Position: Instrumentation & Control (I&C) Designer

Location: Singapore

Duration: 1 Year (Extendable)

Job Summary:**

We are seeking a highly skilled and experienced Instrumentation & Control (I&C) Design Engineer to join our team in Singapore for a one-year contract, with the possibility of extension. The successful candidate will be responsible for the design and development of I&C systems for our projects. This role requires a strong understanding of instrumentation principles, control systems, and relevant industry standards.

Key Responsibilities:

**Detailed Design & Drafting:** Prepare and develop a wide array of Instrumentation & Control drawings and documents for Combined Cycle, Cogen, and Thermal Power Plants, including but not limited to:

Plant Control System Configuration diagrams

Control Room and Electronic Equipment Room layouts

Instrument and Junction Box location plans

Instrument and Control Cable schedules

Instrument cable routing drawings

Instrument Hook-up drawings

Instrument Loop diagrams

Instrument Grounding drawings

Control Logic Diagrams

CCTV and Communication system block diagrams and layouts

**Bill of Quantities (BOQ) Estimation:** Accurately estimate Instrument BOQ for junction boxes, instrument installation materials, instrument & control cables, and communication cables.

**3D Modelling Input:** Provide essential inputs for the 3D modelling of instrumentation items to support piping design.

**Schedule Management:** Proactively monitor drawing schedules, ensuring timely submission of all drawings and documents to the project coordinator to meet project milestones.

**Interdisciplinary Collaboration:** Foster effective collaboration and coordination with various engineering disciplines (e.g., electrical, mechanical, piping) and the site team throughout the detailed engineering, construction, and commissioning phases.

**Software Proficiency:** Utilize industry-standard software for design and documentation tasks, with a strong preference for Smart Plant Instrumentation (SPI).

**Compliance & Standards:** Ensure all designs and documentation strictly adhere to relevant industry standards, best practices, and specific Singapore regulations.

**Ad-hoc Duties:** Perform other duties as assigned by management, contributing to overall project success.

Qualifications:

**Education:** Diploma in Instrumentation and Control Systems or an equivalent qualification.

**Experience:** A minimum of 10 years of progressive experience in EPC power plant and/or industrial plant projects.

**Regulatory Knowledge:** Strong familiarity with Singapore regulations and practices pertaining to instrumentation and control within power generation facilities.

**Technical Expertise:** Proven hands-on experience in the detailed design and drafting of the I&C drawings and documents as outlined in the responsibilities section.

**Core Knowledge:** Sound theoretical and practical knowledge of instrumentation and control principles and their applications in power plants.

**Software Skills:** Proficiency in CAD software (e.g., AutoCAD) is essential. Experience with industrial software such as Smart Plant Instrumentation (SPI) is highly desirable.

**Interpersonal Skills:** Excellent communication, collaboration, and interpersonal skills, with a demonstrated ability to thrive in a multidisciplinary team environment.

**Analytical Acumen:** Strong problem-solving and analytical capabilities to address complex design challenges effectively.

Role Overview:

We are seeking a detail-oriented Site Engineer specializing in Depot Equipment for a major MRT Line project in Singapore. This role is pivotal in ensuring the successful engineering, installation, and testing of critical depot systems, including Train Wash Plants, Lifting Equipment, and Underfloor Wheel Lathes. You will work closely with project teams, suppliers, and LTA stakeholders to deliver high-quality infrastructure solutions.

Responsibilities:

• Oversee the engineering, installation, and testing phases for Depot equipment within large-scale rail projects.
• Manage design and testing deliverables, including leading clarification meetings with clients and System Wide Contractors.
• Prepare and submit comprehensive documentation, including Factory Acceptance Tests (FAT), Site Acceptance Tests (SAT), Integration Tests (ITC), and Total Test Records (TTR).
• Develop detailed Method Statements for the delivery and installation of Depot Equipment.
• Execute site acceptance tests with precision, ensuring all systems meet technical specifications and contractual requirements.
• Collaborate closely with the Installation Manager to supervise on-site works and ensure safety and quality standards.
• Support the Quality Manager in conducting audits on Depot Equipment suppliers.
• Coordinate with various interface partners, T&C teams, and suppliers to ensure seamless project integration.

Qualifications & Experience:

• A recognized Bachelor’s Degree in Electrical, Electronic, or Mechanical Engineering.
• Minimum of 1 year of professional experience in railway infrastructure projects, specifically within a project management or site engineering capacity.
• Direct experience with LTA (Land Transport Authority) projects in Singapore is highly preferred.
• Proven knowledge of Depot Equipment installation, including Train Wash Plants, Lifting Equipment, and Underfloor Wheel Lathes.
• Strong ability to interpret Civil Combined Services Drawings (CSD) and Structural, Electrical & Mechanical (SEM) drawings.
• Proficiency in AutoCAD and Microsoft Office applications.

Role: Electrical QAQC Engineer (Power/WTE)

Navsar Global is seeking a meticulous and experienced Electrical QAQC Engineer to join a flagship infrastructure project in Singapore. This role is focused on ensuring the highest standards of quality and compliance within the Waste-to-Energy (WTE) sector, specifically supporting the Integrated Waste Management Facility (IWMF) in Tuas.

Location:

• Tuas, Singapore (IWMF Project)

Contract Duration:

• 1 Year (Renewable)

Responsibilities:

• Oversee and manage all electrical Quality Assurance and Quality Control activities on-site to ensure project specifications and standards are met.
• Develop, implement, and monitor Inspection and Test Plans (ITP) for electrical systems, including HV/MV/LV switchgear, transformers, and cabling.
• Conduct regular site inspections and audits to verify that installation work aligns with approved drawings and technical requirements.
• Coordinate and witness Factory Acceptance Tests (FAT) and Site Acceptance Tests (SAT) for critical electrical equipment.
• Manage the Non-Conformance Report (NCR) process, including identifying root causes and ensuring the timely implementation of corrective and preventive actions.
• Review and approve subcontractor quality documentation, method statements, and material submittals.
• Liaise with project managers, clients, and regulatory bodies to ensure all electrical works comply with Singaporean codes of practice and international standards (IEC).
• Maintain comprehensive QAQC documentation, including test reports, inspection logs, and as-built records for final project handover.

Qualifications:
