Reporting to the Assistant Director, Strategic Planning and Organisational Excellence Division, the incumbent will support NIEC’s efforts in digitalizing workflows, improving operational efficiency and strengthening data-driven decision-making. This role sits at the intersection of process improvement, data analytics, and strategic planning, and will work closely with internal stakeholders to streamline performance reporting, generate insights, and support organisational initiatives. The incumbent will also be expected to support matters relating to NIEC Board of Directors, corporate governance and internal staff communication.

Job Responsibilities

Process Improvement

• Design and implement dashboards to streamline cross-divisional performance reporting processes.

• Ensure data accuracy, consistency, and usability across reporting systems.

Data Analytics

• Coordinate, organize and analyse institutional data to identify trends, gaps, and opportunities for improvement.

• Conduct environmental scans and basic market/sector analysis with supervision to inform decision-making.

• Translate data insights into clear, actionable recommendations for stakeholders.

Stakeholder Engagement

• Engage internal and external stakeholders to gather inputs and validate findings.

• Support efforts to build buy-in for new processes, tools, and strategic initiatives.

• Facilitate discussions and presentations to communicate insights and proposals.

Others

• Perform other related duties as assigned e.g. provide administrative support to Board Secretariat when necessary.

Job Requirements

• Bachelor’s Degree with at least 2-3 years of relevant working experience in strategy, analytics and operations.

• Strong analytical and problem-solving skills.

• Adept at working with data and familiar with data visualization tools (e.g. Power BI, Tableau).

• Proficient Microsoft Office and possesses intermediate to advanced excel skills.

Job Responsibilities

Budgeting and Costing

Budgeting 

• To lead the annual budget cycle including preparation and sending out of budget templates to Divisions/Campuses, and consolidation of returns, and provide training and support on the budget submissions.

• To consolidate, review, analyse and present the overall budget (Annual and Mid-year review) to Senior Management. 

• To load approved budget into SAP.

• To support analysis of variance of Actual against Budget for reporting and presentation to Management.

• To update the Initial Budget based on latest projection when required.

• To monitor budget utilization on a regular basis, especially towards the 2nd half of the financial year.

Costing

• To support Director, Finance & Procurement (F&P) in analysis of cost structure for NIEC.

• To lead costing of CPD courses for management review.

In order to enable the prudent use of NIEC’s financial resources to support overall financial sustainability.

Financial Governance

Audit & Risk Committee (ARC) Secretariat

• Support Director, F&P in ARC Secretary duties as well as the Chairperson and members of the ARC.

• Propose agenda items and scheduling for the ARC.

• Coordinate with NTU Internal Auditors and internal divisional partners in Internal Audit Plans and tracking of progress.

In order to ensure that the ARC is able to perform its fiduciary duties guided by its Terms of Reference.

Update of SOPs

• To assist Director, F&P to establish, review and refine financial process (ongoing) to support NIEC operations and enhance efficiency and effectiveness.

• To drive annual SOP review exercise for Finance & Procurement Division.

In order to ensure that financial policies and processes are effective and comply with statutory requirements to support NIEC’s business.

Other Projects

• Communicate with relevant stakeholders to facilitate internal audits, external audit, queries from external stakeholders.

• To drive F&P Division's special projects (e.g. procurement and system implementation).

• Any other assignment (financial or non-financial) as tasked by Director, F&P or Senior Management.

Job Requirements

• Degree in Accountancy or Finance qualifications with approximately 5-8 years’ of relevant experience in finance or accounts roles.

• Preferably with supervisory experience

• Good understanding or experienced in key functions of Finance (e.g. Budgeting, Costing, Financial Reporting, Accounts Payables, Accounts Receivables, Treasury/Cash Management etc.)

• Strong team player with ability to work effectively across diverse stakeholder groups.

JOB RESPONSIBILITIES

1.      Admissions

• To run Admissions operations for courses; which include admission procedures, system processes, applicant journey, and maintain accurate display of course information on the website, thereby contributing to enrolment targets and ensuring admission policies are adhered to.

• To provide accurate information to prospective students regarding course admissions and course progression options.

• To be committed in providing positive applicant experience, upholding service standards, professionally managing touchpoints and engagement with prospective students and the public, thereby upholding the image of NIEC.

• To ensure data integrity and confidentiality of applicant data records and academic records in the admissions system for effective decision making.

• To ensure relevant SOPs, templates, work processes are up to date as per the directions set by the Academic Affairs division.

• To work closely with government agencies e.g. ECDA, MOE, WSG/SSG where relevant to support the early childhood sector manpower growth.

2.   Support Branding and Comms Team

• To provide staff support for outreach and publicity in terms of participating in events, course previews etc.

• To support in website content maintenance and updates to support prospects, applicants and students with application and enrolment guidance, ensuring a seamless and engaging online experience.
  

3. Others/Adhoc Projects

• To compile intake data and present findings and insights to management.

• To provide backup and assistance to colleagues in related administrative functions.

JOB REQUIREMENTS

• Minimum Bachelor's Degree in any discipline. 

• Possess minimum 3 years of relevant work experience in the education sector (or an equivalent combination of relevant experience and training) (advantageous).

Administrative Processes & Work

Manage administrative processes and work to meet the team’s objectives and needs, which includes the following work:

• To create & update blueprint courses in the Learning Management System (LMS).

• To check, do formatting, organise and track version records of course materials and/or guidelines and SOPs.

• To liaise with relevant stakeholders in reviewing, establishing and complying to established processes.

• To support the review and writing/ updating of guidelines, processes and SOPs related to systems and administration.

• To digitalise administrative works and processes (where appropriate).

• To communicate information and updates to stakeholders and attend to queries related to processes and systems.

• To prepare documents and liaise with vendors for procurements of products and services that support curriculum development and other division’s events/ initiatives.

• To complete templates to report on areas of responsibility (e.g. audit report, quality report, etc).

• To support the implementation of NIEC copyright management.

Management of NIEC Courses in other systems

Manage NIEC courses in other systems that are relevant to C&P’s work (e.g. SMS (Vitae) and SSG’s TPGateway). The work involves:

• To participate in briefing/ training and enhancement/ testing of other systems initiated by the system owner.

• To prepare and complete the documents to update NIEC courses in the systems.

Specific to SMS (Vitae)

• To set up and update the courses in SMS (Vitae).

• To liaise with relevant internal stakeholders to resolve issues and ensure smooth operations across Divisions.

Specific to SSG’s TPGateway (TPG)

Updating NIEC courses in the systems

• To liaise with relevant stakeholders to gather inputs and complete documents to apply/ renew/ update courses in systems.

• To prepare and submit course applications, renewals and edits.

• To communicate updates on NIEC courses in other systems to relevant stakeholders (e.g. approval of courses).

Systems for NIEC Courses

Set up and maintain courses in systems managed by C&P (Learning Management System/ Field Practice Matching System/ Plagiarism Checker Tool / Video Management System/ C&P Sharepoint) which will include the following from time to time:

• To manage settings, data, courses, materials/ resources andvaccess accounts in systems.

• To work with relevant divisions to review the use of systems and prepare renewal and procurement documents of systems.

• To work with vendors on setting up, maintenance and enhancement of systems.

• To communicate and reporting updates on systems to relevant stakeholders.

Other Tasks (as assigned by Reporting Officer/ Dean) according to divisional and organizational needs on an ad -hoc basis

Job Requirements

• Bachelor's Degree in any discipline with at least 2 years of work experience in Administration (preferably in the Education & Training Environment) or

• Diploma in any discipline with at least 8 years of working experience in Administration (preferably in the Education & Training Environment)

Administrative Support

• Maintain and update databases, including operator and event participant records. 

• Support monthly updates of preschool jobs and webpages as required.

Media:

Event and Online Webinar Support: 

• Supporting and coordinating events and engagements with operators and partners. 

• Assist with pre- and post-course or event coordination with stakeholders, including managing registrations, follow-up emails, billings and evaluations. 

• Support NIEC internal and external outreach events such as Naptime Webinars, engagements with operators and partners, recruitment and outreach events, including registration, publicity, administrative tasks and on-site deployment.

• Diploma in any discipline, preferably in Mass Communication, Digital Marketing or Marketing Communications or related fields.

• Possess relevant experience supporting digital marketing activities, such as assisting with social media asset creation and updates, website management, and event support and coordination.

• Coordinate for academic meetings, and training / complete exam processing
• Review the module with the C&P team in tandem with industry development and in line with module and course objectives
• Design and adopt innovative pedagogy, keeping abreast with technological developments to achieve module outcomes and quality delivery of the module
• Monitor the Module/Course Evaluation Survey for quality indicator for improvements
• Deliver lessons according to module objectives, learning design and lesson instructional plans as provided by NIEC HQ
• Adopt and apply the assessment strategies and requirements for module assignments according to NIEC’s and Polytechnic’s assessment guidelines
• Monitor students' performance, give informative and constructive feedback to students on their learning
• Supervise student assignments/projects/practicum/internship
• Act as a class advisor/mentor for tutorial groups to provide students with the necessary information and support in areas that affect their studies. E.g., refer student to Student Services (SAS) for financial assistance and counselling on personal matters at the Polytechnic
• Handles/follow-up with students’ disciplinary issues in consultation and in collaboration with Module Leaders/Course Chairs/Course Leads when necessary

Job Requirements

• Master in Early Childhood Education or education related post-graduate qualifications; and
• Bachelor’s degree in Early Childhood with 5-8 years of teaching and supervisory experience in the early childhood industry;
• Candidates with experience in inclusive practice, special needs education, or proficiency in relevant Mother Tongue languages will have an advantage, as the role may require teaching modules delivered in these languages.
