Job Description

A Project Management Engineer (PME) focuses on coordinating, managing, and monitoring project activities to ensure timely completion, cost-effectiveness, and quality delivery. Beyond core project coordination responsibilities, the PME will also drive digital transformation initiatives and contribute to the company’s ESG (Environmental, Social & Governance) goals, leveraging technology and social engagement to enhance productivity and sustainability.

The Project Management Engineer will play a key role in ensuring that all project-related updates, communications, and collaborations are maintained on Monday.com, our designated productivity platform.

Reports to: Project Manager

Key Responsibilities

Project Coordination & Management

· Assist Project Managers in planning, executing, monitoring, and closing construction projects.

· Coordinate with consultants, subcontractors, and suppliers to ensure smooth execution of works.

· Track project progress against schedule, budget, and quality requirements.

· Support site teams in resolving day-to-day operational issues.

· Compile progress claims and progress reports for submission and review.

· Early involvement during the tender stage by participating in tender & design processes, conducting technical clearance during tender, and checking project profitability through value engineering and cost-saving ideas.

Documentation & Compliance

· Prepare, update, and maintain project documentation, including work schedules, reports, and method statements.

· Work closely with the Quality/Safety/Compliance/ESG Department on related aspects, including ISO compliance, GGBS, BCA, MOM, NEA, and other statutory or certification requirements.

· Ensure compliance with regulatory requirements, workplace safety standards, and company policies.

Digitalization & Productivity Enhancement

· Lead initiatives to adopt and implement digital tools and technologies for project management.

· Drive effective use of Monday.com for project planning, task tracking, communication, and document sharing.

· Explore and recommend digital solutions, engineering methodologies, or innovations that will improve efficiency and reduce manual processes.

· Promote digital collaboration among project stakeholders to improve transparency and accountability.

ESG (Environmental, Social, and Governance)

Champion ESG initiatives at the project level, aligning with company goals.

Environmental: Contribute to minimising carbon footprints, reducing wastage, and measuring the carbon footprint of materials, equipment, and processes used in projects.

Social: Drive the social aspects of ESG by leading project team bonding, organising social events/activities that engage stakeholders or the public, and initiating CSR programs or activities that enhance the company's ESG standing and strengthen community ties. Promote awareness of ESG practices among project stakeholders, with emphasis on the social aspects that boost collaboration, inclusivity, and sustainability. Assist in workers’ welfare monitoring as well as the team’s training and development.

Governance: Ensure adherence to ethical standards, transparency, and good governance practices in project execution.

Stakeholder Engagement

· Facilitate communication between internal teams and external stakeholders.

· Provide timely updates and reports on project progress, compliance, digital adoption, and ESG initiatives.

POSITION SUMMARY

The Assistant Project Manager (APM) supports the Project Manager / Senior Project Manager in the planning, coordination, execution, monitoring, and successful delivery of construction projects in accordance with contractual requirements, quality standards, safety regulations, project timelines, budgetary targets, and company objectives.

The APM plays a key role in managing site operations, subcontractors, consultants, and stakeholders while driving the company's commitment towards Environmental, Social & Governance (ESG) initiatives and construction digitalisation efforts.

KEY RESPONSIBILITIES

Project Planning & Coordination

• Assist in the overall planning, implementation, and execution of construction projects.
• Coordinate project activities to ensure work is completed according to approved schedules and specifications.
• Monitor project progress and identify potential delays, risks, and resource constraints.
• Support the preparation and updating of project work programmes, recovery plans, and progress reports.
• Attend project meetings with clients, consultants, subcontractors, and authorities.
• Follow up on action items arising from meetings and ensure timely closure.

Site Management

• Coordinate and supervise site activities to ensure smooth project execution.
• Work closely with Site Managers, Project Management Engineer (PME), Site Engineers, Supervisors, and subcontractors to achieve project objectives.
• Monitor site productivity and resource utilisation.
• Ensure site works comply with approved drawings, specifications, and construction methodologies.
• Assist in resolving technical and operational issues encountered on site.

Contract & Commercial Administration

• Assist in monitoring project costs and budget performance.
• Review subcontractor progress claims and work completion status.
• Support variation order submissions and claims documentation.
• Maintain proper project records, correspondence, and contractual documentation.
• Assist in project close-out activities, including defect management and final account submissions.

Quality Management

• Ensure works are carried out in accordance with approved quality standards and project specifications.
• Participate in inspections, testing, and commissioning activities.
• Coordinate with consultants and clients on quality-related matters.
• Monitor rectification works and closure of quality issues.

Workplace Safety & Health

• Promote a strong safety culture across project sites.
• Ensure compliance with Workplace Safety and Health (WSH) regulations, company policies, and project-specific safety requirements.
• Participate in safety inspections, risk assessments, and incident investigations.
• Work closely with WSH personnel to maintain a safe and healthy work environment.
• Support the achievement of Zero Accident and Zero Harm objectives.

ESG RESPONSIBILITIES

Environmental

• Support the implementation of sustainable construction practices and environmental management plans.
• Monitor waste reduction, recycling initiatives, and responsible resource utilisation on site.
• Promote energy-efficient practices and environmental compliance requirements.
• Assist in collecting and reporting environmental performance data required for ESG reporting.

REQUIREMENTS

Education

• Diploma or Degree in Civil Engineering, Construction Management, Building, Project Management, or related discipline.

Experience

• Minimum 3 to 5 years of relevant experience in the construction industry.
• Experience in building construction projects in Singapore is preferred.
• Familiarity with BCA, MOM, SCDF, NEA, and relevant regulatory requirements.

Technical Competencies
