Description

• Assist QP(S) in the daily supervision and coordination duties including Mehcanical & Electrical works, site investigations, building services works, etc
• Lead, monitor and supervise RTOs on Site
• Responsible for the consistency of quality assurance inspections and testing for works
• Attend site meetings and resolve technical issues with Contractor
• Keep quality records of all works, monitor & report on work progress
• Review and comment on contractor’s submissions
• To review and supervise safety, environmental and health matters

Requirements:

• Candidate must possess at least a Bachelor's Degree, Post Graduate Diploma, Professional Degree, Engineering or equivalent.
• Registered as RE with the Joint Accreditation Committee of the Institution of Engineers Singapore / Association of Consulting Engineers Singapore
• Minimum 7 years of experience in M&E works
• Possess strong initiative, and ability to work independently and within team environment when required
• Good interpersonal, written and verbal communication skills

Key Responsibilities

Design & Engineering

• Lead the design and integration of fire protection systems (sprinklers, hydrants, hose reels, wet/dry risers, gas suppression, smoke control, etc.) with ACMV and M&E systems.
• Prepare detailed calculations, hydraulic analysis, schematics, and technical drawings in compliance with Singapore standards (SS CP 52, SS 575, SS 553, NFPA, FM Global).
• Ensure seamless coordination of fire protection systems with ACMV, electrical, plumbing, and structural disciplines.

Regulatory Compliance

• Ensure all designs and installations comply with Singapore Civil Defence Force (SCDF), Fire Safety Act, BCA, and relevant codes of practice.
• Prepare, review, and submit fire safety plans, calculations, and authority submissions.
• Liaise with Qualified Persons (QPs), Registered Inspectors (RIs), and SCDF officers to secure approvals and clearances.

Project Management

• Oversee fire protection works from concept to completion, including design, tender, installation, testing, and commissioning.
• Review shop drawings, material submissions, and method statements from subcontractors/vendors.
• Conduct risk assessments, resolve site issues, and ensure timely delivery of systems within budget and schedule.

Testing & Commissioning

• Lead inspection, functional testing, and commissioning of fire protection systems in coordination with ACMV systems (e.g., pressurisation fans, smoke extraction).
• Ensure proper documentation, handover, and compliance with Fire Safety Certificate (FSC) requirements.

Leadership & Mentorship

• Guide junior engineers and draftsmen in technical design, authority submissions, and project execution.
• Provide training and knowledge-sharing sessions on fire codes, compliance, and best practices.

Requirements

Education

• Bachelor’s Degree in Mechanical Engineering, Fire Safety Engineering, or related discipline.
• Professional Engineer (PE) certification or equivalent (advantage)

Experience

• Minimum 5–8 years of relevant experience in fire protection engineering within ACMV/M&E or construction industry in Singapore.
• Proven track record in large-scale building, industrial, or infrastructure projects (LTA, BCA, commercial buildings, etc.).

Technical Skills

• Strong knowledge of local and international fire codes (SCDF, BCA, NFPA, FM Global).
• Proficiency in design software (AutoCAD, Revit/BIM, hydraulic calculation tools).
• Familiar with integration of ACMV smoke control systems, stairwell pressurisation, and fire alarm interfaces.

Soft Skills

• Strong leadership, coordination, and stakeholder management skills.
• Excellent written and verbal communication skills.
• Ability to work independently and manage multiple projects simultaneously.

Job Description :

• Responsible for the execution of civil and structural design involving the preparation of calculations and review of structural design drawings in accordance to customers' specifications, applicable codes, standards and other generally accepted practices.
• Produce tender specifications and design requirements for calling of tender contracts.
• Undertake detailed design of buildings and civil infrastructures.
• Work with Qualified Person (QP) to develop design scheme for civil and structural works.
• Lead a team in project planning, implementation and close monitoring the progress of projects.
• Project coordination including submission to local authorities and liaison during the construction stage and site inspection with qualified site supervisors (RE/RTO).
• Liaise with clients, consultants and authorities on technical matters.

Requirements :

• Candidates must possess minimum a Bachelor Engineering (Civil) degree recognised by PE Board.
• Engineers with minimum 5 years' relevant local experience in engineering design and project management.
• Conversant with latest design codes and authority requirements (Codes of practice directives, etc.).
• Be a team player with good attitude towards quality of work and timeline.

ROLE RESPONSIBILITIES (Tasks)

Technical Leadership & Design (Site Infrastructure)

• Lead the design of civil and site infrastructure works including roads, stormwater drainage, and underground utilities
• Prepare and review detailed engineering calculations, drawings, and specifications
• Design earthworks, grading, pavements, and utility networks (water, sewer, power corridors)
• Ensure designs align with project requirements, local authority standards, and best practices

Project Delivery

• Manage civil engineering packages from concept through detailed design to construction support
• Coordinate with multidisciplinary teams (electrical, mechanical, structural, BIM) to ensure integrated site design
• Support authority submissions (e.g., PUB, LTA, BCA) and approvals processes
• Provide technical input during construction, site inspections, and issue resolution

Stakeholder Engagement

• Liaise with clients, contractors, and government authorities on design and delivery matters
• Participate in technical meetings and provide expert guidance on civil engineering solutions
• Support project managers in delivering outcomes aligned with client expectations

EDUCATION AND TRAINING REQUIREMENT

• Bachelor’s degree in Civil Engineering or related discipline
• Professional Engineer (PE) – Singapore registration or working towards (preferred)
• Registered or eligible for registration with the Professional Engineers Board (PEB)
• Familiarity with Singapore codes and authority requirements (e.g., PUB, LTA, BCA)
• Membership with Institution of Engineers Singapore (IES) or equivalent preferred

EXPERIENCE REQUIREMENTS

• Proven experience as a Senior Civil Engineer / Civil & Structural Engineer within consultancy or infrastructure projects
• Strong experience in roads, drainage, and utilities design, particularly for building site developments or industrial/data centre sites
• Related structural engineering experience would be beneficial
• Solid understanding of Singapore authority requirements and submission processes
• Experience coordinating multidisciplinary infrastructure design
• Strong stakeholder engagement and communication skills
