THE OPPORTUNITY

The first six years of a child's life shape everything that follows. For children from lower-income families, what happens in that window determines the trajectory. KidSTART exists to change those odds: personal home-based support, delivered by trained practitioners, built on evidence, and scaled nationally.

KidSTART completed its nationwide expansion in 2025. The programme now reaches families in all 24 towns, is scaling toward 80 per cent of eligible children in every birth cohort and has nearly tripled its practitioner base in two years. What happens next depends on whether the programme model can keep pace with that growth.

That is what this role is for.

ABOUT THE ROLE

As Assistant Director for Programme Development, you will lead the thinking behind how KidSTART works, and where it is headed. You own the service model and the operational policies that govern how practitioners support families. You work directly with MSF in the strategic direction and hold accountability for programme outcomes across a network of implementing agencies, while also looking ahead to develop new or better services and programmes to better serve children from lower-income and/or vulnerable families.

This is not an execution role. It is the role that decides what gets executed. You will need to hold along view of what a good early childhood programme looks like on a national scale, while staying close enough to implementation to know when the model is not working.

The right person for this role is someone who has shaped policy or programme design before, is energised by the complexity of multi-agency implementation, and is motivated by the prospect of getting it right for children who need it most.

WHAT YOU WILL DO

Programme Strategy and Model Design

Lead the planning, design, and review of KidSTART's service model, operational policies, and processes —including funding and manpower frameworks — aligned with MSF's national strategic direction. Own the integrity of what KidSTART does and how it does it.

Programme Monitoring and Evaluation

Drive the review and continuous refinement of programme design, implementation quality, and outcomes measurement. Ensure that data on programme performance reaches the right people and informs real decisions, not just reports.

Funder and Agency Accountability

Oversee KidSTART's funding agreements with implementing agencies. Hold agencies to performance standards, manage disbursements, and address compliance and audit requirements. Maintain the quality of the partnership network that delivers the programme on the ground.

Team Leadership

Lead and develop the Programme Development team. Set direction, build analytical and policy capability within the team, and create conditions for rigorous, thoughtful work in an organisation that is still forming.

WHAT WE ARE LOOKING FOR

We are looking for someone who can operate at the level of programme architecture — thinking clearly about what a national early childhood programme needs to do and how it needs to be structured — while remaining grounded in what works for families and practitioners.

You will have:

–   At least six years of relevant experience in policy formulation, programme development, data analytics, or planning.

–   A bachelor's degree, with strong writing and analytical skills.

–   A track record of leading projects and engaging stakeholders at different levels, including government agencies and community partners.

–   The ability to work independently, manage competing priorities, and deliver quality outcomes in a fast-paced environment.

–   Experience leading a team and supporting others' professional growth alongside your own.

Experience in the public sector, social service sector, or early childhood sector is an advantage. Familiarity with MSF's policy landscape will help you hit the ground running.

Programme Executive – School of Business and Law

Role Overview:

The Programme Executive plays a pivotal role in planning, executing, and managing all school programmes for the School of Business and Law. This position requires a highly organised, detail-oriented individual who can effectively oversee programmes, logistics, coordinate with both internal and external stakeholders, and ensure compliance with professional bodies. The Programme Executive will support the delivery of quality educational experiences for students and contribute to the continuous improvement of school operations.

Key Responsibilities:

Program Planning and Execution

• Plan, execute, and manage all school programmes in line with academic schedules and standards.

Course Management on Canvas

• Create course IDs, intake IDs, and module shells on Canvas.
• Manage access permissions for students and tutors on Canvas, ensuring all course materials are uploaded and ready before commencement.

Stakeholder Liaison

• Serve as the primary contact for both internal (Sales, Business Development, Quality Assurance, Marketing) and external (vendors) stakeholders.
• Coordinate with internal teams on course structures, packages, website updates, and other program details.
• Process payments, manage vendor relationships, and handle tutor/marker claims (claim forms, invoices, and purchase orders).

Student Enrolment and Materials Preparation

• Collaborate with Admissions and Business Development/Sales teams to ensure seamless student enrolment.
• Schedule material submission deadlines for tutors and confirm all materials are in order prior to the start of classes.
• Coordinate with Sales/BD teams and external vendors to arrange for printing of course materials.

Student Orientation and Support

• Organise and manage student orientation sessions, keeping the student handbook updated with the latest information.
• Handle student-related processes such as transfers, withdrawals, and refunds.
• Issue academic documents, including study certificates, testimonials, and certificates of attendance.

Policy Implementation and Compliance

The Programme/ Healthcare Assistant plays a crucial role in assisting clients with daily living activities and basic patient care. Their work includes providing clinical, personal, therapy and psychosocial care, enhancing the well-being of the clients through individualized care plans.

JOB PURPOSE

Provide planning, development, and implementation of key activities and initiatives aimed at building up the national donor pool as well as maintaining and growing our pool of dedicated volunteers.

Working in close partnership with key stakeholders from Blood Services Group (BSG) and Singapore Red Cross (SRC), the incumbent will engage educational institutions, corporate, government, and community organisations to educate, recruit, retain, and recognise blood donors while organising community blood drives and group donations to build the national blood supply.

In addition, she/he will recruit, mobilise and engage eligible volunteers to support relevant public education, donor engagement, tele-recruitment, outreach activities and blood-donation-related activities.

KEY RESPONSIBILITIES

● Gain an in-depth understanding of their Bloodmobile Organiser (BMO) portfolios, including identifying past collection trends and collaboration histories

● Work closely with the Head of Operations to develop and implement strategies to recruit, retain and recognise blood donors

● Collaborate with internal and external stakeholders to promote blood donation and organise blood drives in the community

● Undertake outreach and engagement activities towards expanding the donor pool (especially youths), including planning and organising roadshows, guided tours in the bloodbank, conducting educational talks in schools, community partners etc

● Serve as the focal point for all public enquiries and represent Blood Donor Programme (BDP) and/or the Singapore Red Cross at public and external events as required

● Co-lead BDP’s volunteer programme, including recruiting, engaging, mobilising and managing our volunteer pool

● Conduct relevant training to volunteers on blood donor recruitment and servicing

● Undertake relevant administrative tasks, including but not limited to creating and maintaining volunteer and blood-drive records, developing and updating SOPs and educational collateral, undertaking quarterly and annual reporting and audit tasks, etc

● Other duties as assigned

JOB SPECIFICATION

Qualifications:

● Diploma or Degree in any discipline

Experience:

● Two (2) years of relevant experience in a relevant role

● Candidate(s) with a history of relevant voluntary/internship experience will be added advantage

● Candidate(s) with more experience will be considered as Senior Executive

Required experience, skills, and knowledge

● Demonstrated interest in the non-profit/charity sector

● Familiarity with the blood donation landscape and donor behaviour in Singapore

● Undertake sales, marketing/communications, account management and business planning activities

● Experience in project or event management will be advantageous

● Able to deliver talks to large audience and conduct guided tours for diverse groups of people

● Ability to prioritise work responsibilities/multitask, organise own work schedule

● Think on the feet, make decisions and carry out responsibilities without the need for direct supervision

● Communicate, negotiate, and engage professionally and confidently with people from all walks of life

RESPONSIBILITIES

Members & Volunteers Management

• Engage and encourage seniors to participate in centre programmes and activities.

• Support outreach efforts to grow membership.

• Assist in home visits and community screenings.

Programme & Centre Operations

• Assist in planning, implementing, and evaluating wellness and outreach programmes.

• Ensure centre cleanliness and safety (including covering basic cleaning when required).

• Cover programmes during trainer absence and support festive events or outings.

• Participate in meetings and operational duties as assigned.

Administrative Support

• Maintain attendance records, volunteer registry, and home visit documentation.

• Handle enquiries, registration, fee collection, invoicing, and basic bookkeeping.

• Prepare reports and documentation for internal and external submission (e.g. MOH).

• Support purchasing, stock monitoring, repairs coordination, and audit preparation.

• Provide general administrative and operational support as required.

• GCE ‘O' Levels with at least 3 years of relevant working experience (healthcare experience preferred). Proficient in Microsoft Office, especially Excel; computer savvy and quick to learn new systems.

• Meticulous, organised, and able to multitask in a fast-paced environment.

• Outgoing personality with interest in engaging seniors.

• Positive attitude, good communication skills, and able to maintain confidentiality.

Administration & Operations

• Responsible to ESH Head and Director in all matters pertaining to the administration and programme planning of ESH On-site services.

• Recommend policies and practices for the efficient and effective operation and management of services and assist ESH, Lead and Director in implementing those policies and practices.

• Responsible for achieving key performance indicators in the client reach, outcomes and impact, providing progress reports and assisting in data analysis for planning and reporting purposes.

