there be issues with regard to the rental or usage of facilities, such as damages or cancellation due to inclement weather.

   • For repeated bookings, ensure that this is done on a monthly basis upon confirmation of the school's own requirements, and liaise with the Finance Office to ensure timely billing. For example, to monitor the usage of the football fields by SMSA and advise the Finance Office on the amount of overtime security staff support to bill.

   • Compile a bi-annual report of the facilities rental income. 

   • Regularly review the system of facilities bookings and rental with aim to improve the efficiency of the process.    

5. Any other duty as assigned by the COO/Facilities Manager.

• Diploma or above in Facilities Management or related field

• Proficient in English, both written and verbal

• Experience in digital transformation in facility management
