Responsibilities

Site Engineer is responsible for overseeing construction activities on-site, ensuring projects are completed safely, on time, and within budget. The role involves supervising technical aspects, coordinating with contractors and stakeholders, and ensuring compliance with design specifications and quality standards.

Job Responsibilities:

• Supervise day-to-day construction activities on-site

• Ensure work is executed according to approved drawings and specifications

• Coordinate with project managers, architects, consultants, and subcontractors

• Monitor project progress and prepare daily/weekly reports

• Ensure compliance with safety regulations and company policies

• Conduct site inspections and quality checks

• Manage materials, labor, and equipment efficiently

Qualifications & Requirements:

Accounts Payable & Receivable

• Manage daily accounting operations and maintain records in the ERP system.

• Process payments and collections accurately and timely.

• Follow up on outstanding invoices and collections.

Bank & Cash Management

• Assist in preparing payment vouchers and bank transfer instructions (e.g. GIRO).

• Record all inflows and outflows in the cash book.

Project & Cost Tracking

• Assist in maintaining project-related accounting records and cost summaries.

• Support in matching purchase orders, delivery orders, and invoices for construction projects.

Financial Reporting & Filing

• Maintain proper documentation and filing for audit and compliance purposes.

Liaison and Coordination

• Liaise with internal teams, vendors and customers on financial related matters.

• Assist in coordinating with external auditors, bankers, and government agencies when required.

Other Duties

• Perform any other ad-hoc duties as assigned in support of the Finance and Project teams.

Qualifications & Requirements:

1. Diploma in Accounting, Finance or a related field

2. Min 2-3 years of relevant experience in an accounting or finance role

Key Responsibilities

1. Procurement Planning

• Develop procurement plans based on project schedules, budgets, and material requirements.

• Work closely with project managers, engineers, and quantity surveyors to identify procurement needs.

• Forecast material and equipment requirements for multiple construction projects.

2. Supplier & Subcontractor Management

• Source, evaluate, and maintain relationships with suppliers, vendors, and subcontractors.

• Conduct supplier pre-qualification and performance evaluation.

• Maintain an approved vendor list for construction materials and services.

3. Purchasing & Contract Negotiation

• Request quotations and analyze supplier bids for price, quality, and delivery timelines.

• Negotiate contracts, pricing, and payment terms with suppliers and subcontractors.

• Issue purchase orders and ensure proper documentation.

4. Material & Equipment Procurement

• Procure construction materials such as cement, steel, aggregates, finishing materials, and mechanical/electrical items.

• Coordinate the procurement of heavy equipment and machinery rental if required.

• Ensure materials comply with project specifications and quality standards.

5. Cost Control & Budget Monitoring

• Monitor procurement costs and ensure purchases remain within project budgets.

• Identify cost-saving opportunities through strategic sourcing and bulk purchasing.

• Work with the finance team to control project procurement expenditures.

6. Logistics & Delivery Coordination

• Track material deliveries to construction sites and ensure timely supply.

• Resolve delivery delays, shortages, or quality issues.

• Coordinate with site teams and warehouse personnel for proper material handling.

7. Compliance & Documentation

• Ensure procurement activities comply with company policies and construction regulations.

• Maintain accurate records of purchase orders, contracts, supplier agreements, and invoices.

8. Team Leadership

• Supervise procurement officers or purchasing staff.

• Provide training and guidance on procurement processes and systems.

• Ensure efficient workflow and task distribution within the procurement team.

Qualifications

• Bachelor’s degree in Construction Management, Civil Engineering, Supply Chain Management, or Business Administration.

• Minimum 5–10 years of procurement experience, preferably in construction or engineering industries.

• Experience with construction materials sourcing and subcontractor procurement.

Responsibilities

• Process monthly payroll, ensure accurate salary disbursements, address payroll queries, and prepare payroll and HR reports (including sub-contract works) for management review in an accurate & timely manner.
• Verify and validate employees’ time records, providing timely feedback as needed.
• Manage all aspects of employee onboarding, offboarding, and repatriation.
• Oversee workers’ accommodation and dormitory arrangements, including related documentation & update residential address via MOM OFWAS system.
• Handle work pass administration, including applications, renewals, cancellations, and issuance.
• Partner with project teams on hiring plans, manpower movements, and training requirements.
• Administer and coordinate staffs & workers training programs including CSOC, Core-trade, BCA CET course, etc.
• Maintain and update training records in line with ISO standards.
• Maintain accurate employee records (contracts, personal files, training certificates, HRIS, medical records).
• Administer employee insurance matters, including medical and work injury coverage.
• Monitoring home leave applications and submission of foreign worker levy waivers.
• Ensure compliance with local labour laws, manpower regulations, and company policies.
• Other ad-hoc duties as assigned by the Head of HR / Management.

Job Requirements

• Diploma or Degree in Human Resources, Business Administration, or a related field.
• At least 2 years’ hands-on HR experience, preferably in construction industry.
• Good understanding of HR policies, employment laws, and MOM regulations.
• Strong interpersonal and communication skills with mature disposition.
• Well-organized, detail-oriented, and capable of working independently.
• Competent in MS Office / presentation.
• Ability to handle confidential information professionally and discreetly.
• Proficient in Info-tech system is a plus.
