Main purpose of the job

The Liaison Director plays a critical role in bridging the gap between the global and regional units of a global organization and connects Global Procurement Office with Asahi Group Holdings. Reporting to the Senior Investment Director, Southeast Asia, this position is responsible for leading and managing projects designed to support and attract foreign direct investment into the state of Victoria and providing bespoke client advisory services across a range of key industry sectors including technology and innovation; food and agriculture; renewable energy; health; and advanced manufacturing. This role requires an extensive background in leading investment attraction, together with a detailed understanding of the business investment environment as it relates to our key markets across the region in Singapore, Malaysia, Indonesia, and Vietnam. Key Accountabilities

1. Lead the development and execution of FDI attraction strategies and find and convert new FDI leads to achieve foreign direct investment KPIs in collaboration with the Senior Investment Director, Southeast Asia and the Invest Victoria team based in Melbourne, Australia.

2. Identify and develop a portfolio of new potential investors across the Southeast Asia region (in priority markets of Singapore, Indonesia, Malaysia and Vietnam) by research driven target selection and pro-active marketing campaigns.

3. In consultation with the Senior Investment Director, Southeast Asia and the Invest Victoria team based in Melbourne, build on existing relationships and create new connections with key SEA-based executives of corporations that already have significant investments in Australia. 4. Plan and deliver on identified lead generation initiatives including events across the region, and proactively identify new lead generation opportunities across the priority markets of Singapore, Indonesia, Malaysia and Vietnam.

5. Manage the site visits of potential investors to Victoria in cooperation with other Victorian Government staff and assistance regarding market entry.

6. Maintain an up-to-date FDI pipeline using the department’s CRM software and ensure that all clients are serviced professionally and in a timely manner.

7. Undertake other tasks as directed by the Commissioner for Victoria and Deputy Commissioner.

Key Selection Criteria

1. Significant experience and good working knowledge of the global business investment environment (in particular as it relates to Southeast Asia) and the major drivers and challenges which impact investment attraction strategies to Victoria. In particular, knowledge of the technology business ecosystem in SEA and Australia including knowledge of capital raising and the growth cycles of startups and scaleups.

2. Strong background in investment attraction, business development, lead generation and a proven ability to proactively identify senior executives of commercial organisations, understand their investment decisionmaking process, international investment protocols and have the ability to influence these processes.

3. Excellent understanding of the Victorian and Australian business environment, including key industry, economic and socio-political drivers, and proven knowledge of Victoria’s international competitive advantages.

4. Demonstrated capacity to provide advice in relation to complex investment projects and promote Victoria as an investment location.

The Director, QRM, Global QMS, R&D & PV QA is accountable for establishing, governing, and continuous advancing a robust, science- and risk-based Quality Risk Management framework across R&D & Clinical Safety Pharmacovigilance, Medical Affairs and associated quality system.

5.    Regulatory Intelligence, Audit & Inspection Readiness

a.    Monitor, interpret, and translate evolving global regulatory expectations and inspection trends (e.g. ICH Q9 (R1), regulatory and inspection focus area) into QRM strategy, standards and training.

b.    Provide leadership and oversight for risk-based audit preparation, inspection readiness, and regulatory interactions related to quality risk management.

c.     Support and guide organizational responses to inspection observations, audit findings, and regulatory commitment where quality risk management is impacted.

6.     Cross‑Functional & Third-Party Risk Oversight

a.    Partner closely with global stakeholders across R&D, Clinical Safety Pharmacovigilance, Medical Affairs, Regulatory Affairs, IT, Procurement, and vendor Quality to ensure effective, consistent, and compliance implementation of quality risk management.

b.    Provide governance and QA oversight of third party and vendor risk management programs, ensuring alignment between internal quality expectation and external partner practices.

c.     Influence cross-functional and matrix teams to embed risk-based thinking into strategic and operational decision-making.

7.    Training & Capability Building & Quality Culture

a.    Act as global quality risk management thought leader and champion, strengthening organizational capability through targeted training, coaching, and mentoring.

JOB REQUIREMENTS

- Bachelor’s degree in Life Sciences, Pharmacy, Medicine, Engineering, or a related scientific or technical discipline.

- Advanced degree (PhD, PharmD, MSc, MPH, MBA) or equivalent professional experience in a regulated pharmaceutical or biotechnology environment is preferred.

- 8–12+ years of progressively responsible experience in pharmaceutical quality, compliance, quality risk management, or regulated GxP environments, with demonstrated experience operating at a global and cross-functional level.

- Proven track record in establishing, governing and sustaining quality risk management framework within a global Quality Management System, including practical application of ICH Q9 (R1) and integration with ICH Q10.

- Strong experience providing independent QA oversight across R&D and Pharmacovigilance and Medical Affairs with exposure to multiple GxP domains (e.g. GCP, GVP, GLP, and GxP computerized systems).

- Demonstrate experience supporting regulatory inspections, health authority interactions, internal and external audits, including risk-based reparation, issue management, and inspection response.

- Experience partnering with senior stakeholders in global, matrixed organizations, influencing without authority and balance compliance, risk and business objectives.

- Experience overseeing or governing third-party, vendor, and outsourcing risks, including alignment of internal quality standards with external partner practices.

- Exposure to digital quality system, risk analytics, metrics, or dashboards is highly desirable.