Service Delivery, Development and Sustainability

• Supervise the programme planning and delivery which include developing / implementing service elements that are evidence-informed and clinical relevance for clients and families.

• Oversee the enrolment of clients into the on-site services.

• Develop and work with the multidisciplinary team, ensuring efficient use of staff and volunteers.

• Responsible for ground sensing to find out the needs of the clients/caregivers in the area (working closely with the Outreach Services Team) and which programmes to prioritise.

Assist the Programme Manager in programme planning and delivery which include developing / implementing activities that are evidence-informed and clinical relevance for clients, caregivers and families.

• Plan client and caregiver training programmes, group activities and/or events

• Conduct pre-post or 6-monthly programme evaluation, update clients’ progress, collate and anlyse statistics, as needed.

• Coordinate or conduct training for clients and caregivers in community living, social and emotional wellbeing, physical maintenance and vocational activities.

• Ensure the safety and wellbeing of the clients.

Networking & Professional Matters

• Engage and partner referral agencies, community organisations and any other relevant agencies, for programming and events

• Participate in events organised or supported by SPD and assist the organisation in developing strong networks with other Social Service Agencies (SSA), community organizations and funding bodies like MSF, SSOs, PA, NCSS, SG Enable.

• Responsible for the booking of facilities within the CC and working with community partners to plan for social inclusion activities

Purpose of the Role

The Programme Executive plans, delivers, monitors, and evaluates centre-based programmes that support the needs, goals, and well-being of Persons with Disabilities (PWDs). The role involves hands-on programme delivery, day-to-day client engagement and support, and close coordination with caregivers, volunteers, service providers, and community partners. The Programme Executive also manages programme administration, documentation, and reporting, ensuring services are delivered safely, consistently, and in line with organisational standards and intended outcomes.

Responsibilities:

Programme Planning, Delivery, and Quality Improvement 

• Plan, develop, implement, and review centre-based and community programmes and events in alignment with organisational objectives and client needs.
• Manage resources to ensure timely, safe, and effective service delivery.
• Evaluate programmes through internal reviews, client outcome tracking, and satisfaction surveys, in collaboration with Case Management.
• Collect, analyse, and report programme data and feedback to identify areas for improvement and implement follow-up actions.
• Provide operational coverage for the Programme Coordinator when required to ensure continuity of services.

Client Management & Case Support

• Conduct Initial Assessments (IA) and maintain quarterly Individual Care Plans (ICP) in collaboration with Case Management (CM).
• Monitor, document, and report clients’ participation, progress, and outcomes across programmes.
• Implement Behavioural Management Plans and individualised interventions, including follow-up and documentation.
• Serve as the primary point of contact for caregivers on client well-being, including progress updates, healthcare matters, safety, behavioural concerns, incidents, and quarterly progress reports.

Volunteer Coordination & Support

• Assist with volunteer induction and onboarding for programmes and events.
• Provide guidance and support to ensure volunteers are effectively integrated into programmes.
• Manage and resolve volunteer-related issues, including behavioural concerns, in collaboration with relevant staff.

Stakeholder & Community Engagement

• Build and maintain collaborations with community partners and external organisations.
• Coordinate programme-related marketing and communications, including promotions, materials updates, and announcements.
• Conduct outreach and invitations to clients for programmes and community events.

Administrative & Financial Responsibilities

• Track programme expenditure, process monthly invoices, and assist with budgeting and expenditure monitoring.
• Support procurement, inventory management, and storage of programme items and medical consumables.
• Support annual budgeting and programme-level financial planning.
• Compile and analyse programme data—including attendance, session delivery, and client satisfaction—for reporting and planning.

Healthcare, Safety & Risk Management

• Advise caregivers and stakeholders on clients’ healthcare matters and follow up as required.
• Implement and monitor safety measures within programmes.

Staff Coordination & Capability Development

• Monitor staff competency in programme delivery and client management.
• Support staff training arrangements and development initiatives.
• Provide feedback, address performance concerns, and support appraisal processes in collaboration with management.
• Assist in managing people-related issues and operational challenges within the programme team.

Requirements:

• Degree in Social Work, Psychology, Special Education, Human Services, or a related field.
• Experience in programme development, delivery, and evaluation, as well as client management in the social service sector, preferably working with PWDs.
  Strong interpersonal and communication skills.
• Ability to work effectively with multidisciplinary teams and external partners.
