Job Responsibility

• Lead and manage the facilitation of projects from planning to delivery within quality, cost, safety and time frames by ensuring accurate preparation and execution of all project activities in accordance with both company and statutory requirements
• Reports to the senior management
• Liaising with clients, consultants, relevant authorities and sub-contractors to ensure smooth completion of the projects
• Prepare, review and submit all detailed programmes, schedule, method statement, technical proposal, risk assessment plans
• Conduct regular internal, subcontractor and site safety meeting

Requirements

• Candidate must possess at least Bachelor's Degree/Post Graduate Diploma/Professional Degree, Master's Degree in Engineering (Civil), Engineering (Others) or equivalent.
• At least 5 Year(s) of working experience in the related field is required for this position, one entire HDB main-con experience.
• Preferably Manager specialized in Engineering - Civil/Construction/Structural or equivalent.
• Strong organisational, interpersonal and leadership skills
• Able to work in fast paced environment
• Must able to lead the project team

To be responsible for WSHO activities in the following :

1.       Support the Project Manager in the overall implementation of the ISO EHS Management System.

2.       Implement EHS measures in accordance with applicable legislative requirements and/or specific risk assessment & safework procedures.

3.       Conduct monthly mass toolbox meetings to enhance EHS awareness among workers.

4.       Co-ordinate with Safety Co-ordinator, Environment Control Officer and Lifting Supervisor on

day-to-day EHS activities at site.

5.       Collates summary data from EHS inspection failures by EHS personnel (MOM / NEA summons /court orders / demerit points / EHS incidents / accidents ) to perform data analysis (root cause analysis) to facilitate problem-solving (recommendations on corrective actions) for continual improvement.

6.       Follow-up daily EHS inspection with subcontracted safety coordinator and maintain its records.

7.       Recommend “STOP WORK NOTICE / SWN” to subcontractor associated with critical EHS violations that could lead to fatalities / injuries, dangerous occurrences & occupational diseases. This will be notified to Project Manager for temporary suspension of work based on high risk and area of concern.

8.       Implement Permit-To-Work System for hazardous activities on site.

9.       Ensure all plant and equipment (machinery / electrical tools) have valid inspection with its test records / certificates by Authorised Examiner / Approved Person / LEW.

10.   Review specific risk assessment and safework procedures submitted by subcontractor.

11.   Assist Project Manager / Site Manager in co-ordination of site works to eliminate or reduce risks.

12.   Assist Project Manager on completion of EHS appointment letters and keep the records on site.

13.   Conduct emergency drills to promote and enhance workers’ safety awareness and familiarization of the assembly area.

14.   Conduct EHS powerpoint slide presentation to Client / Consultant / CNQC HQ EHS committee on monthly basis.

15.   Follow-up regular HDB / NEA / MOM inspection visit and rectify non-conformity / observation photos timely with appropriate measures in accordance to applicable legislative requirements or otherwise stated under approved code of practices.

16.   Promote and conduct safe time out activities due to safety / housekeeping lapse.

17.   Ensure new workers are briefed for safety induction prior to commencing work.

18.   Ensure daily toolbox meetings are conducted by safety co-ordinator and its records are kept and maintained.

Job Descriptions:

• Ensure compliance of operations with Workplace Safety and Health/Environmental Control regulations and statutory requirements
• Follow up with the committee site walk inspection findings for WSH Officer to close up the report and assisting WSH Officer on incident/accident investigation.
• Responsible for daily checklists are properly documented and carry out mass toolbox meeting once a week.
• Coordination with relevant site in-charge on improving the worksite safety and cleanliness.
• Ensure supervisors and workers are following safe work procedures compliance.
• Assist WSHO to organize monthly Safety Committee meetings and put up safety reports, including safety issues
• Compiles all relevant reports and records and carry out daily safety inspection
• Supervise all workers in providing safety measures and procedures in accordance with MOM Regulations
• Any other ad-hoc duties assigned by superior from time to time

Requirements:

• Minimum 3 years’ experience as a WSH coordinator in the construction industry
• Advance certificate in workplace safety and health
