Description of Division

You will be part of the Regional Team under the Service Management Division of KidSTART Singapore Limited (KSL). Key Responsibilities

1.       Service Management (KSL and Funded Partners)

a.       Assist and support the Regional Head to carry out regular contract management and programme monitoring of KSL teams, hospitals and KSAs to ensure compliance with Funding Agreement and drive achievement of programme deliverables.

b.       Assist the Regional Head to support the design, planning and implementation of operational initiatives.  This includes contributing to alignment with Service Standards Requirements and leveraging on dashboards and data analysis to monitor performance and inform decision making.

c.       Act as the primary liaison officer between KSL, hospitals and KSAs, leading efforts to review and strengthen collaboration. 

d.       Conduct data verification in accordance with funding agreement and service standards requirements.

e.       Monitor manpower recruitment and training of KSPs, hospitals and KSA staff to ensure capacity and capability in service delivery.

f.       Perform main liaison role between KSL, ComLink+ and KSAs to support the KidSTART-ComLink +integration.

g.       Supervise incident reporting, incident management, and investigation to ensure appropriate resolution.

h.       Provide support to KSAs in times of crisis to ensure continuity of service to KidSTART families.

1.      Operational Data Analysis

a.       Consolidate and analyse KPI and performance data across KSL and KSAs. This includes tracking trends, identifying performance gaps, and highlighting risks against service standards and programme requirements.

b.       Develop and coordinate action plans in response to KPI outcomes, audits or performance reviews through working closely with service delivery teams to track progress, follow up on deliverables, flag delays or emerging risks.

c.       Analyse service delivery data, including caseloads, workload distribution and service intensity to identify service gaps, operational bottlenecks and opportunities to improve processes, reporting and operational efficiency.

d.       Assess factors that affect service delivery and outcomes to better curate solutions to improve service delivery outcomes.

e.       Provide timely feedback to Service Management Teams, Ops Planning and Programme Development teams to support informed decision making.

f.       Work closely with other divisions to align data, insights and action plans.

• Exposure to data centre operations, electrical systems, ACMV, fire protection, or building management systems is preferred

The Data Operations Analyst  is responsible of reformatting the retailer and vendor input files, validations, outlier checks and sending the deliverables to the next workstream in a correct and timely manner.  

• Be the contact for questionable sales and stores trend, leading the resolution in a client-focused and timely manner in cooperation with Input Validation, Retailer Vertical/ Retailer Engagement team and other downstream functions. To be able to identify, investigate and coordinate the resolution of data, process, or product related queries 
• Plan and execute complex daily personal workload and support to meet departmental and company schedules 
• Analyze and identify gaps and areas for improvement in reformatting and validations environment (CIP – Consumer Information platform) and drive convergence of processes and tools 

• Providing accurate and timely feedback to respective country teams, driving SOP and use of best-demonstrated practices

About the Job

The role is part of Group Data Management & Governance, to operationalise data and AI initiatives and support data & AI governance across the Group.

Key Responsibilities :

• Design, develop and maintain data and AI governance, and data management artefacts (e.g. framework, policies, standards and guidelines) to ensure relevancy and up-to-date to meet the organization’s strategic objectives and business needs, as well as be aligned to regulatory requirements.

• Support the department’s communication strategy, programs and initiatives to raise the overall data literacy, data control and data management obligations across the Group to enable intelligent workforce.

• Refine and operationalize the various aspects of data & AI governance to effect proper ownership and accountabilities across the Group.

• Enforces Group Data & AI project management practices and processes.

• Perform oversight and support country and subsidiaries to ensure alignment of governance practices, data management obligations, and standards.

We are looking for people who

• Degree from recognized tertiary institution with at least 8 years of working experience where at least 3 years of hands-on experience in data and/or AI governance, project management, audit or compliance in insurance or financial services industry.

• Detail oriented and analytical, with good problem solving, project management and organizational skills.

• Good understanding of the principles of project management, e.g. project risk management, project control gates etc.

• Strong change management skills and/or experience in organization transformation programs.

• Experience in operationalizing processes an added advantage.

• Experience in IT Service Management an added advantage.

• PMP Certification an added advantage

• Exposure and understanding on data, architecture diagrams and up-to-date on data and technology landscape (e.g. Hadoop, cloud, data warehouse, AI and ML)

• Play a pivotal role in building and supporting enterprise investment data & analytics systems consumed by investment professionals and platforms across the firm. You will also develop and maintain relationships with business leaders, product management and technical teams to understand priorities and expected business outcomes.
• Develop business solutions using your strong analytical skills, and help the team bring technology value directly to the business. You will also be exposed to key investment processes across the firm, learning valuable business domain knowledge.
• Lead software delivery for fast-moving agile projects with modern DevSecOps practices (e.g. Github, Jfrog, Jira) and data technologies (eg. Databricks, Python, DBT, Airflow). You will also work with external experts and solution architects on with AWS cloud native technologies.
• Actively provide technical leadership, direction and mentorship to raise the quality bar for engineering talent – attracting, retaining, and improving the best developers in the industry.

• Bachelor’s or equivalent degree in Science, Technology, Engineering and Mathematics (STEM) related discipline is advantageous.
